April 13, 1993
The meeting was called to order by Hank Blackwell, chairman, at approximately 7:00 PM.
Present were Jeff Kennelly; Norma Meighen; Barbara Myers; Salim Najjar; and Paul Spranger.
Also present was Dave Cunningham of Staff.
NOTE: Docket No. 1-93 SP, a Secondary Plat application for Stonehenge, Section 1, has been
withdrawn.
Item 1. Committee to consider Docket No. 2-93 PP, a primary plat application for R & D
Subdivision. The primary plat consists of 3 lots on 1.17 acres of land located at 108th and
McPherson, Clay Township. The site is zoned R-3 residence district. The petitioner is
requesting approval to plat a 3 lot subdivision for the development of three two-family residences.
The petitioner has also filed the Secondary plat and is seeking simultaneous approval of the
Primary and Secondary plats - Docket No. for the Secondary plat is 3-93 SP. Filed by Dan
Chapman.
Dan Chapman appeared before the Committee and gave a brief up-date of this project. Dan
stated that Highway's and Surveyor's concerns had been addressed.
Docket No. 2-93 PP and Docket No. 3-93 SP (Primary and Secondary Plats) were approved in
one formal motion.
Item 2. Committee to consider Docket No. 21-93 SP, a secondary plat application for Ashbrooke
Subdivision, Section 3. The secondary plat consists of 41 lots on 12.5 acres of land located south
of 106th Street and west of Shelbourne Road, Clay Township. The site is Zoned S-2 residence
district. Filed by Brenwick Development.
Docket No. 22-93-SP, a secondary plat application for Ashbrooke Subdivision, Section 4. The
secondary plat consists of 15 lots on 10.0 acres of land located south of 106th Street and west
of Shelbourne Road, Clay Township. The site is zoned S-2 residence district. Filed by Brenwick
Development.
The above two items were heard together but voted on separately.
Dave Cunningham of Staff stated that there was one outstanding issue, that of fire hydrants and
water line layout to be approved by the Carmel Fire Department. It was noted that this was a
design aspect that is typically done in association with Indianapolis Water.
Barbara Myers moved to approve Docket No. 21-93 SP, Ashbrooke Subdivision, Section 3,
seconded by Salim Najjar, unanimously approved.
Salim Najjar moved to approve Docket No. 22-93 SP, Ashbrooke Subdivision, Section 4,
seconded by Norma Meighen, unanimously approved.
Item 3. Committee to consider Docket No. 29-93 SP, a secondary plat application for Williamson
Run Subdivision, Section 8. The secondary plat consists of 31 lots on 25.6 acres of land located
north of 96th Street and south of the existing Williamson Run Subdivision, Carmel. The site is
zoned S-2 residence district. Filed by C. P. Morgan Development.
Committee to consider Docket No. 30-93 SP, a secondary plat application for Williamson Run
Subdivision, Section 9.
Committee to consider Docket No. 31-93 SP, a secondary plat application for Williamson Run
Subdivision, Section 10.
Lakes of Williamson Run Subdivision name was not been approved by Carmel/Clay
Communications Department. The Subdivision would now be known as Williamson Run.
Dockets No. 29-93 SP; No. 30-93 SP; and No. 31-93 SP were approved in one formal motion.
Item 4. Committee to consider Docket No. 25-93 SP, a secondary plat application for Ponds
West (formerly Williams Creek Pointe) Subdivision, Section 1. The secondary plat consists of
39 lots on 33 acres of land located on the south side of 146th Street and west of Springmill
Road, Clay Township. Site is zoned S-1 residence district. Filed by Dart Development.
Heard together and voted on simultaneously were Dockets No. 26-93 SP; No. 27-93 SP; and No.
28-93 SP.
Dave Freiberger presented and explained how the sections would be developed and the timing
on each phase. Dave also explained sewer and water availability.
Dockets No. 25-9 SP; 26-93 SP; No. 27-93 SP; and No. 28-93 SP were approved in one formal
motion. NOTE: Jeff Kennelly removed himself from the Committee for this project.
Committee to consider Docket No. 24-93 SP, a secondary plat application for The Village at
Millbrook Subdivision, Section 1. The secondary plat consists of 41 lots on 15.4 acres of land
located on the north side of 99th Street and west of Keystone Avenue, Clay Township. The site
is zoned S-2 residence district. Filed by Dart Development.
Dave Cunningham stated that the only outstanding issue at this point is the Board of Public
Works approval on the Street. At the time of primary plat, the road was in the County. At this
time of Secondary Plat, the property has been annexed to the City of Carmel. The City Engineer
and Street Department have requested that current City standards be upheld (30 foot street and
50 foot right-of-way). The Board of Works is the ultimate authority in this issue. The petitioner,
City Engineer, and Street Department will all appear before the Board of Public Works.
Salim Najjar moved to approve Docket No. 24-93 SP, The Village at Millbrook, subject to Public
Works' approval, seconded by Barbara Myers, approved 5-0.
