Time: 9:00 a.m. (Approximate start times for each item are listed below) 9:00 a.m. (UV,V) 9975 N. College Ave. Office. The applicant seeks use variance and development standards variance approvals for a financial services office on 0.60 acres: Docket No. 17080005 UV ZO Ch. 7.01.01 – Permitted uses, Office use requested. Docket No. 17080006 V ZO Ch. 27.03.02 – Parking lot curbing required, No curbing requested. Docket No. 17080007 V ZO Ch. 33.05.A – Reduced perimeter bufferyards requested. Docket No. 17080008 V ZO Ch. 2.09 – Compliance with Transportation Plan required, 3-ft Reduction in 101st St. half right of way requested. The site is located at 9975 N. College Ave. in the College Hills Subdivision and is zoned R- 1/Residence. Filed by Steven Hardin of Faegre Baker Daniels LLP, on behalf of Financial Plans & Strategies, Inc. India Olson with Faegre Baker Daniels presented the project. Ms. Olson said this project will be converting a home into an office building, which will include installing a door and making the property handicap accessible with a ramp. The garage doors will also be removed. Greg Hoyes – Hamilton County Surveyor’s Office - Mr. Hoyes said since the parking lot is fairly small he will not need any additional storm water controls. Joanie Clark – Vectren Energy - Ms. Clark said since there is already gas service to the building, the owner will only need to call Vectren to have it changed into their own name. David Lucas – Hamilton County Highway Department - Mr. Lucas asked if anyone from the City of Carmel knows the right-of-way width that the City has on record. Ms. Conn said the full width is 56 feet but it is platted at 50 feet. Mr. Lucas said 101st Street is a local road so by the County standards the full width would be 70 feet. Mr. Lucas said the County does have a slight concern with the proximity to College Avenue. He also added that if the variance is granted and there is an office building allowed, the County will require a commercial drive permit. Ryan Hartman – Clay Township Regional Waste District - Mr. Hartman said he sent an email on August 11. He added that the only concern is there may be additional fees due to the change of use and additional usage. Ms. Olson said there will be four to six employees, so it will not be a very large office. Page 2 of 6 City of Carmel Technical Advisory Committee September 20, 2017 Daren Mindham – City of Carmel Urban Forestry - Mr. Mindham said he sent review comments asking for buffers on the ends of the property. Chris Ellison – City of Carmel Fire Department - Mr. Ellison said since the structure would be changing from residential to commercial use, the project would need to comply with the current commercial building codes. David Littlejohn – City of Carmel Alternative Transportation - Mr. Littlejohn said there are two comments. First, he asked for a sidewalk connection to the front of the building from either the sidewalk along 101st Street or the path along College Avenue. Also he said there is a requirement for bicycle parking for office use. Nick Mishler – City of Carmel Building & Code Services - Mr. Mishler said the project will need to go to the State of Indiana and be approved prior to applying for permits. Rachel Keesling – City of Carmel Planning & Zoning - No comments. Alexia Lopez – City of Carmel Planning & Zoning - No comments. Angie Conn – City of Carmel Planning & Zoning - Review comments sent. Ms. Conn said there are a handful of review comments left. 9:10 a.m. Docket No. 17080014 Z: Gramercy West PUD Rezone (with Primary Plat) The applicant seeks approval to rezone 27.76 acres to PUD/Planned Unit Development in order to develop approximately 270 dwellings. The site is located south of 126th Street just east of Auman Drive E. It is zoned Gramercy PUD, Z-493-06. Filed by Jim Shinaver and Jon Dobosiewicz of Nelson & Frankenberger, on behalf of Mohawk WB, LLC and Paul Rioux with Platinum Properties. Jim Shinaver with Nelson & Frankenberger, Tim Walter with Platinum Properties, Corey Williams with Buckingham, and Gordon Kritz with Stoeppelwerth Engineering presented the project. Greg Hoyes – Hamilton County Surveyor’s Office - Mr. Hoyes said none of this section would fall within a regulated drain water shed. Joanie Clark – Vectren Energy - Ms. Clark said she emailed Gordon Kritz on September 7th. Ms. Clark said there are no objections to the plat. She added that Vectren would typically prefer easements to be 10 to 15 feet, but some of the easements on this plan are only five feet. David Lucas – Hamilton County Highway Department - No comments. Ryan Hartman – Clay Township Regional Waste District - This project is outside CTRWD service territory. Daren Mindham – City of Carmel Urban Forestry - Comments sent addressing the PUD as well as some of the common area plan sheets. Page 3 of 6 City of Carmel Technical Advisory Committee September 20, 2017 Chris Ellison – City of Carmel Fire Department - Mr. Ellison asked how the structures will be configured. Mr. Shinaver said a