HomeMy WebLinkAboutMinutes TAC 07-19-90 SUBDIVISION-COMMITTEE MINUTES August 7, 1990 COMMITTEE MEMBERS PRESENT: Dick Klar, Henrietta Lamb, Frank Fleming STAFF PRESENT: Dave Cunningham Item 1. Docket No. 23-90 PP -primary plat for Enclave of Carmel Petitioners present: Sheila Marshall, Norman Taylor, John Hart Ms.Marshall introduced and located the plat for the committee and stated that the proposed project will be a zero lot line development. The outstanding technical items from the last meeting have been addressed or have been committed to by the developer. One item remaining,is the Carmel Board of Public Works and Safety needs to approval of the curb cut on 126th, the internal street design, and sewer and water availability. Petitioner has been scheduled for the August 20, 1990 BPW agenda. Staff commented that the BPW will need to approve the street design (they will ultimately be taking control of and maintaining the streets) and any motion should be contingent on the BPW approval. Staff indicated that the timing of the BPW and Plan Commission couldn't be better for the petitioner; they will be appearing before the BPW on Monday (8\20) and the Plan Commission on Tuesday (8\21). Ms. Marshall then stated that the TAc members had received the updated plans and primary plat approvals from each has been obtained. Mr. Klar asked staff the status of the TAC concerns from the previous meeting. Staff stated that all items had either been addressed or committed to except the BPW approval as mentioned earlier. Staff would like to state that they do have a safety concern with the entrance configuration at 126th Street and that they will be addressing the BPW regarding that concern. Mr. Klar asked if the BPW does not approve the street configuration, do the roads automatically become private or will the petitioner need to table or come back before the Plan Commission for that approval also? Staff indicated that they had tried to reach the Plan Commission attorney late that afternoon but could not and would contact him again for the answer. Mr. Klar asked the petitioner why one lane of the entrance is 18' and the other 24'? Norman Taylor responded that the west lane is wider allowing two vehicles (one turning right and one turning left) to stack at the entrance. Staff then asked the committee to review the staff recommendation and that any motion this evening be contingent on the BPW approval of this project. Page 2 Staff then stated that future zoning variances may be needed due to the exactness of needed to place the building on the zero lot line development and the possibility of encroachment in the Keystone Ave. Greenbelt. Petitioner is aware this. Mrs. Lamb asked if all the drainage concerns had been addressed? Staff indicated yes. Mr. Klar asked the total number of lots? Petitioner stated that the total is now 49 lots. Committee asked staff if the separate motions should be done on each variance and the plat or if one motion would work. Staff responded that it was up to the committee. Mr. Klar asked the status of the mounding along Keystone. Mr. Taylor stated that the mounds along Keystone had been eliminated and been replaced with landscaping. Motion: To approve Docket No. 23-90 PP, Primary Plat application for the Enclave of Carmel as submitted contingent on Eaton and Lauth being the developers and contingent on the Carmel Board of Public Works and Safety approvals on August 20, 1990. Docket No. 54-90 PP -primary plat for Ashmore Trace Petitioners present: Stan Neal, Jennifer Shea Mr. Neal presented the plat to the committee and stated that the plans reflect the changes recommended by TAC. The plat consists of 42 lots on 36 acres and they are asking for primary plat approval. Mr. Klar asked if any information had been gathered on the depression east of this property. Staff stated that the reason that the property to the east could not be developed was due to vision problems and access point location for the development. Page 3 Mr.Neal stated that the proposed entrance was too close to the hill to the east and that there was no clear sight vision. Mr. Klar asked if the entrance for lots 40, 41 & 42 had been aligned with one of the cuts on the north side of the road? Mr.Neal stated that the alignment was not possible and that he and staff had discussed and agreed that the best alternative was to offset the drives as far apart as possible - the plans reflect this offset. Joe Hall of the County Highway asked the width of the driveway for lots 40, 41 & 42. Mr. Neal stated that the details of the access drive would be included on the construction drawings but that the width would be 24'. The committee asked the location of the bridges on 146th Street in relation to this project. Mr. Neal indicated on the plans the location and the widths of the two bridges adjoining this project. Mr. Klar asked Mr. Hall if the County was anticipating improving either of these two bridges. Mr. Hall stated that the County currently is looking at several bridges and was not sure if these were included on the list. Mr. Klar asked Mr. Neal to describe and explain the elevation of the project and the surrounding properties. Mr. Hall asked that the entrance curb radius be 35'. Mr neal stated that details would be included in the construction plans. Mr. Klar asked if signage had been submitted. Mr.Neal stated no and that the petitioner did understand that they would be required to return