COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE MEETING CALLED TO ORDER Council President Sue Finkam; Council Members: Anthony Green, Ronald E. Carter, Jeff Worrell, Laura Campbell, H. Bruce Kimball and Deputy Clerk Jacob Quinn were present. Councilor Kevin D. Rider was not present Council President Finkam called the meeting to order at 6:01 p.m. INVOCATION Pastor Greg Anderson, Traders Point Christian Church, delivered the Invocation. Councilor Carter led the Pledge of Allegiance. RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS Council President Finkam read aloud a proclamation making March 2017 National Athletic Training Month and presented to Anna Foster of St. Vincent Sports Performance the proclamation. APPROVAL OF MINUTES Councilor Campbell moved to approve minutes from the March 6, 2017 Regular Meeting. Councilor Kimball seconded. There was no Council discussion. Council President Finkam called for the vote. Minutes were approved 6-0. RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL Curt Wellman spoke in opposition to Ordinance D-2356-17 (regulating the use of turn signals in roundabouts). Mari Briggs spoke in opposition to Ordinance D-2356-17 (regulating the use of turn signals in roundabouts). COUNCIL AND MAYORAL COMMENTS/OBSERVATIONS Councilor Worrell commented that the police statue had been put back up at the intersection of Main Street and the Monon. ACTION ON MAYORAL VETOES There were none. CLAIMS Councilor Campbell moved to approve Payroll in the amount of $1,597,017.34. Councilor Kimball seconded. There was no Council discussion. Council President Finkam called for the vote. Payroll was approved 6-0. Councilor Green moved to approve General Claims in the amount of $2,382,042.53. Councilor Campbell seconded. There was no Council discussion. Council President Finkam called for the vote. Claims were approved 6-0. Councilor Kimball moved to approve Retirement in the amount of $93,886.35. Councilor Campbell seconded. There was no Council discussion. Council President Finkam called for the vote. Retirement was approved 6-0. Councilor Campbell moved to acknowledge Wire Transfers in the amount of $1,128,151.12. Councilor Worrell seconded. There was no Council discussion. Council President Finkam called for the vote. Wire Transfers were acknowledged 6-0. COMMITTEE REPORTS Councilor Carter announced that the Finance, Utilities and Rules Committee had met and that D-2348-17, D-2349-17, contracts for the Police and Fire and D-2355-17 had all been passed back to Council with a favorable recommendation. Councilor Carter also stated that the Council had met earlier in the evening to select members for the Audit Committee and would recommend that Council appoint Arnold Hanish and Josephine Biggers. He noted that D-2356-17 remains in committee. Councilor Kimball announced that the Land Use and Special Studies Committee had not met. OTHER REPORTS Dr. Nicholas Wahl, Superintendent of Carmel Clay Schools, gave a report to Council expressing the need for voters to pass a referendum for school funding. If the referendum did not pass, class sizes would increase, teachers and faculty would need to be let go and extra -curricular activities would need to be cut back, among other things. OLD BUSINESS Council President Finkam announced Resolution CC -03-06-17-01; A Resolution of the Common Council of the City of Carmel, Indiana Approving CRC Installment Purchase Contract. Councilor Carter announced that this item came back from the Finance, Utilities and Rules Committee with a positive 3-0 recommendation. There was brief Council discussion. Corrie Meyer, Director of the Carmel Redevelopment Commission, addressed Council. Councilor Carter moved to approve Resolution CC -03- 06-17-01. Councilor Worrell seconded. There was no Council discussion. Council President Finkam called for the vote. Resolution CC -03-06-17-01 was approved 6-0. 2 Council President Finkam announced the Second Reading of Ordinance D-2355-17; An Ordinance of the Common Council of the City of Carmel, Indiana Adding Section 6-162 of Chapter 6, Article 5, Division VIII to the Carmel City Code. Councilor Carter announced that this item came back from the Finance, Utilities and Rules Committee with a positive 3-0 recommendation. Councilor Cater moved to approve Ordinance D-2355-17. Councilor Worrell seconded. There was extensive Council discussion. Ashley Ulbricht, City Attorney, addressed Council. Council President Finkam called for the vote. Ordinance D-2355-17 was approved 6-0. Council President Finkam announced the Second Reading of Ordinance D-2356-17; An Ordinance of the Common Council of the City of Carmel, Indiana, Adding Section 8-42 to Chapter 8, Article 4 of the Carmel City Code; Sponsor: Councilor Carter. Item remains in the the Finance, Utilities and Rules Committee and was not discussed. Council President Finkam announced Resolution CC -03-06-17-02; A Resolution of the Common Council of the City of Carmel, Indiana, Amending the Contract With the Carmel Professional Firefighters