significant portion of the units will have a front door facing the street, and a garage facing an alley running behind the house. Mr. Ellison said the Department will need to look at the fire hydrant locations very carefully to make sure the layout will work. Mr. Ellison also asked for an emergency vehicle circulation plan to be provided. Dave McCoy – City of Carmel Addressing Coordinator - No comments. David Littlejohn – City of Carmel Alternative Transportation - Mr. Littlejohn said he has questions about the bike lane shown along the main street. He said if these have not been determined, he would be happy to work with the developers to provide input. Also, Mr. Littlejohn said there were at least one or two sidewalks that were indicated as 4.5% but PUD shows that the minimum for a sidewalk is 5 feet which matches the City standards. Also, Mr. Littlejohn said there are a few ADA crosswalks that are noted. He added that there are alleys which are labeled as streets, and even if the streets are private, they would require a sidewalk on both sides, as well as pathways to the front of the buildings. Finally, Mr. Littlejohn said that the developers will probably want to place these in pedestrian easements so people can walk on them without restrictions. Nick Mishler – City of Carmel Building & Code Services - No comments. Rachel Keesling – City of Carmel Planning & Zoning - No comments. Alexia Lopez – City of Carmel Planning & Zoning - Ms. Lopez asked for a plot plan to be provided for each lot type. Ms. Lopez said since this property was already somewhat redeveloped, the Department will require the road to be extended south to connect with the south end of the property. 9:20 a.m. Docket No. 17090001 DP/ADLS: Carmel Office Building. Docket No. 17090002 ZW: Ch. 23B.09.B Architectural Design Requirements: Materials – More than 70% glass proposed Docket No. 17090003 ZW: Ch. 27.03.02 Additional Parking & Loading Requirements – Flush Curbs proposed for drainage purposes The applicant seeks site plan & design approval for one new five story (81’ tall) office building totaling 250,000 sq. ft. and one new parking garage structure (3 stories, 1,093-1,199 spaces TBD). The site is located at approximately 11299 Illinois Street, at the northeast corner of 111th Street and Illinois Street. It is zoned B-6/Business and is located within the US 31 Overlay Zone. Filed by Brian J. Tuohy, Attorney, of Doninger Tuohy & Bailey LLP, on behalf of the owner, Karmel Property LLC. Greg Snelling with Snelling Engineering, Drew Sanders with Pure Development, Chris Boardman with Ratio Design, and Frank Duck with Shiel Sexton presented the project. Greg Hoyes – Hamilton County Surveyor’s Office - Letter sent. Mr. Hoyes said there are some areas included in the plan which are already detained, and added that these areas should not be included in the drainage plan. Page 4 of 6 City of Carmel Technical Advisory Committee September 20, 2017 Joanie Clark – Vectren Energy - Ms. Clark asked what the timeframe will be for construction. Mr. Duck said the project would be looking for gas service in about a year, or the third quarter of 2018. Mr. Snelling said there is a little bit of site work as it relates to Vectren such as grading and drainage. David Lucas – Hamilton County Highway Department - No comments. Ryan Hartman – Clay Township Regional Waste District - Comments sent. Mr. Hartman said he will need mechanical, electrical and plumbing plans and will also need to know exactly what will be going through the grease interceptor. Mr. Duck said there will be a kitchen but he is not sure what the scope of the kitchen will be and the type and amount of food it will be producing. Daren Mindham – City of Carmel Urban Forestry - Mr. Mindham said he has marked the landscape plans in Project Dox, and he will also be sending an email. Mr. Mindham said the number one comment was how to preserve the trees on the perimeter in relation to the grading, retaining walls and drainage which will be added in these areas. Mr. Duck said there are many dead trees but he said he believes they are exceeding the 50% rate for preservation for the buffer yards. Chris Ellison – City of Carmel Fire Department - Mr. Ellison said he met with Greg Snelling several months ago to address fire code items, which have all been addressed. Mr. Ellison reminded the petitioner to submit detailed drawings which will make the review move much faster. Dave McCoy – City of Carmel Addressing Coordinator - Mr. McCoy said he had already assigned an address on Illinois Street and wanted to verify with Mr. Duck that this was acceptable. Mr. Duck said the address he has in his records is 11299 Illinois Street. David Littlejohn – City of Carmel Alternative Transportation - Mr. Littlejohn said he submitted comments on Project Dox and has no further comments at this time. Mr. Littlejohn said the frontage on Illinois Street plans appeared to stop short, and the path was also shown as 8-foot, but the minimum requirement is 10-foot. Mr. Littlejohn