MEETING MINUTES
MONDAY, OCTOBER 2, 2017 - 6:00 P.M.
COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE
MEETING CALLED TO ORDER
Council President Sue Finkam; Council Members: Kevin D. Rider, Ronald E. Carter, Anthony Green, Jeff
Worrell, Kevin D. Rider, Laura Campbell, H. Bruce Kimball and Deputy Clerk Jacob Quinn were present.
Council President Finkam called the meeting to order at 6:00 p.m.
INVOCATION
Pastor Sam Howard, The Gathering, delivered the Invocation.
Councilor Green led the Pledge of Allegiance.
RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS
There were none.
APPROVAL OF MINUTES
Councilor Rider moved to approve minutes from the September 18, 2017 Regular Meeting. Councilor
Campbell seconded. There was no Council discussion. Council President Finkam called for the vote.
Minutes were approved 7-0.
RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL
There were none.
COUNCIL AND MAYORAL COMMENTS/OBSERVATIONS
Councilor Worrell spoke about coyotes and gave advice on how to combat the issue.
Councilor Carter stated that he would be presenting an ordinance at the next Council meeting proposing
quarterly reports from the Audit Committee.
Councilor Kimball announced that the following two days would be National bike and walk to school
days.
ACTION ON MAYORAL VETOES
There were none.
CLAIMS
Councilor Rider moved to approve Payroll in the amount of $2,464,610.42. Councilor Campbell
seconded. There was no Council discussion. Council President Finkam called for the vote. Payroll was
approved 7-0.
Councilor Rider moved to approve General Claims in the amount of $3,755,723.18. Councilor Campbell
seconded. There was no Council discussion. Council President Finkam called for the vote. Claims were
approved 7-0
COMMITTEE REPORTS
Councilor Rider reported that the Finance, Utilities and Rules Committee had not met.
Councilor Kimball reported that the Land Use and Special Studies Committee had not met.
OTHER REPORTS
Corrie Meyer, Director of the Carmel Redevelopment Commission, gave the monthly report to Council
OLD BUSINESS
Council President Finkam announced the Second Reading of Ordinance D-2385-17; An Ordinance of
the Common Council of the City of Carmel, Indiana, Amending Chapter 8, Article 5, Section 8-29 of the
Carmel City Code; Sponsor: Councilor Kimball. This item remains in the Land Use and Special Studies
Committee and was not discussed.
PUBLIC HEARINGS
Council President Finkam announced the Second Reading of Ordinance Z-625-17; An Ordinance of the
Common Council of the City of Carmel, Indiana, Adopting a Unified Development Ordinance. This item
remains in the Land Use and Special Studies Committee. Council President Finkam opened the public
hearing at 6:12 p.m.
Jill Meisenheimer, Carmel Citizens for Responsible Zoning, requested that the public hearing remain
open for this ordinance and provided feedback on changes she would recommend.
Dee Fox stated her requests and concerns with the ordinance and asked Council to review the email she
sent.
Seeing no one else who wished to address Council, Council President Finkam closed the public hearing at
6:18 p.m.
Council President Finkam announced the First Reading of Ordinance D-2383-17; An Ordinance of the
Common Council of the City of Carmel, Indiana, Establishing the Appropriations for the 2018 Budget.
Councilor Finkam moved to introduce the item into business. Councilor Carter seconded. Councilor
Finkam presented the item to Council. Councilor Finkam opened the public hearing at 6:19 p.m.