Association. Councilor Carter announced that this item came back from the Finance, Utilities and Rules Committee with a positive 3-0 recommendation and proposed amendments. Councilor Cater moved to amend Resolution CC -03-06-17-02 by inserting Version A in whole. Councilor Campbell seconded. There was no Council discussion. Council President Finkam called for the vote. The motion to amend was approved 6-0. Councilor Campbell moved to approve Resolution CC -03-06-17-02 As Amended. Councilor Carter seconded. There was no Council discussion. Councilor Carter announced that this item came back from the Finance, Utilities and Rules Committee with a positive 3-0 recommendation and proposed amendments. Councilor Cater moved to amend Resolution CC -03-06-17-03 by inserting Version A in whole. Councilor Worrell seconded. There was no Council discussion. Council President Finkam called for the vote. PUBLIC HEARINGS 3 Council President Finkam announced the First Reading of Ordinance Z-622-17; An Ordinance of the Common Council of the City of Carmel, Indiana, Amending a Variety of Procedures for the Carmel Plan Commission and Carmel Board of Zoning Appeals in the Carmel Zoning Ordinance. Councilor Kimball moved to introduce the item into business. Councilor Carter seconded. John Molitor, Counsel to the . Carmel Plan Commission, presented the item to Council. Council President Finkam opened the public hearing at 6:54 p.m. Seeing no one who wished to address Council, Council President Finkam closed the public hearing at 6:55 p.m. Council President Finkam referred the item to the Land Use and Special Studies Committee. Council President Finkam announced the First Reading of Ordinance Z-623-17; An Ordinance of the Common Council of the City of Carmel, Indiana, Amending the Sign Regulations in the Carmel Zoning Ordinance. Councilor Kimball moved to introduce the item into business. Councilor Campbell seconded. Jon Oberlander, Assistant City Attorney, presented the item to Council. Rachel Keesling, Department of Community Services, addressed Council. Council President Finkam opened the public hearing at 7:04 p.m. Seeing no one who wished to address Council, Council President Finkam closed the public hearing at 7:04:30 p.m. Council President Finkam referred the item to the Land Use and Special Studies Committee. NEW BUSINESS Council President Finkam announced the First Reading of Ordinance D-2358-17; An Ordinance of the Common Council of the City of Carmel, Indiana, Adding Section 6-109 to Chapter 6, Article 5, Division IV of the Carmel City Code. Councilor Green moved to introduce the item into business. Councilor Carter seconded. Councilor Green presented the item to Council. Council President Finkam referred the item to the Finance, Utilities and Rules Committee. Council President Finkam announced Resolution CC -03-20-17-01; A Resolution of the Common Council of the City of Carmel, Indiana, Approving Interlocal Agreement Between the City of Indianapolis and the City of Carmel. Councilor Worrell moved to introduce the item into business. Councilor Campbell seconded. Councilor Worrell moved to approve Resolution CC -03-20-17-01. Councilor Kimball seconded. There was no Council discussion. Council President Finkam called for the vote. Resolution CC -03-20-17-01 was approved 6-0. Councilor Carter moved to add Ordinance D-2359-17 to the agenda under other business. Councilor Campbell seconded. There was no Council discussion. Council President Finkam called for the vote. The motion to add-on was approved 6-0. OTHER BUSINESS Council President Finkam announced the First Reading of Ordinance D-2359-17; An Ordinance of the Common Council of the City of Carmel, Indiana, Amending Chapter 6, Article 4, Section 6-63 of the Carmel City Code. Councilor Carter moved to introduce the item into business. Councilor Campbell seconded. Councilor Carter presented the item to Council. Councilor Carter moved to suspend the rules and act on the item tonight. Councilor Kimball seconded. There was no Council discussion. Council President Finkam called for the vote. The motion to suspend the rules failed 5-1 (Green opposed). Council President Finkam referred the item to the Finance, Utilities and Rules Committee. E Councilor Carter moved to approve adding appointments to the Carmel Audit Committee on the agenda under other business. Councilor Campbell seconded. There was no Council discussion. Council President Finkam called for the vote. The motion to add-on was approved 6-0. Councilor Carter moved to appoint Arnold Hanish and Josephine Biggers to the Carmel Audit Committee. Councilor Worrell seconded. There was brief Council discussion. Councilor Carter presented the candidates qualifications to Council. Council President Finkam called for the vote. The motion to appoint was approved 6-0. Carmel Ethics Board (Terms Expire 1/1/18 and 1/1/19, two year terms); Two appointments. Item Remains Tabled. ANNOUNCEMENTS Council President Finkam announced that the first regularly scheduled meeting in April would be canceled.
