Pearson Ford EXIO anaion Committee to consider Docket Nos. 21-91 ADLS\DP, V-37-91, SIJ-38-91 Architectural Design, Lighting & Signage and Development Plan, Variances and Special Use applications for Pearson Ford, located at the northwest corner of 106th and US 421 (Michigan Road). The development includes the expansion of the current facility to a total of 63,077 sq. ft. for new and used automobile sales. Site consists of 9.17 acres and is zoned B-3 and is located within the US 421 Overlay Corridor. Filed by E. GTE Mobilnet Inc, Committee to consider Docket No. SU-35-91, a special use application for GTE Mobilnet, Inc. and the property they are leasing located south of I-465, north of 96th Street and West of Westfield Blvd. Petitioners requesting special use approval to locate a 185 foot mono-pole radio transmission tower and a 12' x 30' service building on the subject site. Comments: - County Highway will need to complete a review of the plans as submitted, County Highway may require a dedication of a 50' half ROW on the northside of 96th Street - Indiana Bell will review plans and forward comments - IPL requests plans be submitted for review - Surveyors office requests petitioner to contact the State Highway for approval to outlet drainage into the 465 ROW, if applicable. * Petitioner will be requesting to table this project at the BZA Public Hearing until the TAC members has had a chance to review the plans Mailer ADLS\DP Committee to consider Docket No. 22-91 ADLS\DP, Architectural Design, Lighting & Signage and Development Plan applications for Meijer, Inc. to be located at the northwest corner of 126th (Cannel Drive) and Old Meridian. The development includes the construction of a 208,600 sq. ft. facility for all- purpose retail and service center. Site consists of 31 acres and is zoned B-3. The petitioner will be appearing before the Carmel\Clay Board of Zoning Appeals for Special Use approval and developmental standards variances. Filed by James J. Nelson for Meijer, Inc. Petitioners present: Ken Lennox, Dennis Hautau, Tim Platt, Tom Ford Comments: • DOCD will request that the petitioner commit to and record upon approval to cooperate in a fair-share portion with the adjoining property owner to the west (currently DUKE) for the installation of a traffic signal at the intersection of 126th Street and Pennsylvania Road. - Curb cut approval will need to be requested from and approved by the Cannel Board of Public Works and Safety - Sanitary Sewers will be supplied by Cannel Sewer System and water will be provided by Indpls. Water - Indiana Bell request plans be forwarded to their engineer for review and comment - County Surveyors office has met with and will continue to work with the petitioner, at this time has no major concerns - SCS requests an Erosion Control plan be developed for this project and submitted for review - DOCD will review updated landscape plans and will forward comments to the petitioner The technical aspects of this project have been reviewed by the TAC and found them to be satisfactory pending the above concerns being addressed. Page 3 TAC Minutes May 16, 1991 Wateretone Primary Plat Committee to consider Docket No. 23-91 PP, a primary plat application for Waterstone. The primary plat consists of 417 lots on 286 acres of land located on the northside of 116th Street, eastside of Gray Road and the southside of 126th Street. Site is zoned S-1, S-2, & R-1 residence districts. Petitioner requests approval to subdivide the property into 417 single-family residential lots. Petitioner is requesting subdivision variance: 8.9 Installation of sidewalks within and bordering the subdivision Petitioner has also filed a request to amend the Commitments concerning the Use and Development of the Real Estate executed on 16th day of October, 1990 and recorded on the 5th Day of February, 1991, in the Office of the Recorder of Hamilton County, Indiana as Instrument No. 9102729. Petitioners present: Ursel Cox, Richard Henderson Comments: - Community Center will require Special Use approval from Cannel Board of Zoning Appeals - IPL requests entrance details be submitted for review - IPL and PSI both have jurisdiction for supplying power to this project - PSI and IPL will need to determine exact division point - SCS would like to research proposed lining of the lake and its effect on the lake ecology - petitioner to work and supply info to SCS - County Surveyors office has the following comments; - Formal letter forthcoming - indicate flood routing, wetlands locations - Indiana gas will be working with the petitioner with regards to the pipeline that crosses the property - DOCD requests that a 20' planting strip be added along 116th, 126th, and Gray Road frontages - DOCD requests signage package be submitted at this time for interpretation and approval process before the Commission - DOCD reqyuest covenants be submitted as soon as they are prepared The technical aspects of this project have been reviewed by the TAC and found them to be satisfactory pending the above concerns being addressed. Page 4 TAC Minutes May 16, 1991 Williamson Run, Section 6 Primary Committee to consider Docket No. 24-91 PP, a primary plat application for Williamson Run, Section 6. The primary plat consists of 11 lots on 7 acres of land located on the southside of 106th Street, approx. one half mile east of Keystone Avenue, south of the existing Williamson Run Subdivision. Site is zoned S-2 residence district. Petitioner requests approval to subdivide the property into 11 single-family residential lots. Filed by Mark Boyce for C. P. Morgan Co., Inc. Petitioners present: Richard Henderson Comments: - County Surveyors office approves of the plans per revision of the April 24, 1991 letter - SCS requests 100 year flood elevations on the plans - Finished floor elevations will need to be shown on the plans - DOCD request covenants be submitted as soon as possible - DOCD requests a landscape plan be submitted for this project - Deeds of dedication will need to be submitted The technical aspects of this project have been reviewed by the TAC and found them to be satisfactory pending the above concerns being addressed. Williamson Run Phase II Preliminary Review Committee to consider a preliminary review of Williamson Run Phase IL The development consists of 20 acres of land located on the southside of 106th Street, approx. one half mile east of Keystone Avenue, south of the existing Williamson Run Subdivision. Site is zoned S-2 residence district. Petitioner requests preliminary review of the drainage plan and wetlands submittal. Filed by Mark Boyce for C. P. Morgan Co., Inc. Petitioners present: Richard Henderson, Rick Burrelson Comments: - This is a preliminary review for the information purposes for the TAC members - project will return to TAC for a formal review at a future date Page 5 TAC Minutes May 16, 1991 Aghbropke Sec ion 1 Secondary Plat Committee to consider Docket No. 25-91 SP, a secondary plat application for Ashbrooke 1. Plat consists of 43 lots on 26.7 acres of land. Site is located at the southwest corner of 106th Street and Shelbourne Road, formally known as the Carwinion Subdivision and is zoned S-2. • Filed by George Sweet for Brenwick Development Petitioners present: Ursel Cox, Richard Henderson, Comments: - SCS comments; - recommend erosion control blanket for blow the water line - suggest toewall in front of gabion structures - show offsite drainage for lake 2 and elevations of Shelbourne Road - provide pipe sizes on the plans - indicate seeding along Shelbourne Road - County Surveyors office; (letter forthcoming) - lakes will not be included in the legal drain system - other comments will be included in the letter forthcoming - County Highway Dept. comments; - revised plans will need to be submitted - provide a cross section of Shelbourne Road for roadside drainage improvements - if mounding is to be done in the landscape areas along the Shelbourne, drainage along those mounds will need to be shown - road improvements for Shelbourne will be per County standards - ROW will need to be dedicated prior to construction DOCD comments; - signage details will need to be submitted - actual sizes, materials, easements for location, required landscaping, current plat reflects island as part of the ROW - please reflect this on the final plat, sign will need to be located out of the sight triangle for safety - Subdivider agreement form will need to be submitted The technical aspects of this project have been reviewed by the TAC and found them to be satisfactory pending the above concerns being addressed. 1' r
