MINUTES
March 24, 1993
Committee Members Present: Rick Brandau, Mike Hollibaugh, and Dave Cunningham, DOCD;
Randy Powell and Dick Hill, City Engineer's Office; John Duffy, Carmel Utilities; Jeff Autry,
Indiana Gas Co.; LuAnne Stephens, Carmel-Clay Communications Center; John South,Hamilton

WILLIAMS CREEK POINT SECONDARY PLAT - SECTIONS 1, 2, 3, & 4

- Carmel Fire Department, Stan Puckett stated plans do not show water mains or fire
hydrants. Letter to petitioner went out yesterday expressing concerns.
- Soil & Water Conservation, John South stated he has received revised plans but has not
had a chance to review; aesthetics need work, meets current ordinance. Henderson says
project falls within DNR requirements. South says will approve, but wants restriction on
lake outlet to provide for sediment basin; requests temporary restriction on lake until
erosion control established.
- Hamilton County Surveyor, Jerry Liston stated Section I calculations found--need to
show pond cross-section; safety ledge recommended; needs size of culvert at Carmel
Creek on Keystone.
- City Engineer, Randy Powell stated all concerns have been addressed with exception of
authority over approval of drainage facilities.
- State Highway Dept., refer to letter with points until annexation. Henderson to meet with
Les Locke re annexation.
- DOCD, Dave Cunningham expressed concern regarding lots 7 & 8, no minimum lot
width established; need covenants addressing street lighting, fencing, common area, etc.

for street trees.

CAITO POND
The petitioner is seeking approval (Special Use) to construct a pond located on the east side of
West Road, north of 121st Street, Clay Township. Filed by Jim Caito.
COMMENTS:
- No Comment from City/County Agencies
- DOCD, Tac approves as submitted. The well will be used as auxiliary for irrigation
system. A conceptual landscape plan will be formulated and presented at the hearing; the

shown on site plan (part of file) only the 10X20' stand will be constructed at this time.
Special use approval will need to be obtained for the 20X20' temporary
greenhouses..signage permit will need to be submitted to DOCD.
CARMEL CHURCH OF CHRIST - SCIENTIST
The petitioner is seeking approval (Special Use) to construct phase I of a church facility located
on the south west corner of 116th and Haverstick. Filed by Virginia Kerr.
Fred Parker, Virginia Kerr, and Wendel Tucker appeared before the committee on behalf of the
Church.
All TAC members have not received copies of the plans--this will be a preliminary review;
petitioner will need to appear at the next TAC meeting of April 26.
COMMENTS:
- DOCD, questioned the lot lines. Depending on the record of the property, this may be
a subdivision which would require plan commission's approval.
- City Engineer, concern regarding sewer access within the Haverstick ROW, also the
lateral will need to be placed within a 15' easement (if adjacent to the ROW). Board of
Public Works approval required for two commercial curb cuts along Haverstick as well
as sewer and water availability. Approval can be in form of letter from BPW to City
Engineer's office. Water service line needs to be placed with a 15' easement from 116th
Street to the property in question. Randy Powell requested copy of storm calculations and
recommended that PVC not be used within the conveyance system--show depth of 100
year storage within the basin on the plan. Permission will be needed to tie storm sewer
into the school's system.
- Soil & Water Conservation, John South stated more erosion control needs to be shown;
need to protect inlets; need to show stabilized construction entrance on the plan; sprinkler
will be needed for the basement if over 1500 sf.
SPRINGMILL LAKE
Appearing for Springmill Lake were Don, Elmer & Denny Botammiller; Mike Little and Mike
Terry, ASLA, and Jim Nelson, attorney.
Springmill Lake project will be located at 12121 Springmill Road. Both existing and future
homes will be maintained and incorporated into the project which will include 44 single family
homesites on 25 acres; two road cuts required and 2 variances 6.3.3 length of cul-de-sac and stub
street requirement.
