Cannel Apostolic Church Committee to consider Docket No. SU 61-91, a Special Use application for the Cannel Apostolic Church and their property on the south side of main Street (131st) and west of Old Meridian in Carmel. Petitioners are requesting approval to construct a 3,200 square foot church. Parcel is zoned S-2, B-1, & B-2. Filed by Pastor Randy Wardwell Sr. for the Carmel Apostolic Church Petitioners present: Pastor Randy Wardwell, Steve Servies, Bill Greenwood Comments: Petitioner has agreed to: --SCS comments to revised grading plan on the southeast corner of the parking lot. --Indiana Bell needs to be contacted and for service and a conduit needs to be installed by the petitioner for service. --City Eng. informed the petitioner that a well permit from the City Utility Dept. will be required and for the petitioner to the Dept. Head. --Sewer availability needs to applied for from the City Board of Works. --At present this property is not within the Corporate City limits, however Old Meridian is in the City therefore a curb cut for Old Meridian requires City approval and the Main St. curb cut requires County approval. --DOCD recommended that the proposed curb cut be either aligned or as far away from the curb cut across Old Meridian as possible--City Board of Works curb cut approval is required. --County Surveyor recommends sub-surface drain be installed in the bottom of the detention facility. --SCS recommends a silt fence be install at outlet of detention pond. --SCS recommends a 15 foot perimeter drainage easement be recorded on all property line that do not abut a R/W. --DOCD stated that a 45 foot half right-of-way dedication would be required for compliance with the current Comprehensive Plan. --Indiana Bell stated that the petitioner would be requested to grant another easement utility for use if right-of-way is dedicated. Items not resolved; --County Eng. needs plans for review (entrance details are needed) and right- of-way dedication on Main St. --City Eng. stated that the proposed drainage plan is not acceptable, and need to be review and problems worked out, additional if this parcel remains unannexed no enforcing body except for the DOCD. The City Eng. would recommend that the DOCD would require a certification from the design engineer that the drainage facilities were installed in compliance with the approved drainage plan. The technical aspects of this project have been reviewed by the TAC and found them to be satisfactory pending the above concerns being addressed. Swanson Rezone Committee to consider Docket No. 42-91 Z, a rezone application for Susan I. Swanson. Petitioner seeks to rezone .75 acres of land located 117' north of 106th between Ruckle Avenue and Park Avenue, from R-3 (residential) to B-5 (business). Filed by Jim Nelson for Susan I. Swanson Petitioners present: Jim Nelson and Mark Swanson Comments: --DOCD pointed out the existing land uses and the general guidelines of the Comprehensive Plan. Petitioner has agreed to: --Architectural Design, Lighting, Landscaping (not signage) review and approval prior to the construction of any building The technical aspects of this project have been reviewed by the TAC and found them to be satisfactory pending the above concerns being addressed. Smith and their property located in the 900 block of north Range Line Road, just north of the Smith Funeral Home, Carmel. Petitioner are seeking approval to change the natural grade of both parcels through fill and excavation and to improve the channel of the existing creek. Site is zoned B-2. Filed by James J. Cannel American Legion Post # 155 Special Use and Variances Committee to consider Docket No. V 55-91, a Developmental Standards Variance application for the American Legion Post #155 and their property located at 852 West Main Street, Carmel. Petitioners are requesting variances from sections 27.4.1, 27.4.2, and 27.4.3 of the Carmel\Clay Zoning Ordinance to defer installation of parking surface and curbing for 560 parking spaces until requested by the City of Carmel and to permit a portion of the reserve parking area to be greater than 300 feet away from the building. Site is zoned B-3. Filed by James J. Nelson for American Legion Post #155 In addition, Committee to consider Docket No. SU 56-91, a Special Use application for the American Legion Post #155 and their property located at 852 West Main Street, Carmel. Petitioners are requesting approval to construct an approx. 7,500 square foot two-story addition to the existing facility. Site is zoned B-3. Filed by James J. Nelson for American Legion Post #155 Petitioners present: Jim Nelson, Stan Neal, Tom Ellis Comments: --Satellite Dish needs to be brought into compliance with the current code. Petitioner has agreed to: --Providing a letter of Non-opposition to annexation to the City. --TAC review and approval prior to installation of the parking area on the north half of this parcel. I TAC Minutes Sept. 19, 1991 Page 4 Bethenridge Secondary Plat Committee to consider Docket No. 46-91 PP, a secondary plat application for Bethenridge subdivision. The secondary plat consists of 11 lots on 4 acres of land. The site is located on the west side of Northwest First Avenue approx. one quarter mile south of 8th Street NW. Site is zoned R-2 residence district. Petitioner is requesting approval to subdivide the property into 11 single family lots. Filed by Mark Boyce for C.P. Morgan Company Petitioners present: Cort Crosby w/ Schneider Eng. Comments: --SCS extend sub drain through detention basin. Petitioner has agreed to: --To City Engineer comments as requested. 