HomeMy WebLinkAbout2018-01-30-Special-Park-Board-Meeting-MinutesCarmel/Clay Board of Parks and Recreation Special Park Board Meeting Tuesday, January 30, 2018, 6:00 p.m. Monon Community Center Member(s) Present: Katie Browning, James Engledow, Wendy Franklin, James Garretson, Joshua Kirsh, Jenn Kristunas, Nick Plopper, Linus Rude, Rich Taylor Member(s) Absent: None Others Present: Mark Westermeier, Director; Michael Klitzing, Chief Operating Officer (COO Klitzing); Debra Grisham, Park Board Attorney Roll Call Board President Taylor welcomed everyone to the Park Board Meeting and asked Mr. Plopper to call the roll. Call to Order After Mr. Plopper stated there was a quorum, Board President Taylor called the meeting to order at 6:10 p.m. Authorization to Bid the Monon Trail Rehabilitation — Phase I Project — Mark Westermeier Director Westermeier provided an update on the project that was terminated over 2 years ago due to lack of a detour. He explained that at the request of the Mayor (of Carmel) last fall, he asked Michael Krosschell of The Schneider Corporation to review the Trail's condition and update the prior plans. He noted that while the bid specifications required relatively minor changes, numerous improvements adjacent to the Monon Greenway increased the complexity of access. He reported that the project has been extended to run from 96' Street to Gradle Drive and explained the different aspects of rehabilitation to the trail (from replacement of entire sections to scoring and paving over existing surface) which are expected to have a 20 year life expectancy. Discussion followed. Mr. Kirsh made a motion to authorize The Schneider Corporation, the Director, the COO and the Park Board attorney to take all actions necessary and appropriate to bid the Monon Trail Rehabilitation — Phase I Project as presented, seconded by Ms. Kristunas, and unanimously passed 9 —0. Review Capital Budget and Projects — Michael Klitzin The following handouts were distributed to the Board Members: • Referendum to seek Carmel, Clay merger, Hamilton County Reporter, January 26, 2018 • Carmel Clay Parks & Recreation; 2017 Funding Sources • City of Carmel; Park Impact Fee Assessment • 2019-2020 Potential Capital Projects • Carmel Clay Parks & Recreation; 2018 Capital Improvement Plan • Parks and Recreation Master Plan; Strategic Plan — 2017 Implementation Status Report; January 30, 2018 0 Prioritization of Capital Improvements Carmel/Clay Board of Parks and Recreation Tuesday, January 30, 2018 Monon Community Center COO Klitzing discussed the handouts (referenced above). He noted that as part of the capital planning process in the current environment, he favored consolidation of a number of plans (strategic funding plan, asset management plan, impact fee plan, westside community center feasibility study, Long Term Capital Improvement Plan & 5 -year comprehensive master plan, all of which will reflect public opinion). COO Klitzing said it was important to note that COIT changes every year; funding sources are not predicable; and that bonds have not been a typical funding source. In regard to projects, he stated that because priorities and funding can change every few years, it is important to pursue plan objectives within 2 years of plan completion. He concluded his remarks by sharing his optimism about the potential benefits that could result for the Carmel Clay community from merging the Township into the City.
