INDUSTRIAL AND COMMERCIAL COMMITTEE: will meet to consider the following items: 1. Committee to consider Docket No. 55-90 ADLS , an Architectural Design, Signage and Lighting application for Keystone Square Shopping Center. Petitioner seeks approval for the refacading and the approval of a new sign package for the shopping center. Site is located at the northwest corner of Keystone Avenue and 116th Street, and is zoned B-8. Filed by James J. Nelson for Keystone Square Shopping Center Co. Staff comments: Staff has an outstanding concern with the internal site circulation at the north end of the site, specifically just north and east of the Target Mall north entrance. Staff would request that a curbed landscape island, similar to the one on the west end on the parking lot, be added to deter cross traffic and provide a more defined traffic flow. Staff requests that the petitioner commit to the fair share participation of the installation of a traffic signal on 116th Street (placement yet to be determined). Staff requests clarification with regard to Need to confirm the incorporation of new curbing, the removal of existing curbing and the relocation of the existing curb-cut on 116th Street&AAA Way as indicated on the plans in the south parking lot (south of the old EAVEY's). Staff has a concern with the signage commitment,to be addressed by staff. Staff recommends approval per above comments. 2. Committee to consider and discuss the following ordinance changes and amendments: outside storage and display SUBDIVISION COMMITTEE: will meet to consider the following items: 1. Committee to consider Docket No. 23-90 PP, a primary plat application for the Enclave of Carmel subdivision. The primary plat consists of 50 lots on 10.9 acres of land located on the north side of 126th Street just west of Keystone Avenue. Site is zoned R-2 residence district. Petitioner requests approval to subdivide the property into 50 single-family residential lots. The petitioner is requesting the following Subdivision Regulations variances: 6.3.1 -- street jogs less than 150' 6.3.15 -- curvature of streets less than 150' 6.3.16 -- min. distance between reversed street curves 6.5.1 -- min. frontage of lots at right-of-way of 50' 6.5.2 -- irregular shaped lots 6.5.3 -- planting strip of 20' for lots that back onto major streets 8.9 -- sidewalks on both sides of the street within the subdivision and along adjoining streets Filed by E Davis Coots for Eaton & Lauth Community Development Company. Staff comments: The configuration of the entrance and its intersection with 126th Street is of major concern and deserves further review. This proposal is not the only design available to make this parcel functional and marketable. Currently this project is on the August 20, 1990, Carmel Board of Public Works agenda. The Board of Public Works is the body that must accept the design and responsibility for public streets. Staff requests that any motion on this project be subject to the Board of Works decision and that full Plan Commission approval of the primary plat be subject to approval from the Board of Works. Staff would remind the petitioner that during the construction phases of this project additional zoning variances may be needed for encroachment into the Keystone Overlay greenbelt setbacks and that the exactness needed to place the structures in relationship to property lines may certified as-built surveys which may necessitate setback variances. Additional items of concern by the staff have been agreed to or addressed by the developer per letter dated July 26, 1990. 2. Committee to consider Docket No.54-90 PP, a primary plat application for Ashmore Trace subdivision. The primary plat consists of 42 lots on 36.05 acres of land located on the south side of 146th Street just west of Cherry Tree Avenue. Site is zoned S-1 residence district. Petitioner requests approval to subdivide the property into 42 single-family residential lots. The petitioner is requesting the following Subdivision Regulations variance: 6.3.14 -- frontage road is required to prevent direct access Filed by Richard L. Fisher for Safco Development Company Staff comments: Staff would remind the applicant that no signage plans have been submitted for this project and if any signage is proposed that the petitioner will need to return the full Plan Commission for ADLS approval of the subdivision signage per the Carmel Sign Ordinance. Staff recommends approval per above comments. 3. Committee to consider Docket No. 57-90 SP, a secondaplat Ashton subdivision, section 2. Petitioner is in the process of annexation to the City of Carmel. Staff recommends approval per above comments. 4. Committee to consider Docket No.58-90 SP, a secondary plat application for Timber Crest Bend subdivision. The secondary plat consists of 5 lots on 5.89 acres of land located on the north side of 126th Street, approx. Gray Site is zoned S-1 residence district. Petitioner request secondary east of appy Road. subdivide the roe plat approval to property rty into 5 single-family residential lots. Filed by Thomas C. Barnes Staff Comments: Carmel Board of Public Works and Safety approval will be required for the approval of the road improvements and tree preservation along the north side of 126th Street. Staff recommends approval per above comments. 5. Committee to consider Docket No.59-90 SP, a secondary plat application for Sutton Place subdivision, section 1. The secondary plat consists of 77 lots on 51.1 acres of land located on the southeast corner of 116th Street and Towne Road. Site is zoned S-1 residence district. Petitioner request secondary plat approval to subdivide the property into 77 single-family residential lots. Filed by Land Innovators Co. Staff comments: Staff needs to review revised covenants,covenants were submitted today and staff has not had adequate time to review. Fire Dept. approval pending. Staff recommends approval per above comments. 6. Committee to consider Docket No. 60-90 SP, a secondary plat application for Carwinion subdivision, Phase 1. The secondary plat consists of 46 lots on 25 acres of land located on the west side of Shelbourne Road approx.one half mile south of 106th Street. Site is zoned S-1 residence district.
