Time: 9:00 a.m. (Approximate start times for each item are listed below) 9:00 a.m. Docket No. 17110014 Z: Copper Leaf PUD Rezone. The applicant seeks approval to rezone and primary plat 22.4 acres to PUD/Planned Unit Development in order to develop 29 single-family dwellings. The site is located on the south side of 131st Street and west of West Road, and is zoned S-1/Residential. Filed by Ice Miller, LLP on behalf of Pulte Homes of Indiana. Roger Kilmer with Ice Miller, Ashley Bedell and Matt Lohmeyer with Pulte Homes, and Brandon Burke with HWC presented the project. Mr. Kilmer said this project is on the far west end of the City limits and added that the western property line is actually the Boone County line. Mr. Kilmer said the existing homestead which has frontage along 131st Street will actually be one of the 29 lots. Greg Hoyes – Hamilton County Surveyor’s Office - Letter sent. No concerns with the PUD or the Primary Plat. Christina Girod - Duke Energy - Ms. Girod provided information and contact information for setup of service. Ryan Hartman – Clay Township Regional Waste District - Email sent on December 14. Mr. Hartman said there is nothing that would need to be discussed at TAC but once revised plans are received he will review. Daren Mindham – City of Carmel Urban Forestry - Letter sent. Mr. Mindham said the main issue is sidewalk to curb areas are shown as 5-foot, but the City standard is 6-foot. Angie Conn – City of Carmel Planning & Zoning - Ms. Conn said she will defer to Rachel Keesling for the Planning & Zoning comments. Dave McCoy – City of Carmel Addressing Coordinator - No comments. Alex Jordan – City of Carmel Engineering Department - Comments were issued on the Project Dox system. Mr. Jordan said the comments were general and included items the Department would like to see on the construction plans. Nick Mishler – City of Carmel Building & Code Enforcement - No comments. Page 2 of 6 City of Carmel Technical Advisory Committee December 20, 2017 David Littlejohn – City of Carmel Alternative Transportation Coordinator - Mr. Littlejohn asked if the sidewalk widths are specified in the PUD. Ms. Bedell said she believes these are specified. Mr. Littlejohn said he will check the plans to make sure this is listed. Also, Mr. Littlejohn said since this is on the Boone County line, it’s out of the City jurisdiction. However, on the west side there is a path from Austin Oaks subdivision that is not connected. This is out of the City’s jurisdiction but Mr. Littlejohn said it would be worth looking into as an amenity for the subdivision. Also, comments were distributed on Project Dox. Alexia Lopez – City of Carmel Planning & Zoning - Ms. Lopez said comments were submitted through Project Dox, and she added that there are a few departments who still need to review. Ms. Lopez also said the Unified Development Ordinance will take effect January 1, 2018 and will replace the current zoning ordinance, and asked if the new UDO can be referenced in the PUD. Mr. Kilmer said he will need to check to make sure there are no significant changes between the current zoning and what the UDO requires. Ms. Lopez said there are not many changes for residential districts and said the new Ordinance is mostly a formatting change. Ms. Lopez said she would also like to see a plot plan for a standard lot, especially how the side yard would be configured when there is a driveway. Ms. Lopez asked if the access will remain along 131st Street. Ms. Bedell said the access will remain along 131st Street because of how the driveways are configured and the location of some of the out buildings. Ms. Lopez asked if there was a way to continue Copper Leaf Boulevard as the name of the entire street. Ms. Bedell said the developers are not picky about this. Ms. Lopez said she thinks the east street within the subdivision would make the most sense for this since it stubs down on the south side. 9:20 a.m. Docket No. 17110016 DP/ADLS: Home2 Suites Hotel. The applicant seeks site plan and design approval for a new hotel totaling 62,790 sq. ft., on 1.95 acres. The site is located at 12845 Old Meridian St. It is zoned Old Meridian/Mixed Use. Filed by Ice Miller on behalf of Witness Investment, LLC. Roger Kilmer and Alex Beatty with Ice Miller, and Arkash Patel with The Witness Group presented the project. Mr. Kilmer said this will be a new 5-story, 88 room hotel on the east side of Old Meridian Street. This hotel will be on the front portion of the lot where the VFW Headquarters is located. Mr. Kilmer said the VFW will remain in the current location and will actually share parking with the new hotel. He added that this site was subject to a DP/ADLS in 2008 or 2009 for a 4-story office building with retail on the first floor. The VFW was part of that project and was actually the only building that was constructed out of the DP/ADLS, along with a ground sign. Mr. Kilmer said this hotel will be located where the office building was originally proposed for the site, with a slightly different footprint. Mr. Kilmer said the petitioners will be seeking three variances; the first will be a reduction in width and amount of landscaping buffer yard along the south property line. The second will be for the size of a blade sign to be placed on the building, and the petitioner has been working with staff on this issue. The third variance request will be for maximum building