MEETING CALLED TO ORDER Council President Sue Finkam; Council Members: Kevin D. Rider, Ronald E. Carter, Anthony Green, Jeff Worrell, Kevin D. Rider, Laura Campbell, H. Bruce Kimball and Deputy Clerk Jacob Quinn were present. Council President Finkam called the meeting to order at 6:09 p.m. INVOCATION Pastor Steve Wallen, Genesis Church, delivered the Invocation. Council President Finkam led the Pledge of Allegiance. RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS Council President Finkam presented Councilor Carter with a gavel of honor recognizing him for serving as Council President in 2016. APPROVAL OF MINUTES Councilor Rider moved to approve minutes from the November 20, 2017 Regular Meeting. Councilor Campbell seconded. There was no Council discussion. Council President Finkam called for the vote. Minutes were approved 7-0. RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL Chet Karpinski spoke in opposition to a solar array installation at 12032 Clay Center Rd. COUNCIL AND MAYORAL COMMENTS/OBSERVATIONS Councilor Rider asked Jon Oberlander, Assistant City Attorney, to look into the issue mentioned in the previous section. Councilor Green stated that the City would need an ordinance change to deal with issues like this in the future. ACTION ON MAYORAL VETOES There were none. CLAIMS Councilor Campbell moved to approve Payroll in the amount of $2,520,456.48. Councilor Kimball seconded. There was no Council discussion. Council President Finkam called for the vote. Payroll was approved 7-0. Councilor Rider moved to approve General Claims in the amount of $2,669,305.23. Councilor Worrell seconded. There was no Council discussion. Council President Finkam called for the vote. Claims were approved 7-0 COMMITTEE REPORTS Councilor Rider reported that the Finance, Utilities and Rules Committee had not met Councilor Kimball reported that the Land Use and Special Studies Committee had met. Ordinance Z-627- 17 remain and committee and Ordinance Z-628-17 is being sent back to committee with recommended changes. OTHER REPORTS — (at the first meeting of the month specified below): Henry Mestetsky, Executive Director of the Carmel Redevelopment Commission, gave the monthly report. Councilor Rider asked Mike Hollibaugh, Director of the Department of Community Services, to come forward and address the solar accessory structure issue that came up during the Recognition of persons who Wish to Address the Council Councilor Rider moved to add-on Ordinance D-2402-17 and Resolution 12-04-17-07 under Other Business. Councilor Worrell seconded. There was no Council discussion. Council President Finkam called for the vote. The motion to add-on was approved 6-0 (Green was absent). OLD BUSINESS Councilor President Finkam announced the Second Reading of Ordinance Z-628-17; An Ordinance of the Common Council of the City of Carmel, Indiana, Rezoning 35.21+/- Acres Located at the Northeast Corner of the Intersection of 111`h Street and Pennsylvania Street From the R-1/Residential Zoning District to the C-2/Mixed Use Zoning District; Sponsor: Councilor Kimball. Sent to the Land Use and Special Studies Committee (11/29/17 Meeting Date). Item was Tabled. Councilor President Finkam announced the Second Reading of Ordinance Z-627-17; An Ordinance of the Common Council of the City of Carmel, Indiana, Establishing the Reserve at Cool Creek Planned Unit Development District; Sponsor: Councilor Kimball. Sent to the Land Use and Special Studies Committee (11/29/17 Meeting Date). Item remains in committee. Councilor President Finkam announced the Second Reading of Ordinance D-2397-17; An Ordinance of the Common Council of the City of Carmel, Indiana, Amending Ordinance D-2381-17; Sponsor: Councilor Kimball. Sent to the Finance, Utilities and Rules Committee. Item remains in committee. PUBLIC HEARINGS 4 Councilor President Finkam announced the First Reading of Ordinance D-2400-17; An Ordinance of the Common Council of the City of Carmel, Indiana, Authorizing and Approving an Additional Appropriation of Funds from the Operating Balance of the General Fund to the 2017 Department of Community Services Budget. Councilor Worrell moved to introduce the item into business. Councilor Campbell seconded. Councilor Worrell deferred to Mike Hollibaugh to present the item to Council. Council President Finkam opened the public hearing at 6:47 p.m. Seeing no one who wished to address Council, Council President Finkam closed the public hearing at 7:47:15 p.m. Councilor Rider moved to suspend the rules and act on the item this evening. Councilor Campbell seconded. There was no Council discussion. Council President Finkam called for the vote. The motion was approved 7-0. Councilor Rider moved to approve Ordinance D-2400-17. Councilor President Finkam announced the First Reading of Ordinance D-2401-17; An Ordinance of the Common Council of the City of Carmel, Indiana, Authorizing and Approving an Additional Appropriation of Funds from the Operating Balance of the General Fund to the 2017 Carmel Fire Department Budget. Councilor Rider moved to introduce the item into business. Councilor Carter seconded. Chief Dave Haboush, Carmel Fire Department, presented the item to Council. Council President Finkam opened the public hearing at 6:51 p.m. Seeing no one who wished to address Council, Council President Finkam closed the public hearing at 7:51:15 p.m. Councilor Rider moved to suspend the rules and act on the item this evening. NEW BUSINESS Councilor President Finkam announced Resolution CC -12-04-17-03; A Resolution of the Common Council of the City of Carmel, Indiana, Approving Certain Matters in Connection with the North Illinois Street Economic Development Area. Councilor Worrell moved to introduce the item into business. Councilor Carter seconded. Bruce Donaldson, Barnes and Thornburg, presented the item to Council. Larry Gigerich, Ginovus, made a presentation to Council. Councilor Worrell moved to approve Resolution CC -12-04-17-03. Councilor Rider seconded. There was no Council discussion. Resolution CC -12-04-17-03 was approved 7-0 Councilor President Finkam announced the First Reading of Ordinance D-2398-17; An Ordinance of the Common Council of the City of Carmel, Indiana, Authorizing the Issuance of the City of Carmel, Indiana Economic Development Revenue Bonds, Series 2018 (KAR Auction Services, Inc. Project) and Authorizing and Approving Other Actions in Respect Thereto. Councilor Worrell moved to introduce the item into business. Councilor Rider seconded. There was no discussion Council President Finkam called for the vote. The motion to acknowledge was approved 7-0.