said he would like to see details on the garage bike parking, as well as signage directing people to the bike parking area. Mr. Littlejohn said there is short term bike parking at one entrance, but another door is shown as the main entrance. Since the ordinance requires bike parking within 50 feet of the main entrance, this will need to be updated or the parking would need to be disbursed closer to the entrance. Mr. Littlejohn said there is bike sharing station listed on the plans, and he said he would be happy to put the developers in contact with Zagster, who the City works with for bike sharing. Finally, Mr. Littlejohn asked if there are shower and locker room facilities for commuters. Mr. Duck said this would be part of the interior details package that will come out at a later time. Nick Mishler – City of Carmel Building & Code Services - Mr. Mishler said once the interior layout is finalized, he would like to sit down with the developers, as well as Fire Marshal Bruce Knott to discuss suite numbering. The City typically would like input into these numbers to make the site easier to navigate if there is ever an emergency call. Page 5 of 6 City of Carmel Technical Advisory Committee September 20, 2017 Rachel Keesling – City of Carmel Planning & Zoning - Ms. Keesling said she is still finalizing the review in Project Dox, and said the Fire Department and I.S. Departments will also need access to this. Ms. Keesling also said she will need drawings of the building elevations for all four sides, and added that the more detailed the drawings, the better. Alexia Lopez – City of Carmel Planning & Zoning - Ms. Lopez said one of the benefits of the new software is it allows you to see the changes that were made between the original and revised plans. 9:35 a.m. Docket No. 17090004 DP/ADLS: Meijer Outlot C. The applicant seeks site plan & design approval for a new one story (25’ tall) multi-tenant building totaling 11,760 sq. ft. The site is located at approximately 1424 W. Carmel Drive, along the west side of the Meijer property. It is zoned OM-M/Old Meridian Meijer and is located within the Old Meridian District. Filed by Gabe Schuchman of Alrig USA. Jon Sheidler with Woolpert presented the project. Mr. Sheidler said this project will be a multi-tenant retail building next to the Meijer garden center, along Pennsylvania Street. He added that the largest tenant on the south end of the project would likely be a restaurant, with a fairly large outdoor patio addition. Mr. Sheidler said there is currently a 4 to 5-foot tall berm with evergreen trees along Pennsylvania and he is currently working with the Planning Department to find ways to make this building more visible. The ideas which were originally considered included moving some of the trees and lowering the berm in certain areas. However, after discussion, the Department suggested moving the building closer to the Pennsylvania Street right-of-way. Because of this, the site plan will eventually be changing. Greg Hoyes – Hamilton County Surveyor’s Office - Letter sent. Mr. Hoyes said an outlet permit will be required. Joanie Clark – Vectren Energy - Comment letter sent. David Lucas – Hamilton County Highway Department - No comments. Ryan Hartman – Clay Township Regional Waste District - This project is outside CTRWD service territory. Daren Mindham – City of Carmel Urban Forestry - Mr. Mindham asked to be kept updated when the plans are revised. Chris Ellison – City of Carmel Fire Department - Mr. Ellison asked for details regarding utilities and sprinklers. Mr. Sheidler said the building will be sprinkled, so he will be revising the plumbing plans to reflect this. Mr. Ellison said he will need details on the locations of the Post Indicator Valve, Fire Department Connection, and fire hydrants. Dave McCoy – City of Carmel Addressing Coordinator - Mr. McCoy said this project will need an address at some point, and added that he will propose an address off Pennsylvania Street. Page 6 of 6 City of Carmel Technical Advisory Committee September 20, 2017 David Littlejohn – City of Carmel Alternative Transportation - Mr. Littlejohn said the Bike & Pedestrian plan shows a 10-foot path along Pennsylvania Street. Also, Mr. Littlejohn said on buildings such as this, the Department would like to see dispersion of bike parking, which would entail racks on both the north and south sides. Nick Mishler – City of Carmel Building & Code Services - No comments. Rachel Keesling – City of Carmel Planning & Zoning - Ms. Keesling said as previously discussed, this site will require four variances, mostly having to do with parking. Ms. Keesling said the Old Meridian zone requires buildings to be brought to the street, and direct access to the tenant spaces. For this reason, the Department is discussing moving the location of the building or adjusting the configuration. Alexia Lopez – City of Carmel Planning & Zoning - No comments. Angie Conn – City of Carmel Planning & Zoning - Ms. Conn said the next filing deadline is October 13.
