COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE MEETING CALLED TO ORDER Council President Sue Finkam; Council Members: Kevin D. Rider, Ronald E. Carter, Laura Campbell, H. Bruce Kimball, Jeff Worrell and Deputy Clerk Jacob Quinn were present. Council Member Anthony Green was not present. Council President Finkam called the meeting to order at 6:02 p.m. INVOCATION Pastor Luther Brunette, Cornerstone Lutheran Church, delivered the Invocation. Councilor Rider led the Pledge of Allegiance. RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS Mayor Brainard recognized Boy Scout Troop 112 and introduced Timothy Renick who was appointed the new IT Director for the City of Carmel. APPROVAL OF MINUTES Councilor Rider moved to approve minutes from the May 15, 2017 Regular Meeting. Councilor Kimball seconded. There was no Council discussion. Council President Finkam called for the vote. Minutes were approved 6-0. Councilor Rider moved to approve minutes from the May 15, 2017 Executive Session. Councilor Campbell seconded. There was no Council discussion. Council President Finkam called for the vote. Minutes were approved 6-0. RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL Nova Brygger addressed council in opposition to construction on 126th Street. COUNCIL AND MAYORAL COMMENTS/OBSERVATIONS Councilor Worrell announced that Spark buttons are on sale to help support CarmelFest Fireworks. Councilor Campbell announced that Carmel, along with other Hamilton County Communities, joined the Campaign to Change Direction. The organization's goal is to change the culture on mental health in America. Councilor Kimball announced that Carmel has a program called Bike There, Borrow a Chair where residents can bike to events and be loaned a chair for the duration of the event. ACTION ON MAYORAL VETOES There were none. CLAIMS Councilor Rider moved to approve Payroll in the amounts of $1,609,301.89 and $1,583,762.47. Councilor Worrell seconded. There was no Council discussion. Council President Finkam called for the vote. Payroll was approved 6-0. Councilor Carter commented that Council may need to call a Special Meeting to approve an outstanding claim. Councilor Rider moved to approve General Claims in the amount of $4,913,386.01. Councilor Campbell seconded. There was no Council discussion. Council President Finkam called for the vote. Claims were approved 6-0. Councilor Rider moved to add-on an additional claim of $45,120.81 to the overall claims run for the Carmel Fire Department to receive reimbursement for Medicaid ambulance transport runs. Councilor Kimball seconded. There was no Council discussion. Council President Finkam called for the vote. The motion was approved 6-0. Councilor Rider moved to approve the Claim in the amount of $45,120.81. Councilor Carter seconded. There was no Council discussion. Council President Finkam called for the vote. Add-on Claim was approved 6-0. COMMITTEE REPORTS Councilor Rider announced that the Finance, Utilities and Rules Committee had met and that D-2362-17 and D-2365-17 remain in committee. D-2366-17 is returning and the committee report would be given when the item appears on the agenda. Councilor Kimball announced that the Land Use and Special Studies Committee had not met. OTHER REPORTS Corrie Meyer, Director of the Carmel Redevelopment Commission, gave the monthly report to Council OLD BUSINESS Council President Finkam announced the Third Reading of Ordinance D-2362-17; An Ordinance of the Common Council of the City of Carmel, Indiana, Authorizing the Vacation A Portion of the Old South Street Public Right of Way; Sponsor: Councilor Kimball. Item remains in the Finance, Utilities and Rules Committee and was not discussed. Council President Finkam announced the Second Reading of Ordinance D-2365-17; An Ordinance of the City of Carmel, Indiana, Adding Chapter 6, Article 5, Division III, Section 6-101 to the Carmel City Code; Sponsor(s): Councilor(s) Finkam and Worrell. Item remains in the Finance, Utilities and Rules Committee and was not discussed. F) Council President Finkam announced the Second Reading of Ordinance D-2366-17; An Ordinance of the City of Carmel, Indiana, Amending Ordinance D-2234-15 in Connection with the Proscenium Project. Councilor Rider announced that this item is returning from the Finance, Utilities and Rules Committee with a positive 3-0 recommendation and proposed amendments. Councilor Rider made a motion to amend Ordinance D-2366-17 by inserting Version A in whole. Councilor Campbell seconded. There was no Council discussion. Council President Finkam called for the vote. The motion to amend was approved 6- 0. Councilor Rider moved to approve Ordinance D-2366-17 As Amended. Councilor Campbell seconded. There was no council discussion. Council President Finkam called for the vote. Ordinance D-2366-17 As Amended was approved 6-0. PUBLIC HEARINGS Council President Finkam announced the First Reading of Ordinance D-2367-17; An Ordinance of the Common Council of the City of Carmel, Indiana, Authorizing and Approving an Additional Appropriation of Funds from the General Fund #101 into the Street Department Fund #2201. Councilor Rider moved to introduce the item into business. Councilor Campbell seconded. Mayor Brainard presented the item to Council. There was brief Council discussion. Council President Finkam opened the public hearing at 6:29:40 p.m. Seeing no one who wished to address Council, Council President Finkam closed the public hearing at 6:29:55 p.m. Councilor Rider moved to suspend the rules and act on the item this evening. Councilor Carter seconded. There was no Council discussion. Council President Finkam called for the vote. The motion was approved 6-0. Councilor Rider moved to approve Ordinance D-2367-17. Councilor Worrell seconded. There was no Council discussion. Council President Finkam called for the vote. Ordinance D- 2367-17 was approved 6-0. NEW BUSINESS Council President Finkam announced Resolution CC -06-05-17-01; A Preliminary Resolution Designating an Economic Revitalization Area for Schlage Lock Company, LLC, and Establishing a Public Hearing. Councilor Rider moved to introduce the item into business. Councilor Carter seconded. Chad Sweeney, Ginovus, presented the item to Council. Councilor Carter made a motion to amend Resolution CC -06-05-17-01 by striking on line 102 Real and inserting Personal. Councilor Worrell seconded. There was brief Council discussion. Councilor Finkam called for the vote. The motion to amend was approved 6-0. Councilor Rider moved to approve Resolution CC -06-05-17-01 As Amended. Councilor Carter seconded. There was no Council discussion. Council President Finkam called for the vote. Resolution CC -06-05-17-01 As Amended was approved 6-0. Council President Finkam announced the First Reading of Ordinance D-2368-17; An Ordinance of the Common Council of the City of Carmel, Indiana, Regarding Public Utility Relocation in City Streets, Highways, and Other Public Property. Councilor Rider moved to introduce the item into business. Councilor Carter seconded. Council President Finkam referred the item to the Land Use and Special Studies Committee. OTHER BUSINESS City Council Appointments Carmel Ethics Board (Term Expires 1/1/18, two year term); One appointment.
