Time: 9:00 a.m. (Approximate start times for each item are listed below) 9:00 a.m. Docket No. 17100016 SU Indiana Montessori Academy - 146th St. ZO CH 5.02: Permitted Uses, Special Use required for a School. The applicant seeks the following special use approval for a school on 2.62 acres: The site is located at 2925 W. 146th St., west Towne Rd. It is zoned S-1/Residence. Filed by Rick Lawrence of Nelson & Frankenberger LLC, on behalf of Kristina Spence of Indiana Montessori Academy LLC. Fredric Lawrence with Nelson & Frankenberger, and Kris Spence with Indiana Montessori Academy presented the project. Angie Conn – City of Carmel Planning & Zoning - Review comments sent. Department is awaiting a written response. Greg Hoyes – Hamilton County Surveyor’s Office - Letter sent. Mr. Hoyes said it sounds like the issues have been addressed so he will just need the revised plans. Joanie Clark – Vectren Energy - Ms. Clark said there is a main on the east side of Heather Knoll Parkway so there will be a small extension required to get over to the property. Matt Dayhuff – Duke Energy - Mr. Dayhuff said the developers will need to contact Duke to schedule an appointment to establish service. David Lucas – Hamilton County Highway Department - Mr. Lucas said he has been in contact with the acting County Engineer since he is the Project Manager for the new 146th Street. Mr. Lucas said traffic will not be shifted over to the new 146th Street until around 2020. Mr. Lucas asked what time the morning drop-off and afternoon pick- up of children would be. Ms. Spence said this would typically be around 8:20-8:30am for drop- off and 3:00pm for pick-up. She added that there are currently 82 students and this number would max out around 100. Mr. Lucas said his concern is if 82 students are dropped off in a 5- minute span, the cars would be backed out to 146th St. Page 2 of 6 City of Carmel Technical Advisory Committee November 15, 2017 Chris Ellison – City of Carmel Fire Department - Mr. Ellison said Fire Marshal Knott sent a letter, but the response the CFD received was not very detailed. Mr. Lawrence said the building will not be protected with an automatic sprinkler system. Mr. Ellison asked if there are plans to eventually add-on to the building in the future. Ms. Spence said there are no plans for an addition at this time. Mr. Ellison said there are fire hydrant requirements based on non-sprinkled buildings, but there were no fire hydrants shown on the building plans. He added that he will eventually need to see these fire hydrant locations, as well as the distances to each part of the building. Mr. Ellison said if the entrance changes, for example, to Heather Knoll, these plans could be affected since there are hydrants along Heather Knoll Parkway. Mr. Ellison added that a change like that could be advantageous. Jason Stewart – Carmel Utilities - Mr. Stewart said this project is outside of Carmel Utilities service area. Daren Mindham – City of Carmel Urban Forestry - Comments sent. Mr. Mindham said he is waiting for revisions. Dave McCoy – City of Carmel Addressing Coordinator - Mr. McCoy wanted to verify that this address on the site will not be changing. Ms. Spence said there will be no change to the address. Ryan Hartman – Clay Township Regional Waste District - Comments sent. No further comments at this time. Rachel Keesling – City of Carmel Planning & Zoning - No comments. David Littlejohn – City of Carmel Alternative Transportation Coordinator - Comments sent. Mr. Littlejohn said he will need to work with Hamilton County on some sort of connection to the path, but the department would also like to see a connection to the front of the building so people can access the area by bicycle. 