height. The current standard is 55 feet, but to accommodate some of the features of the building, a height of 62 feet will be requested. Greg Hoyes – Hamilton County Surveyor’s Office - Letter sent. Mr. Hoyes said the runoff is being directed to a non-regulated drain so there are no further comments. Ryan Hartman – Clay Township Regional Waste District - This project is outside of CTRWD service territory. No comments. Daren Mindham – City of Carmel Urban Forestry - Comment letter sent. Mr. Mindham said there are number of landscape comments including regarding the side buffer yard which a variance will be applied for. Mr. Mindham asked to be kept up to date on the status of the variance request. Angie Conn – City of Carmel Planning & Zoning - Docket numbers have been issued for the variances. Ms. Conn said for DP/ADLS comments she will defer to Ms. Lopez. Dave McCoy – City of Carmel Addressing Coordinator - Mr. McCoy asked if 12845 Old Meridian Street is the address the hotel will be using. Mr. Patel said he would assume this will be the address used and it will not be changing. Alex Jordan – City of Carmel Engineering Department - Comments sent on Project Dox. Mr. Jordan said there were no major comments, but asked if the petitioner is in possession of the old drainage report for this parcel. Mr. Kilmer said he has this report and will send it to Carmel Engineering. Nick Mishler – City of Carmel Building & Code Enforcement - No comments. David Littlejohn – City of Carmel Alternative Transportation Coordinator - Comments have been sent using Project Dox. Mr. Littlejohn said the frontage on Old Meridian Street requires a 10 foot multi-use path. Currently the path is less than 10 feet. Also, Mr. Littlejohn said there are short term bike parking requirements that should be included with the plans. Mr. Littlejohn added that long term bicycle parking is encouraged by the City and he can show the petitioners some examples of these facilities if they are interested. Mr. Kilmer said the initial plans that went out did not even include short term bicycle parking, and these have since been revised to show this. Mr. Kilmer added that currently there are no plans for long term bike parking, although they will continue to discuss this. Alexia Lopez – City of Carmel Planning & Zoning - Ms. Lopez said some of the major items that may come up could be in architecture, although she said she really likes the plans submitted thus far. Other comments may be related to the amount of EIFS and the number of windows on the north and south façade. Also, Ms. Lopez asked if the plans submitted so far are ready to review. Mr. Kilmer said since he knows the north and south façade will need to be changed, the department can review everything but those sections. Mr. Patel said the façade may be a work in progress but they will continue to work with the department to get it right. Page 4 of 6 City of Carmel Technical Advisory Committee December 20, 2017 9:35 a.m. Docket No. 17110018 DP/ADLS: Lot 1A North Augusta Retail. The applicant seeks site plan and design approval for a retail building totaling 6,060 sq. ft., on .98 acres. The site is located at 9835 N. Michigan Road. It is zoned B-3/Business and is located within the US 421 Overlay Zone. Filed by Ryan Conrad of Thomas English Retail Real Estate. Brian Cross with Civil Site Group, Brad Williams with Thomas English Retail Real Estate, and property owner Bill Armstrong presented the project. Mr. Williams said he has been working through the nuances of this rather peculiar site for quite a while. He added that the development has a target square footage that would make it profitable, which is why they have been working to get the proposed footprint the size it is. Mr. Cross said he has been involved in this corner being redeveloped since the inception in 2007. He added that they were successful in the design of the Prime Car Wash to the south, and helped set up much of the infrastructure. Greg Hoyes – Hamilton County Surveyor’s Office - Letter sent. Department will need an outlet permit and final plans when they are complete. Christina Girod - Duke Energy - This project is IP&L service territory. Ryan Hartman – Clay Township Regional Waste District - Email sent to Civil Site Group on November 20. Mr. Hartman said he is awaiting plans back based on the comments, and asked if a restaurant could potentially be part of this development. Mr. Williams said there are receiving some interest from restaurants for the north portion of the building. He added that it would either be a restaurant taking the entire space or a small portion. Mr. Hartman asked if the petitioners had thought about installing grease interceptors to account for a potential restaurant. Mr. Williams said they have developed properties all across the country and sometimes when they don’t know who the occupants will be, it may be cheapest and easiest to just install a grease trap up front, so they know they have it for the future. Daren Mindham – City of Carmel Urban Forestry - Comment letter sent. Mr. Mindham said most of the comments involved the perimeter buffer yards. Mr. Cross confirmed that this requirement is four shade trees and 20 shrubs for every 100 linear feet. Mr. Mindham confirmed that this was for areas where there is parking. Mr. Williams wanted to confirm that for the Innovative Landscaping comments, the developers would need to