to the Plan Commission for signage approval. Motion: To approve Docket No. 54-90 PP, Primary Plat application for Ashmore Trace as submitted. Frank Fleming Second: Henrietta Lamb Action: Approved, 3-0 Page 4 Item 3. Docket No. 57-90 SP - secondary plat for Ashton Section 2 Petitioners present: Stan Neal, Jennifer Shea Mr. Neal presented the plat to the committee and located this section in reference to section 1, existing properties along Hazelldale Road and the school property. Mr. Neal stated that the plans reflect the changes recommended by TAC. The petitioner has requested to be annexed into the City of Carmel and as a part of that annexation, the outlot property and the entire ROW of Hazelldale Road will be included. In addition,the entire ROW on 146th will also be annexed. Mr. Neal stated that he and Mr. Hall had agreed to additional improvements to the southeast corner of the project (extension of pipes and the establishment of roadside ditches). Mr. Klar asked the staff to clarify the road improvements as agreed to by the petitioner. Staff stated the petitioner had agreed to the following: - 146th Street - petitioner will install a 3' chip and seal shoulder and the accel\decel lanes as indicated on the plans -Hazelldale Road-petitioner will widen the west half of the road to 15'and add a 3' chip and seal shoulder, and install accel\decel lanes as indicated on the plans. In addition the petitioner will top the east half of the road with asphalt, therefore having a 24'wide improvement plus chip and seal shoulder. Mr.Klar asked if there were any further questions; if not he would entertain a motion. Motion: To approve Docket No. 57-90 PP, Secondary Plat application for Ashton, Section 2 as submitted. Docket No. 58-90 SP - secondary plat for Timber Crest Bend Petitioners present: Stan Neal, Mr. Barnes Mr. Neal presented the plat to the committee and stated that he has been discussing with the City Engineers' office the possibilities of the relocation (meandering) of the sidewalk and the shifting of road improvements to the south side of 126th Street, (to preserve trees along the north side of the 126th). Mr. Neal stated the previously mentioned items would require the Board of Public Works approval and that they would be appearing before them as soon as possible. In addition,this project included all the ROW of 126th and will be annexed to the City of Carmel. Page 5 Mr. Klar asked if staff had any outstanding concerns or information. Staff indicated that the subdivision located just west of this project had received similar permission to shift the improvements and sidewalks. Motion: To approve Docket No.58-90 PP,Secondary Plat application for Timber Crest Bend as submitted, contingent on Carmel Board of Public Works approval of the road improvements and tree preservation along the north side of 126th Street. Docket No. 59-90 SP- secondary plat for Sutton Place Section 1 Petitioners present: Bill Grout, Dave Compton Mr.Grout presented the plat to the committee and stated that TAC comments had been addressed except for the details of the offsite erosion control and Fire Dept. approval. Mr. Grout did state that he had been working with John South and Kent Ward and that he would satisfy their concerns prior to County acceptance of the plat. Plans had been submitted to the Carmel Fire Dept. but due to vacations, a review had not been completed as of today. Staff indicated that any motion this evening should be contingent on Fire Dept. approval of the plans and staff final review of the covenants that were received this afternoon. Mr. Hall addressed the committee that an additional roadside swale may be necessary due to the location of the sidewalk along Towne Road. After discussion with the staff,Mr. Hall and Mr. Grout,the committee agreed that the best solution is to maintain the slope off of the street and have one swale along the back of the sidewalks and in front of the landscaping - one continual slope from the road to the sidewalk to the swale, Mr.Klar clarified with the staff the two points of contingency.One being the Fire Dept. approval and the other being final acceptance of the covenants. Mr. Klar asked if there were any further questions; if not he would entertain a motion. Motion: To approve Docket No. 59-90 PP,Secondary Plat application for Sutton Place, Section 2 as submitted contingent on Fire Dept. approval of the plans and staff final review of the covenants. Docket No. 60-90 SP - secondary plat for Carwinion Phase 1 Petitioners present: Dennis Grump, George Sweet, Ursel Cox Mr.Grump presented the plat to the committee and stated that they would also agree,as discussed in the previous project, to slope the swales along Shelbourne Road to continually form the road to the sidewalk to the swale. The TAC comments had been addressed except that the staff was still reviewing the final version of the covenants. Mr.Hall asked if the petitioner would be removing the existing tree line along the west side of Shelbourne Road. Mr. Sweet responded that they were going to preserve as much of the existing vegetation on site including the roadside tree line. Mr. Klar asked if all the other items had been addressed. Staff indicated yes, except they were still reviewing the final version of the covenants. Motion: To approve Docket No. 60-90 PP, Secondary Plat application for Carwinion, Phase 1 as submitted contingent on staff's final review of the covenants.
