COMMITTEE MINUTES
JULY 19, 1990
Committee Members Present: Wes Bucher, Rick Brandau, Dave Cunningham,

Marathon an 116th •
Committee to consider Docket No. SU-67-90 and V-68-90 a Special Use and
Developmental Standards Variance Application for the Marathon Oil Company and their
approximate one acre site located on the northeast corner of 116th St. and Range Line
Rd., common address being 1708 East 116th St., Cannel. Petitioners are requesting
Special Use approval, to raze and re-construct a new Marathon Service Station which
will contain a Food Center and Car Wash. Additionally, the petitioners are requesting
variances from the following sections of the Carmel/Clay Zoning Ordinance:
14.3.2 - Minimum Front Yard reduction from 60 feet to 22 feet from
Range Line Rd. and 56 feet from 116th.
25.7.04-1a,ii - Number and Type to allow building wall signs which
state "Food Center", "Service Center", "Car Wash-Entrance", and"Car
Wash-Exit", six (6) canopy shroud signs, and six (6) dispenser
valence.
25.7.04-la,iii - Maximum Sign Area to allow two (2) ground
identification signs with an area of 39.6 square feet.
25.7.04-la,iv - Maximum Height of Ground Sign to allow two (2)
ground identification signs to be six (6) feet five (5) inches tall.
25.7.04-1a,v - Location to allow two (2) ground identification signs
to be zero (0) feet setback from Right-of-ways..
Petitioners present: Phil Nicely, Shawn Lyons, Steve Grartnner
Comments:
1) Petitioner will need to reappear before the CBPW for additional sewer
and water capacity for the car wash facility
2) Sand trap needs to be added to the details of the car wash
3) City Engineer requests drainage easements be added to the north and
east property lines - 15' and 8' respectively
4) Facility will have internal tire storage racks - no need for outside
storage
5) DOCD requests a construction fence be implemented during the
construction phase of this project for trash and debris control

6) SCS requests additional erosion control be added around the surface
inlets during construction
7) DOCD requests a commitment of the mechanical equipment screening
from the petitioner - to be screened per DOCD approval
8) DOCD has a concern with internal site circulation regarding the car
wash facility
9) Fire Dept has approved of the plans as submitted
10) DOCD noted that petitioner should meet with utilities regard the
installation of the underground tanks
Lawhead Lot Width
Committee to consider Docket No. V-64-90 a Developmental Standards Variance
Application for Lawrence E. Lawhead and a 5.57 acre tract of land located at 13199
Ditch Rd., Carmel. Petitioner is the contract purchaser and is requesting a variance
• from section 5.4.6 of the Carmel/Clay Zoning Ordinance to reduce the minimum lot
• width from 120 feet to 50 feet.
Parcel is zoned S-1.

Cannel High School Special Use
Committee to consider the Special Use application for a proposed 6,000 seat stadium
and several athletic practice fields on the north side of 136th Street just west of
Keystone Ave. In addition, the petitioner is requesting approval a 450 space parking
lot at the southeast corner of 131st Street and 4th Ave. S.E. Parcels are zoned R-1 and
R-2 respectively.

Comments:
1) Kent Ward requests the petitioner to meet with adjoining property
owners regarding the realignment of the offsite drainage
2) SCS requests erosion control measures be implemented around the
surface inlets and requests 20' D & U easement be added to the north
property line

new waterline route

5) Petitioner will need to contact DNR for approval and permit to work
within the floodway for offsite improvements
6) Roadway improvements were discussed and there is some question as
to what they should be at this time
7) Petitioner will need to contact utilities regarding the relocation of
easements, ROW, poles and other facilities that will be affected
8) Site lighting plans were shown and .1 ft. candle will be for'parking lot
lighting - field lighting will be done with 6 varying height poles - ft.candle
limits will be forthcoming - approx. will be 2.5 ft. candle at property lines
Ashmore Trace Primary Plat
Committee to consider Docket No. 54-90 PP,'a primary plat application for .Ashmore
Trace subdivision. The primary plat consists of 42 lots on 36.05 acres of land located
on the south side of 146th Street just west of Cherry Tree Avenue. Site is zoned S-1
residence district. Petitioner requests approval to subdivide the property into 42 single-
family residential lots. The petitioner is requesting the following Subdivision Regulations
variance:
6.3.14 -- frontage road is required to prevent direct access

