COMMON COUNCIL
SPECIAL MEETING MINUTES
MONDAY, JUNE 9, 2017 - 8:30 A.M.
COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE
MEMBERS PRESENT
Council President Sue Finkam; Council Members: Ronald E. Carter, H. Bruce Kimball, Jeff Worrell and
Deputy Clerk Jacob Quinn were present.
Council Members Kevin D. Rider, Anthony Green and Laura Campbell were not present.
Council President Finkam called the meeting to order at 8:30 a.m.
CLAIMS
Council President Finkam asked Corporation Counsel Doug Haney if all criteria had been met for the City
to approve a claim for $220,000 to be paid to Carmel Christkindlmarkt, Inc. Mr. Haney stated that five
statutory criteria need to be met in order for the City to approve a claim. After reviewing all five, he
believed that the claim is fully itemized, has been approved by the person receiving the goods or services,
has been filed with the City Fiscal Officer, and that the claim can be approved by the city -fiscal body prior
to certification. He stated that he sees no legal justification for not certifying the claim and that it is true
and correct.
Mayor Brainard stated that it is typical for the City to enter public-private partnerships. The City engages
with nonprofits for things like CarmelFest and the Carmel International Art's festival to help carry out the
events.
Councilor Carter stated that the Carmel Farmer's Market does not receive any monetary contribution from
the City.
Councilor Kimball moved to approve an invoice for $220,000 to be paid from the Support For The Arts
Fund to Carmel Christkindlmarkt, Inc. Councilor Carter seconded. There was no Council discussion.
Council President Finkam called for the vote. The invoice was approved 4-0.
ADJOURNMENT
Council President Finkam adjourned the meeting at 8:40 a.m.
