HomeMy WebLinkAboutCC-04-17-17-02 Expresses Support for Carmel-Clay Schools 2017 ReferendumCOUNCU,OR: Finkam RESOLUTION CC 04-17-17-02 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA, IN SUPPORT OF THE CARMEL-CLAY SCHOOLS FINANCE REFERENDUM Synopsis: This Resolution expresses the Carmel Common Council's support for the Carmel - Clay Schools 2017 referendum. WHEREAS, nine years ago the State of Indiana changed the way it provides funds to schools' operating budgets, relying only on sales and income taxes. However, sales and income taxes are not a stable source of revenue even in the best of economic times; and WHEREAS, seven years ago, the citizens of Carmel passed a referendum to help fund the Carmel -Clay Schools ("CCS") operating budget by increasing the tax levy rate to $0.16 for the years 2011 through 2017; and WHEREAS, the referendum passed in 2010 will expire at the end of the 2016-2017 school year; and WHEREAS, a referendum (the "Replacement Referendum") will be presented on the May 2, 2017 ballot that will allow CCS to increase the tax levy rate to $0.19 per $100 assessed property value for the years 2017 through 2024. This will replace the $14.5 million per year that was brought in by the 2010 referendum; and WHEREAS, despite the fact that the Replacement Referendum is a 3 -cent increase over the expiring referendum, the overall education tax rate will remain $0.83 because the district is retiring other debt. WHEREAS, it would be catastrophic to CCS to lose $14.5 million of its operating budget per year; and, WHEREAS, the Council wishes to express its support for the Replacement Referendum. NOW, THEREFORE, BE IT RESOLVED, that the Common Council of the City of Carmel supports the increase of the school tax levy rate so as to provide appropriate funding for the Carmel Clay Schools.