select two of the items. Mr. Mindham said one is usually an Engineering BMP and the other might be using all native trees or something similar. Angie Conn – City of Carmel Planning & Zoning - Ms. Conn said she will be the planner assisting through the BZA process, but for the DP/ADLS comments she will defer to Alexia Lopez. Dave McCoy – City of Carmel Addressing Coordinator - No comments. Alex Jordan – City of Carmel Engineering Department - Comments sent on December 12. Comments were general but the Department did have a concern with the north entrance and the configuration of the roadways. Mr. Jordan added that he’s not sure what can be done since some of this roadway is not on the petitioner’s property. Mr. Cross said he looked up the 100-year elevation for the adjoining pond to the east and the elevation was 881.14 feet. He added that the floor elevation for this project is 885, so this project is well above the base elevation. Mr. Williams asked how the suite numbers would be assigned. Mr. Mishler said if the building is one level such as this building, the standard suites would be #100, #110, #120, etc. This would allow space between the suites so if one of these is divided at a later time, it could be assigned, for example, #105. David Littlejohn – City of Carmel Alternative Transportation Coordinator - Comment letter sent. Mr. Littlejohn said most of the comments addressed the location of the bike racks, as the Ordinance states the racks need to be within 50 feet of the main entrance. He added that the Ordinance also states that the bike parking area should be clearly designated safe and convenient for cyclists to get to, so if the cyclist has to go all the way around the building to access the bike racks, it would not be convenient. Mr. Littlejohn said the northwest corner may be a better location. Alexia Lopez – City of Carmel Planning & Zoning - Project is still being reviewed. Ms. Lopez said with the mention of the restaurant, it may be a good idea for the petitioner to apply for outdoor seating at this time, in order to avoid having to come back through later. Mr. Williams asked if outdoor seating would be allowed in the 30-foot buffer yard and Ms. Lopez said it is not. Mr. Mindham said the seating could be adjacent to the 50-foot, 5-foot by 10-foot area, but outside the 30-foot buffer area. Ms. Lopez said this could work, especially if the number of plantings were not reduced. 9:50 a.m. Docket No. 17120001 (SU) Islamic Life Center. The applicant seeks the following special use approval for a place of worship on 5.05 acres: SU ZO CH 5.02: Permitted Uses, Special Use required for Church/Temple/Place of Worship. The site is located at 14120 Shelborne RD. It is zoned S-1/Residence. Filed Paul Reis & Kevin Buchheit of Krieg DeVault LLP, on behalf of Al Salam Foundation, Inc. Kevin Buchheit with Krieg DeVault and Chris McCoy with McCoy Architects presented the project. Mr. Buchheit said there is a subdivision to the west of this site, and a single family home on a large property to the north. He added that this home will be part of the acquisition but it is not part of this petition. Mr. McCoy said this church will be single-story with a basement, and will have a 350 person capacity. He also said this church will need a specific orientation for religious reasons. Greg Hoyes – Hamilton County Surveyor’s Office - Letter sent. Mr. Hoyes said he has no comments on the special use, but when the civil drawings are complete, he will need to review. Christina Girod - Duke Energy - Ms. Girod said the contact will actually be Matt Dayhuff, so the petitioner will need to contact him to establish service. Ryan Hartman – Clay Township Regional Waste District - Mr. Hartman said he has no comments on the special use, but when the civil drawings are complete, he will need to review. Daren Mindham – City of Carmel Urban Forestry - Email sent. Mr. Mindham said he will let the Planners dictate how the process works, but said he will need a landscape plan with foundation plantings, foundation plantings, parking lot plantings, and buffer yard plantings, per Chapter 33. Ms. Conn said since this site is zoned S-1 Residential, the Petitioner will not need to do a DP/ADLS petition, only Special Use through the Board of Zoning Appeals. Ms. Conn said if the Petitioners are approved at BZA, they would need to come back through TAC again to submit the construction plans. Dave McCoy – City of Carmel Addressing Coordinator - Mr. McCoy said he gave the Petitioners a preliminary address. Alex Jordan – City of Carmel Engineering Department - Mr. Jordan said he does not have comments on the special use but will work with Petitioners on the wetland delineation. Nick Mishler – City of Carmel Building & Code Enforcement - No comments. David Littlejohn – City of Carmel Alternative Transportation Coordinator - Comments sent. Mr. Littlejohn said the Petitioners may run into an issue with sidewalk connections from the path along Shelborne Road and 141st Street into the site. These connections would allow pedestrians to safely access the building from the multi-use paths. Mr. McCoy said there may need to be some parking spaces removed but there are extra spaces available if this needs to occur. Mr. McCoy said since these plans are so preliminary the building was actually designed larger than it needs to be. No further comments from what was stated in the letter.