Seeing no one who wished to address Council, Council President Finkam closed the public hearing at
6:19:30 p.m. This item was held over and not sent to committee.
NEW BUSINESS
Council President Finkam announced the First Reading of Ordinance D-2386-17; An Ordinance of the
Common Council of the City of Carmel, Indiana, Authorizing the Issuance of the City of Carmel, Indiana
Taxable Economic Development Revenue Bonds, Series 2017 (Indiana Spine Group II Project) and
Authorizing and Approving Other Actions in Respect Thereto. Councilor Worrell moved to introduce the
item into business. Councilor Rider seconded. Councilor Worrell presented the item to Council. Bruce
Donaldson, Barnes and Thornburg, addressed Council. This item was held over and not sent to
committee.
Council President Finkam announced Resolution CC -10-02-17-01; A Resolution of the Common
Council of the City of Carmel, Indiana, Approving Certain Matter in Connection With the Integrated 126'
Street Corridor Economic Development Area. Councilor Worrell moved to introduce the item into
business. Councilor Rider seconded. Councilor Worrell presented the item to Council. Councilor Rider
moved to approve Resolution CC -10-02-17-01. Councilor Carter seconded. There was no Council
discussion. Council President Finkam called for the vote. Resolution CC -10-02-17-01 was approved 7-0.
Council President Finkam announced Resolution CC -10-02-17-02; A Resolution of the Common
Council of the City of Carmel, Indiana, Approving Certain Matter in Connection With the Old Towne
Economic Development Area. Councilor Worrell moved to introduce the item into business. Councilor
Rider seconded. Councilor Worrell presented the item to Council. Councilor Rider moved to approve
Resolution CC -10-02-17-02. Councilor Carter seconded. There was no Council discussion. Council
President Finkam called for the vote. Resolution CC -10-02-17-02 was approved 7-0.
Council President Finkam announced the First Reading of Ordinance D-2379-17; An Ordinance of the
Common Council of the City of Carmel, Indiana, Fixing Salaries of Appointed Officers and Employees of
the Clerk -Treasurer, City of Carmel, Indiana, for the year 2018. Councilor Rider moved to introduce the
item into business. Councilor Green seconded. Councilor Rider presented the item to Council. This item
was held over and not sent to committee.
Council President Finkam announced the First Reading of Ordinance D-2380-17; An Ordinance of the
Common Council of the City of Carmel, Indiana, Fixing Salaries of Appointed Officers and Employees of
the Carmel City Court for the year 2018. Councilor Rider moved to introduce the item into business.
Councilor Green seconded. Councilor Rider presented the item to Council. This item was held over and
not sent to committee.
Council President Finkam announced the First Reading of Ordinance D-2381-17; An Ordinance of the
Common Council of the City of Carmel, Indiana, Fixing Salaries of Appointed Officers and Employees of
the City of Carmel, Indiana, for the year 2018. Councilor Rider moved to introduce the item into business.
Councilor Carter seconded. Councilor Rider presented the item to Council. This item was held over and
not sent to committee.
Council President Finkam announced the First Reading of Ordinance D-2387-17; An Ordinance of the
Common Council of the City of Carmel, Indiana, Amending City Code Chapter 8, Article 3, Section 8-
26(a) Designating Worksite Speed Limits on Certain City Streets. Councilor Rider moved to introduce the
item into business. Councilor Worrell seconded. Councilor Worrell presented the item to Council.
Councilor Rider moved to suspend the rules and act on the item this evening. Councilor Carter seconded.

There was no Council discussion. Council President Finkam called for the vote. The motion was approved
7-0. Councilor Rider moved to approve Ordinance D-2387-17. Councilor Worrell seconded. There was no

Council President Finkam announced the First Reading of Ordinance D-2388-17; An Ordinance of the
Common Council of the City of Carmel, Indiana, Approving and Adopting and Interlocal Agreement.
Councilor Rider moved to introduce the item into business. Councilor Worrell seconded. Ashley Ulbricht,
City Attorney, presented the item to Council. Councilor Rider moved to suspend the rules and act on the
item this evening. Councilor Kimball seconded. There was no Council discussion. Council President
Finkam called for the vote. The motion was approved 7-0. Councilor Rider moved to approve Ordinance
D-2388-17. Councilor Campbell seconded. There was no Council discussion. Council President Finkam
called for the vote. Ordinance D-2388-17 was approved 7-0.
Council President Finkam announced Resolution CC -10-02-17-03; A Resolution of the Common
Council of the City of Carmel, Indiana, Accepting the Voluntary Termination of the Personal Property
Tax Abatement Granted to Flywheel Healthcare, LLC. Councilor Rider moved to introduce the item into
business. Councilor Worrell seconded. Councilor Rider presented the item to Council. Councilor Rider
moved to approve Resolution CC -10-02-17-03. Councilor Worrell seconded. There was no Council
discussion. Council President Finkam called for the vote. Resolution CC -10-02-17-03 was approved 7-0.
Council President Finkam announced Resolution CC -10-02-17-04; A Resolution of the Common
Council of the City of Carmel, Indiana, Accepting the Voluntary Termination of the Personal Property
Tax Abatement Granted to Gateway Electronic Medical Management Systems, Inc. Councilor Rider
moved to introduce the item into business. Councilor Carter seconded. Councilor Rider presented the item
to Council. Councilor Rider moved to approve Resolution CC -10-02-17-04. Councilor Campbell
seconded. There was no Council discussion. Council President Finkam called for the vote. Resolution
CC -10-02-17-04 was approved 7-0.
Council President Finkam announced Resolution CC -10-02-17-05; A Resolution of the Common
Council of the City of Carmel, Indiana, Recognizing Additions to the Historic Contributing Buildings
Survey as Recommended by the Carmel Historic Preservation Commission. Councilor Rider moved to
introduce the item into business. Councilor Carter seconded. Councilor Carter presented the item to
Council. Sam Burgess, Carmel Historic Preservation Commission, presented to Council. Jon Oberlander,
Assistant City Attorney, addressed Council. Councilor Carter moved to approve Resolution CC -10-02-17-
05. Councilor Rider seconded. There was no Council discussion. Council President Finkam called for the
vote. Resolution CC -10-02-17-05 was approved 7-0.
Council President Finkam announced Resolution CC -10-02-17-06; A Resolution of the Common
Council of the City of Carmel, Indiana, Expressing Interest in the Purchase of Certain Properties Valued
at Over $25,000 and Associated With City Improvement Projects. Councilor Rider moved to introduce
the item into business. Councilor Campbell seconded. Councilor Worrell presented the item to Council.
Ashley Ulbricht answered Council questions. Councilor Carter moved to approve Resolution CC -10-02-
17-06. Councilor Worrell seconded. There was no Council discussion. Council President Finkam called
for the vote. Resolution CC -10-02-17-06 was approved 7-0.