Comments:
1) SCS requests offsite water shed be delineated and submit for review
2) Carmel Fire Dept. has approved of plans as submitted
3) County Surveyor requests a 15° easement be added to storm pipes in
side or rear yards from centerline of the pipe - 30' total easement
4) County Surveyor requests a pipe be added at the main entrance for
roadside drainage and offsite sanitary sewer plans be submitted for review
5) Surveyor requests all drives on north side of 146th.Street be indicated
and details of drainage area and calcs be submitted for review
6) TAC recommends a common drive for lots 40 - 42 and recommends an
alignment with an existing drive on the north
7) DOCD request a non-opposition to annexation be on file and added to
the covenants
8) DOCD request signage plans be added to this submittal for Plan
Commission review or petitioner will need to return at a later date for
signage approval from Plan Commission - ADLS review
9) County Highway submitted a letter of 8 items of concern - refer to
below:
a. Provide an enlargement of 1:=20 feet of entrance, existing
pavement, side ditch, and future right of way fifty feet.

b. Show existing bridge (width & length) and distance from
proposed centerline of entrance.
c. Show location of Scarborough Lane entrances off of 146th Street
to the north with distance indicated from entrance and bridge.
d. Provide drainage pipe 18 inches or larger under entrance for new
side ditch along south line of 146th Street.
e. Remove all trees in road right of way except the few trees at the
Kirkendall Creek at this time.
f. Show drive entrance for residence at 612 E. 146th Street.
-g. Show drive entrance for M-K Akins, Inc. Landscape on print and
indicate distance from entrance.
h. The driveways for lots 40, 41 and 42 will need to be approved
by the Hamilton Co. Hwy. Dept. later and shown on the primary plat
after the location of Scarborough Lane is shown on the print. All
entrances and driveway on the 146th Street must obtain Hamilton
County Highway approval and driveway permits prior to any
construction on road right of way.
i. A letter will be given for approval or changes of Primary Plat after
items (a) through (i) have been provided.
10) DOCD requests that construction traffic be routed around existing
residential areas to avoid traffic conflicts and for public safety
11) DOCD requests that construction fences be installed during the
subdivision construction for trash and construction debris control
12) DOCD requests that all possible measures be taken to protect any

College Baptist Church
Committee to consider Docket Nos. SU 65-90 and V 66-90 ' a Special Use and
Developmental Standards Variance for the College Baptist Church, Inc. and their
property located on the northwest corner of 96th Street and Towne Road. Petitioners
are requesting Special Use approval to construct a 19,600 square foot church and a
developmental standards variance requesting a waiver of one year time limit for a
special use to allow the project to be built in phases. Parcel is zoned S-1.

Enclave Of Carmel Primary Plat
Committee to consider Docket No. 23-90 PP, a primary plat application for the Enclave
of Cannel subdivision. The primary plat consists of 50 lots on 10.9 acres of land
located on the north side of 126th Street just west of Keystone Avenue. Site is zoned
R-2 residence district. Petitioner requests approval to subdivide the property into 50
single-family residential lots. The petitioner is requesting the following Subdivision
Regulations variances:
6.3..1 -- street jogs less than 150'
6.3,.15 -- curvature of streets less than 150'
6.3,16 -- min. distance between reversed street curves
6.5.1 -- min. frontage of lots at right-of-way of_50'
6.5.2 -- irregular shaped lots
6.5.3 -- planting strip of 20' for lots that back onto major streets
8.9 -- sidewalks on both sides of the street within the subdivision
and along adjoining streets

Committee to consider Docket No. 57-90 SP, a secondary plat application for Ashton
subdivision, section 2. The secondary plat consists of 47 lots on 26.3 acres of land
located on the west side of Hazeldale Road, approx. one quarter of a mile south of
146th Street. Site is zoned S-1 residence district. Petitioner request secondary plat
approval to subdivide the property into 47 single-family residential lots.

Timber Crest Bend Secondary
Committee to consider Docket No. 58-90 SP, a secondary plat application for Timber
Crest Bend subdivision. The secondary plat consists of 5 lots on 5.89 acres of.land
located on the north side of 126th Street, approx. one half mile east of Cray Road. Site
is zoned S-1 residence district. Petitioner request secondary plat approval to subdivide
the property into 5 single-family residential lots.

land located on the southeast corner of 116th Street and Towne Road. Site is zoned
S-1 residence district. Petitioner request secondary plat approval to subdivide the
property into 77 single-family residential lots.

contingent on TAC approval.
