Committees to consider Docket No. 21-91 ADLS\DP, Architectural Design, Lighting & Signage and Development Plan applications for Pearson Ford, located at the northwest corner of 106th and US 421 (Michigan Road). The development includes the expansion of the current facility to a total of 63,077 sq. ft., for new and used automobile sales. Site consists of 9.17 acres and is zoned B-3 and is located within the US 421 Overlay Corridor. Filed by E. Davis Coots for Pearson Ford Dealership Staff comments: - The Carmel/Clay Board of Zoning Appeals has approved a variance to allow 4 additional signs on the Michigan Road frontage, in addition to allowing the existing pole sign to remain. The Commission can request that the existing pole sign be brought into conformance as a part of the Development Plan approval. - The petitioner has agreed to install sidewalks along 106th Street and Michigan Road when a sidewalk plan is developed in that vicinity. - The petitioner has filed a non-opposition to annexation. Staff recommends approval per above comments. 2. Committees to consider Docket No. 22-91 ADLS\DP, Architectural Design, Lighting & Signage and Development Plan applications for Meijer, Inc. to be located at the northwest corner of 126th (Carmel Drive) and Old Meridian. The development includes the construction of a 208,600 sq. ft. facility for all- purpose retail and service center. Site consists of 31 acres and is zoned B-3. The petitioner will be appearing before the Carmel\Clay Board of Zoning Appeals for Special Use approval and developmental standards variances. Filed by James J. Nelson for Meijer, Inc. Staff comments: - As a part of the rezone of this property (2-88Z), the petitioner committed to ADLS/DP review and approval by the Carmel/Clay Plan Commission per section 23.01 (US 31 Overlay Zone requirements). Page 2 Staff Recs. - The petitioner has agreed upon approval of this project to commit to cooperate in a fair-share portion for the installation of a traffic signal at 126th Street (Carmel Drive) and Pennsylvania Street. If approved this will need to be recorded and copies forwarded to the Department of Community Development and City of Carmel Engineering office. - If this Development Plan is approved by the Plan Commission, it will replace all previously approved development plans on this parcel. - Landscaping within the parcel does not conform with 23.01-12.2 (Us 31 Overlay requirements) as follows; b. planting adjacent to the building d. planting within the parking lot (min. 5%) The DOCD staff has requested that additional landscaping be included and implemented in the plans at several meetings with the petitioner during the review of this project, specifically at the end of the parking aisles and next to the cart corrals - staff to address committee on details of additional plantings and planting locations. - The signage package for this project will be submitted for Plan Commission (ADLS) approval at a later date. Staff recommends approval contingent a commitment from the petitioner to work with the staff and implement the above comments into the plans prior to Tuesday, June 18, 1991, full Plan Commission meeting. FOLLOWING THE COMBINED LAND USE AND INDUSTRIAL & COMMERCIAL COMMTITEFS, THE LAND USE COMMITTEE: will meet to consider the following item: 1 Committee to consider Docket No. 4-91 O.A., an ordinance amendment to Ordinance Z-160, the proposed amendment is to regulate outside storage and displays. Filed by Bill Wendling for the Carmel/Clay Plan Commission Tabled at the April 9, 1991, Land Use Committee meeting. SUBDIVISION COMMITTEE: will meet to consider the following items: 1. Committee to consider Docket No. 23-91 PP, a primary plat application for Waterstone. The primary plat consists of 417 lots on 286 acres of land located on the northside of 116th Street, eastside of Gray Road and the southside of 126th Street. Site is zoned S-1, S-2, & R-1 residence districts. Petitioner requests approval to subdivide the property into 417 single-family residential lots. Petitioner is requesting subdivision variance: Page 3 Staff Recs. 8.9 Installation of sidewalks within and bordering the subdivision Petitioner has also filed a request to amend the Commitments concerning the Use and Development of the Real Estate executed on 16th day of October, 1990 and recorded on the 5th Day of February, 1991, in the Office of the Recorder of Hamilton County, Indiana as Instrument No. 9102729. Filed lby James J. Nelson for Brenwick Development Co. Staff comments: - The petitioner at this phase of the development, has submitted conceptual signage package. DOCD understands that a complete signage package will be submitted at secondary platting of each area. Current plans on file would require variances to be implemented. - County Surveyor's office has approved of the preliminary plat plans as submitted. - Soil Conservation Service has approved of preliminary plans and will be working with the developer on erosion control and details of the proposed lining to be used in the lakes. Staff recommends approval as submitted. The Committee will need to make a separate recommendation and motion on the rezone commitment change, to be forwarded to the full Plan Commission. Staff recommends approval of the commitment change. 2. Committee to consider Docket No. 24-91 PP, a primary plat application for Williamson Run, Section 6. The primary plat consists of 11 lots on 7 acres of land located on the Southside of 106th Street, approx. one half mile east of Keystone Avenue, south of the existing Williamson Run Subdivision. Site is zoned S-2 residence district. Petitioner requests approval to subdivide the property into 11 single-family residential lots. Filed by Mark Boyce for C. P. Morgan Co., Inc. Staff comment: - all TAC concerns have been addressed Staff recommends approval as submitted. 3. Committee to consider Docket No. 25-91 SP, secondary plat application for Ashbrooke Section 1. The plat consists of 43 lots on 26.7 acres of land. Site Page 4 Staff Recs. is located approx. a half mile south of 106th Street, on the west side of Shelbourne Road. Site is zoned S-1. Filed by Brenwick Development Company Staff comments: - County Highway Dept. will be working with the petitioner during the construction of this project regarding roadside drainage improvements and limited tree removal. - County Surveyors office has been in contact with the petitioner regarding both the onsite and offsite drainage system, and will be in further contact during the construction phases of the overall project. - Subdivider agreement form will need to be completed prior to the Director of the Department of Community Development signature on the plat.