1 Item not resolved; --County Surveyor is still researching the status of the legal drain, in the event a legal drainage is involved the County Surveyor approves plans as submitted. If not drainage approval is subject of the City Engineering Office. Ashbrooloe Section 2 Secondary Plat Committee to consider Docket No. 47-91 SP, a secondary plat application for Azhbrooke, Section 2. Plat consists of 38 lots on 20 acres of land. Site is located at approximately one half mile south of 106th Street on the west side of Shelbourne Road and is zoned S-2. Filed by George Sweet Petitioners present: Ursel Cox and Dave Sexton Comments: --County Surveyor would like to see all storm sewer discharge pipes to be above the pool line, if possible. Mercer Special Use Committee to consider Docket No. SU 57-91, a Special Use application for R.L. Mercer Construction and their client Richard O. Lundeen, owner of the property located at 9950 Ditch Road, Carmel. Petitioner is requesting approval to construct a pond for recreational purposes. Parcel is zoned S-1. Filed by R.L. Mercer Construction for Richard O. Lundeen Petitioners present: Stan Neal w/ Weihe Eng. and Casey Davis w/ R.L. Mercer Construction. Petitioner has agreed to: --Applicant stated that a well should never be needed to supplement the water level, 60:1 ratio of watershed acreage to pond acreage is provided and adequate. Items not resolved; --SCS would like to a seeding specification for the entire project. --DOCD requested a 40 foot half R/W dedication --DOCD requested a commitment in recordable form regarding the installation of sidewalks by the property owner when and if a sidewalk plan is developed. Reynolds Special Use Committee to consider Docket No. SU 58-91, a Special Use application for Jack Reynolds and his property located at 11102 Towne Road, Carmel. Petitioner is requesting approval to construct a pond for recreational purposes. Parcel is zoned S-1. Filed by Jack Reynolds Petitioners present: Stan Neal w/ Weihe Eng. and Jack Reynolds Comments: --The pond level supplied by a 138:.75 ratio of watershed acreage to pond acreage, therefore a supplemental well is not anticipated. Petitioner has agreed to: --Provide a commitment in recordable form regarding the installation of sidewalks by the property owner when and if a sidewalk plan is developed. TAC Minutes Sept. 19, 1991 Page 6 GTE Mobilnet Special Use Committee to consider Docket No. SU 62-91, a Special Use application for GTE Mobilnet, Inc. and the property they are leasing located on the northeast corner of the I-465 and the old Monon railroad right-of-way, Indpls. Petitioner are requesting to locate a 185' monopole radio transmission tower and a 12' x 30' service building on the subject site. Site is zoned S-2 Filed by E. Davis Coots for GTE Mobilnet Petitioners present: Dave Coots, Mike Pitchure, Tom Hawkins, and George Gnatovich Petitioner has agreed to: --Do what ever is necessary for a mutually satisfying sight distances standards. Item not resolved --County Surveyor stated that petitioner should be in contact with the state if their drainage outlets, outlet into state R/W. The technical aspects of this project have been reviewed by the TAC and found them to be satisfactory pending the above concerns being addressed. Woodfield Section 7B & 7C Secondary Plat Committee to consider Docket No. 48-91 SP & 49-91 SP, a secondary plat applications for Woodfield, Sections 7B & 7C, respectfully. The plat for section 7B consists of 16 lots on 9.73 acres of land and section 7C consists of 12 lots on 7.46 acres of land. Site is located at approximately one half mile east of Gray Road on the south side of 146th Street and is zoned S-1. Filed by Stan Neal for Langston Development Petitioners present: Bob Langston, John Edwards, Stan Neal Petitioner has agreed to; --Petitioner will provide the County Eng. a copy of the annexation. - Additional soil erosion protection on lots 177-183 - Provide adequate drainage for swales less than .75% - Recommend on ....Kid trap ? TAC Minutes Sept. 19, 1991 Page 7 Woodaate Section 7A & 7B Secondary Plat Committee to consider Docket No. 50-91 SP & 51-91 SP, a secondary plat applications for Woodgate, Sections 7A & 7B, respectfully. The plat for section 7A consists of 13 lots on 5.77 acres of land and section 7B consists of 13 lots on 7.35 acres of land. Site is located at approximately one half mile east of Carey Road on the south side of 146th Street and is zoned S-1. Filed by Stan Neal for Langston Development Petitioners present: Bob Langston, John Edwards, Stan Neal Comments: Petitioner has agreed to: --Board of Works review and approval is required for sewer availability. --Carey Road improvement will need to be verified prior to secondary approval. --County Surveyor would suggest that on open ended inlets that some sort of animal/child/debris inhabiter be installed. --Either increase swale grades or install sub-surface drains. --Delineate the seeding limits of the detention area. --Provide utility easements as needed. --All off-site storm and sanitary will have recorded easements provided. --Detention facility for 7B and 7C will be constructed with 7A. --Petitioner will provide the County Eng. a copy of the annexation. Hamilton Business Park Primary Plat Committee to consider Docket No. 26-91 PP, A Primary Plat application for Hamilton BusinesE; Park, located at the southeast corner of 106th and US 421 (Michigan Road). The plat includes streets, easements, right-of-ways and 7 blocks for future commercial development on 84.83 acres of land. Site is zoned B-3 and B-5 and is partially located within the US 421 Overlay Corridor. Filed by James J. Nelson for Wurster Construction Company, Inc. Tabled until! the October 17, 1991, TAC meeting. TAC Minutes Sept. 19, 1991 Page 8 Hamilton Center Primary Plat Committee to consider Docket No. 27-91 PP, A Primary Plat application for Hamilton Center, located at the southwest corner of 106th and US 421 (Michigan Road). The plat consists of one block for future commercial development on 16.89 acres of land. Site is zoned I-1 and is partially located within the US 421 Overlay Corridor. Filed by James J.
