Hancock MAYOR George Sweet July 3, 1990 • Sweet & Co. 9502 Angola Court Indpls., IN 46268 Re: Carwinion Secondary, section 1 Dear George, Upon review of your submitted materials, I have found the following items will need to be addressed: - Date of submission or latest revision needs to be added to the plat - Names, addresses, phone numbers of the owners and subdivider needs to be added to the plat - Registered surveyor's signature, seal and date needs to be added to the plat - Source of title needs to completed on plat - Restrictions and covenants need to updated regarding the following; - Non-opposition to annexation - Covenants indicate a side yard setback of 10', the zoning ordinance also indicates a minimum aggregate of 25' for both sideyards - Builder\Developer will be required to install dusk to dawn lights - Fences in retention areas, landscape areas, front yards, - Ability of the home owner assoc. to assess fines, enforce covenants, maintain common areas? - These covenants are not the same as proposed with the primary - substantially different - Certification of notification to the TAC members -TAC comments - as you receive them - Streets and Rights-of-way - the Subdivision Regulations section 6.3.6, requires street widths of 30', please refer to this section and be prepared to discuss this. - Location, size and capacity of: - Water mains, hydrants will need to be approved by Fire Chief Couts - Drainage systems will need to be checked with Kent Ward and John 1 CIVIC SQUARE CARMEL,INDIANA 46032 317/571-2400 FAX 317/844-3498 Page 2 South - Is it possible to obtain a copy of the construction and start up of the sewer plant - Curve data - to check ordinance compliance - Statement from County Highway on conditions of existing adjoining roads and recommendation for there improvement - have received letter stating that your improvements appear to be sound - Landscape plan - refer to section 5.6.7 -legend of proposed plantings -total # -type -size at planting and maturity -planting and mounding details and cross-sections - Proposed signage plan -final details - Proposed cut and fill map - Misc. or anything pertinent to proposed project. The above comments need to be addressed and updated plans submitted to our office by July 10, 1990, to assure our office time to review your proposed subdivision. Entrance, deceleration, stacking lane, and acceleration lane design is acceptable . 2. Interior road width satisfactory. 3 . Establish road side ditch between sidewalk and road pavement . 4. Establish 8" drainage P .V.C. under sidewalk from road side swale to interior swale. Carwinion: 1 . The roadside drainage ditch should be between sidewalk and pavement of Shelborne Road. 2. Entrance, acceleration, deceleration and stacking lane satisfactory. 3 . Entrance radius 25 radius is satisfactory. 4. A drainage swale has to be established between sidewalk and pavement of Shelborne Road with at least 5 sections of 8 inch P.V.C. to swale and inlets west of landscape easement - the locations are to be located at the following locations : (a ) from roadside swale to Structure 227 beehive . (REVISED, see plat ) . -Names . Addresses, Phone Numbers of the owners and subdivider needs to be added to the plat. (REVISED, see plat ) . -Registered Surveyors signature, seal and date needs to be added to plat . (REVISED, see plat ) . -Source of Title needs to be completed on plat. (REVISED, see plat ) . -Restrictions and covenants need to be updated regarding the following : -Non-opposition to annexation -Covenants indicate a side yard setback of 10 ' , the zoning ordinance also indicates a minimum aggregate of 25' for both sideyards. -Builder/Developer will be required to install 4625 Morningside Drive dusk to dawn lights. Paragraphs addressing annexation and dusk to dawn lighting have been added . Fencing and Home Associations are more fully addressed in the Declaration of covenants and Restrictions. -These covenants are not the same as proposed with the primary - Substantially different. The covenants which are included with the plat are intended to highlight and cover those restrictions required by ordinance. Specific covenants submitted with the primary plat will be made part of the Declaration which will be made part of the plat by reference and will be recorded prior to the plat . -Certification of Notification to the TAC members- TAC comments as you receive them. See attached transmittals to T .A.C. members . they have been requested to submit concerns to you . I anticipate resolving their concerns prior to the July 19th TAC meeting . -Streets and Right-of-way -The Subdivision regulations section 6.3.6 requires street widths of 30' . Please refer to this section and be prepared to discuss this . Section 6. 3.6 provides for an alternate of 26 feet when county streets are involved and annexation is not in the foreseeable future. The current city boundaries are approximately 2 miles to the east. It would appear that annexation will not happen reasonably soon as the ordinance requires. -Location size and capacity of -Water Mains, Hydrants will need to be approved by Fire Chief Couts. -Drainage systems will need to be checked with Kent Ward and John South -Is it possible to obtain a copy of the construction and start up of the sewer plant? Water Mains , hydrants and appurtenances will be designed and constructed by Indianapolis Water Co. They are reviewing site drawings at this time. I have requested a response from them prior to the T.A.C. meeting . Smith Quillman Associates, Inc. Construction drawings have been submitted to Kent and John for review. I anticipate a response and resolving their comments prior to the July 19 T.A.C. meeting . Plans and Details for the sanitary sewer system may be obtained from Marvin Pike at Clay Township Regional Waste District . He has indicated to me that the anticipated start up of the treatment plant is April , 1991 . -Curve Data - To check Ordinance Compliance A curve table showing each street centerline radius has been shown . This data has been tablelized to keep the plat from becoming to cluttered . -Statement from County Highway on conditions of existing adjoining roads and recommendation for their improvement - Have received letter stating that your improvements appear to be sound . Final construction drawings have been submitted to the Highway Engineer. A letter from them will be provided to you as soon as possible. -Landscape Plan - Refer to Section 5.6. 7 -Legend of Proposed Plantings, Total # Type Size at Planting and Maturity -Planting and mounding details and cross sections -Proposed cut and fill map Development plan has been revised to reflect building pads which are constructed on 2 feet or more of fill . -Misc . or anything pertinent to proposed project As jurisdictional approval letters become available copies will be forwarded to your office.