9:20 a.m. Docket No. 17100026 TAC: Village of WestClay, Section 6003-B, Commercial Block A - E & J Enterprise LLC building. The applicant seeks administrative approval for construction plans for a new retail building (10,579 sq. ft.) on 1.3 acres. The site is located at 13085 Pettigru Drive. It is zoned PUD/Planned Unit Development (Village of WestClay). Filed by Todd Bauer of ForeSight Consulting, on behalf of the owner, E & J Enterprise, LLC. Eric Liles with Foresight Consulting presented the project. Mr. Liles said this will be a single tenant in the beginning but may have more tenants at a later time. Greg Hoyes – Hamilton County Surveyor’s Office - Mr. Hoyes said the drainage is under the master plan but he will need an outlet permit for the new storm sewers. Joanie Clark – Vectren Energy - Ms. Clark said there is gas available along Pettigru Drive. Page 3 of 6 City of Carmel Technical Advisory Committee November 15, 2017 Matt Dayhuff – Duke Energy - Mr. Dayhuff said the petitioner will need to call to set up an engineering appointment, and also will need to provide a PDF and CAD file for the project. Jason Stewart – Carmel Utilities - This project is outside Carmel Utilities sewer service territory. Chris Ellison – City of Carmel Fire Department - Mr. Ellison said he did not see any utilities on the plans and asked if the building will be protected with a sprinkler system. Mr. Liles said he believes it will be sprinkled but he will need to check the architectural plans. Mr. Ellison said if the building will not be sprinkled, the perimeter drive will need to be increased by 20 feet. Daren Mindham – City of Carmel Urban Forestry - Comments sent. Mr. Mindham is waiting for revisions. Dave McCoy – City of Carmel Addressing Coordinator - No comments. Ryan Hartman – Clay Township Regional Waste District - Mr. Hartman asked about the future additional tenant which was mentioned earlier and asked if the developers anticipate a restaurant. Mr. Liles said he does not anticipate a restaurant. Rachel Keesling – City of Carmel Planning & Zoning - Ms. Keesling said she is finishing up her review comments but the architecture of the building is perfect, so she does not anticipate any major comments. David Littlejohn – City of Carmel Alternative Transportation Coordinator - Comments were submitted on Project Dox. Mr. Littlejohn added that most of the comments were regarding bicycle parking and the City standards for the type of bike rack used. He said the rack shown on the plans did not meet this standard. Mr. Littlejohn added that the City ordinance states that racks need to be positioned within 50 feet of the main entrance. Alexia Lopez – City of Carmel Planning & Zoning - Ms. Lopez said she spoke to Carmel Water and they will need two paper copies of the plans. 9:35 a.m. Docket No. 17100027 DP/ADLS: Belle Tire. The applicant seeks site plan and design approval for a new automotive service/parts/sales building totaling 9,800 sq. ft., on 1.25 acres. The site is located at 9700 N. Michigan Road. It is zoned B- 2/Business and I-1 Industrial and is located within the US 421 Overlay Zone. Filed by Christopher Enright of Enright Architects on behalf of the owner, FSC, LLC. Chris Enright with Enright Architects presented the project. Mr. Enright said this will be Belle Tire’s 5th or 6th building in Indiana with another 10 buildings planned. He added that this will be the 124th total store. Greg Hoyes – Hamilton County Surveyor’s Office - Mr. Hoyes said this does not fall in a County water shed, therefore he has no comment. Page 4 of 6 City of Carmel Technical Advisory Committee November 15, 2017 Joanie Clark – Vectren Energy - Ms. Clark said if the petitioner would like gas to the building, they would need to call to set up service. Matt Dayhuff – Duke Energy - Mr. Dayhuff said Duke is not the service provider for this area so the petitioners will need to contact IP&L to set up service. Daren Mindham – City of Carmel Urban Forestry - Mr. Mindham said he sent comments this week, and added one comment regarding the trees next to the retaining wall on the west side. He said he has seen issues in the past with trees planted next to retaining walls not having enough room to grow. Jason Stewart – Carmel Utilities - This project is outside Carmel Utilities sewer service area. Chris Ellison – City of Carmel Fire Department - Mr. Ellison said there appears to be a sprinkler system but he did not see fire hydrants on the plans. He added the requirement is for a hydrant within 100 feet of all Fire Department Connections. Mr. Ellison also said the hydrant and FDC will need a 3-foot distance between each other. Dave McCoy – City of Carmel Addressing Coordinator - No comments. Ryan Hartman – Clay Township Regional Waste District - Comments were sent to Woolpert on November 2. No further comments at this time. Mr. Enright said the grease interceptors are exterior, and if the Department will require access manholes these can be added as well. Rachel