HomeMy WebLinkAboutMinutes TAC 08-16-17Page 1 of 3 City of Carmel Technical Advisory Committee August 16, 2017 CARMEL TECHNICAL ADVISORY COMMITTEE MEETING MINUTES Date: Wednesday, August 16, 2017 Place: Dept. of Community Services Conference Room, 3rd Floor, Carmel City Hall. Time: 9:00 a.m. (Approximate start times for each item are listed below) 9:00 a.m. Docket No. 17070016 SP: North Woods Subdivision – Secondary Plat. The applicant seeks administrative approval of the Secondary Plat & Plans for 2 lots on 5 acres. The site is located at 4525 W. 116th St. The site is zoned S-1/Residence and West 116th Street Overlay Zone. A small portion of the site lies in Floodplain. Filed by Michael Deer, on behalf of Tony Hartman of Drees Premier Homes, Inc. Civil Engineer Mike Deer presented the project. Mr. Deer said there is currently a house on the lot, and the intent is to create a second lot for a possible future sale. Mr. Deer added that there is an existing sanitary sewer in the area. Greg Hoyes – Hamilton County Surveyor’s Office - Informational letter sent. Mr. Hoyes said he does not have any comments that would affect the project. Ryan Hartman – Clay Township Regional Waste District - Mr. Hartman said he sent an e-mail regarding permit fees, but he has no issues with the secondary plat. Daren Mindham – City of Carmel Urban Forestry - Mr. Mindham said he has a landscape plan for lot 1 and does not have further questions. Alex Jordan – City of Carmel Engineering Department - Comments sent regarding the plat and some of the language on it, but other than that, no comments. Mr. Jordan said once development takes place on the new lot, the department will need to review the plans. David Littlejohn – City of Carmel Alternative Transportation - Mr. Littlejohn said a letter was sent indicating the developers should continue working with the Engineering Department. Nick Mishler – City of Carmel Building & Code Services - No comments. Angie Conn – City of Carmel Planning & Zoning - Ms. Conn said comments were sent, and the Department is awaiting a written response. Ms. Conn added that there has been some e-mail correspondence with the owner and he indicated this process may not happen soon. Ms. Conn said the Department does not have a problem with waiting to divide the lots, but she added that if the owner were to wait, for example, five years to do this, the storm water regulations may be different. Mr. Deer said he has informed the owner about this possibility. Page 2 of 3 City of Carmel Technical Advisory Committee August 16, 2017 Alexia Lopez – City of Carmel Planning & Zoning - Ms. Lopez asked how far the developers will go with this project at this time. Mr. Deer said at this time the project will just go through TAC and nothing else. Ms. Lopez said there is a possibly the project would need to go back through TAC or resubmit if the owner would like to wait. 9:20 a.m. Docket No. 17070017 PP Amend: Newark Subdivision, Lots 35 & 36, Primary Plat Amendment The applicant seeks primary plat amendment approval to split 2 parcels into 4 residential lots on 1.38 acres. The site is located at 1032 Oswego Road. It is zoned R-2/Residential. Filed by Matthew Skelton, on behalf of Dave Berman with Sigma Capital, LLC. Dave Berman and Randy Sexton with Sigma Builders, and Brian Cross with Civil Site Group presented the project. Mr. Berman said all of the lots would meet the minimum requirements for the subdivision standards. Mr. Berman said the new layout would be for the northern two lots to be facing east and west, with the southern lots facing north and south. Mr. Cross said this redevelopment is different from previous plat amendments because this is a realignment of lots in a different direction. Mr. Cross said regarding drainage, the mission is to not negatively affect the existing lots in the area. He said another development in the area required an infiltration trench which is 8 ½ feet wide, and this project will require a trench that is even wider. Mr. Berman said to the north and east is the end of the new storm drainage system. Greg Hoyes – Hamilton County Surveyor’s Office - Letter sent. Mr. Hoyes said there is no concern with the plat, but when the stormwater issues are worked out, he will need to review. Ryan Hartman – Clay Township Regional Waste District - This project is outside of CTRWD service territory. Jerry Smith – City of Carmel Utilities - No comments. Daren Mindham – City of Carmel Urban Forestry - Mr. Mindham said he sent comments and copied Mr. Cross. Alex Jordan – City of Carmel Engineering Department - Comments sent. Mr. Jordan said he would like additional information on the stormwater. Mr. Jordan said he would like to meet to discuss the stormwater and detention. David Littlejohn – City of Carmel Alternative Transportation - Mr. Littlejohn said he sent an email to Kyle Blank requesting the sidewalks be extended to the intersections. Mr. Cross wanted to clarify that an ADA ramp would be at the corner of Shoshone and Oswego. Mr. Littlejohn said usually the preference would be for crossings heading in both directions but if there could be at least one crossing when the sidewalks are installed on the other side of the project it would be good. Ms. Lopez said she understands the developers would like to save as many trees as possible and that will be the preference for the Department as well. Ms. Lopez said it may make sense to focus on the areas where there are no drainage improvements and try to preserve trees in those areas. Mr. Cross said most of the time, the exterior trees are able to be saved. However, with the topography of this site and the drainage requirements, the exterior trees may not be able to be saved on this project. Mr. Cross said there could be pockets of trees behind the structures, but considering the requirements for excavation and foundation work, some of these may need to be cleared as well. Ms. Lopez said normally for a primary plat, there is a minimum requirement to preserve trees. However, since this is a smaller project, she is not sure if this requirement would kick in.