Keesling – City of Carmel Planning & Zoning - Comments sent. Ms. Keesling said the biggest issue is the variance for the offset. Mr. Enright asked about the variance process. Ms. Keesling said the next chance to present would be January, since there is no meeting in December. David Littlejohn – City of Carmel Alternative Transportation Coordinator - Comments sent. Mr. Littlejohn said most of the comments were regarding ADA. He added that one additional question was regarding the concrete pad in front of the door and whether it will be flush with the asphalt. Mr. Enright said everything will be flush with the exception of sometimes the front curbing will be raised for vehicle protection. Alexia Lopez – City of Carmel Planning & Zoning - No comments. Page 5 of 6 City of Carmel Technical Advisory Committee November 15, 2017 9:50 a.m. Docket No. 17100028 DP Amend/ADLS: The Shoppes at Alexandria. The applicant seeks site plan and design approval for a new, one story, multi-tenant retail building totaling 10,200 sq. ft., on 1.32 acres. The site is located at the southwest corner of Grand Blvd. and Main Street. It is zoned PUD within The District PUD. It is not located in any overlay zone. Filed by Russell Webster of Weihe Engineers on behalf of the owner, Albert Ludwig of TriCap Holdings, LLC. April Hensley with Leech Hensley Architects and Russell Webster with Weihe Engineering presented the project. Mr. Webster said this parcel is the remainder of a PUD, but the project itself will be in line with what was originally planned for the site. Greg Hoyes – Hamilton County Surveyor’s Office - Comment letter sent. Mr. Hoyes said he will need an outlet permit and revised plans. Joanie Clark – Vectren Energy - Letter sent. No further comments. Christina Girod – Duke Energy - Ms. Girod said she will need PDF and AutoCAD files, and suggested the petitioner set up an appointment to meet at the site. Daren Mindham – City of Carmel Urban Forestry - Mr. Mindham said comments were sent this week, and he is just waiting for revisions. Mr. Webster said regarding the foundation plantings, he was curious if there was an alternative to reducing the building footprint in order to accommodate foundation plantings. Mr. Mindham said where the 75% rule is sometimes confusing is the Department does not want large gaps in landscaping so beds and landscaping is spread out. Jason Stewart – Carmel Utilities - Mr. Stewart said there is a sample shown for the grease interceptor, but it is not shown on the plans. Chris Ellison – City of Carmel Fire Department - Mr. Ellison said since the building will be sprinkled, there will need to be locations determined for the Fire Department Connections. Mr. Ellison added that there are existing fire hydrants in this area, so the Fire Department may be able to work with these. He added that the FDCs and fire hydrants would need at least 3 feet in between each other. Dave McCoy – City of Carmel Addressing Coordinator - No comments. Ryan Hartman – Clay Township Regional Waste District - This project is outside CTRWD service area. Rachel Keesling – City of Carmel Planning & Zoning - Ms. Keesling said she is finishing up her review comments. She said the Department is looking for the building to be a little more modern. Also, there are many different types of materials on the building, so the Department will be looking for these to be reduced. Ms. Keesling said overall, the site plan is fine. Page 6 of 6 City of Carmel Technical Advisory Committee November 15, 2017 David Littlejohn – City of Carmel Alternative Transportation Coordinator - Comments sent. Mr. Littlejohn said if bikes are parked in the location shown on the plans, they appear to restrict free flow of traffic on the sidewalk. Also, Mr. Littlejohn said there may be the opportunity to spread out some of the bike racks to different locations. Finally, on the west side of the building, Mr. Littlejohn said there would need to be a full sidewalk connection so people would not be forced to walk through the parking lot, and provide wheelchair access from the street to the south side of the building. Alexia Lopez – City of Carmel Planning & Zoning - No comments. Mr. Webster said he has attempted to contact Spectrum to inquire about service but the emails do not go through. Ms. Lopez said she will see if she can find a different contact to work with.
