ORDINANCE NO. D-2413-18
AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA,
AMENDING CITY CODE CHAPTER 8, ARTICLE 3, SECTIONS 8-19.8-22 and 8-23

WHEREAS, the City of Carmel, Indiana, has the authority to establish motor vehicle speed limits
pursuant to Indiana Code § 9-21-5-6 and City Code Section 8-15; and
WHEREAS, the Common Council now finds it necessary to establish certain speed limits on certain
City streets.
NOW, THEREFORE, BE IT ORDAINED, by the Common Council of the City of Carmel,
Indiana, as follows:
Section 1. The foregoing Recitals are fully incorporated herein by this reference.
Section 2. Carmel City Code Section 8-22(a) should be and the same is hereby amended to read as
follows:
"§ 8-22 Forty m.p.h. Speed Limit Designations.
(a) No person shall drive a motor vehicle in excess of 40 miles per hour ori the following
streets:

116th Street from Hazel Dell Parkway to East Corporate Boundary.
Old Meridian Street from Guilford Road to Main Street.
Westfield Boulevard from 96th Street to 116th Street.
Little Eagle Creek Avenue from 141 st Street to 146th Street.
Pennsylvania Street from Old Meridian Street to 103rd Street.
131 st Street from Towne Road to Clay Center Road.
Towne Road from 96th Street to 136th Street.
Ditch Road from 131 st Street to 146th Street.

(a) No person shall drive a motor vehicle in excess of 35 miles per hour on the following
streets:
(1) 116th Street from West Corporate Boundary to Shelborne Road.

(3) 121 st Street from West Corporate Boundary to Shelborne Road.
(4) 126th Street from West Corporate Boundary to West Road.
(5) 126th Street from Shelborne Road to Towne Road.
(6) Main Street from Clay Center to Springmill Road.
(7) 111th Street from Pennsylvania Street to Westfield Boulevard.
(8) 106th Street from Westfield Boulevard to Keystone Avenue.
(9) 96th Street from Meridian Street to South Corporate Boundary.
(10) College Avenue from 96th Street to 116th Street.
(11) Hazel Dell Parkway from Main Street to 146th Street.
(12) River Road from 116th Street to Main Street.
(13) River Road from Community Drive to 146th Street.
(14) 116th Street from Pennsylvania Street to Hazel Dell Parkway.
(15) Guilford Road from 116th Street to Old Meridian Street.
(16) Illinois Street from West Carmel Drive to Dorset Boulevard.
(17) Retail Parkway from Michigan Road to Commerce Drive.
(18) 960' Street from Westfield Boulevard to East Corporate Boundary.
(19) Commerce Drive from 96th Street to 106' Street.
(20) Main Street from Pennsylvania Street to Old Meridian Street.
(21) Hoover Road from 116 Street to Gwynmere Run."
Section 4. Carmel City Code Section 8-19(a) is hereby amended to include the following streets:
"Central Park West Drive
Central Park East Drive"
Section 5. The Carmel Street Department is directed to promptly add the appropriate signage to
fulfill the mandates contained in this Ordinance upon its passage.

Section 6. The remaining provisions of Carmel City Code Sections 8-19, 8-22 and 8-23 are not
affected by this Ordinance and shall remain in full force and effect.
Section 7. All prior ordinances or parts thereof inconsistent with any provision of this Ordinance
are hereby repealed, to the extent of such inconsistency only, as of the effective date of this Ordinance.
However, the repeal or amendment by this Ordinance of any other ordinance does not affect any rights or
liabilities accrued, penalties incurred or proceedings begun prior to the effective date of this Ordinance.
Those rights, liabilities and proceedings are continued and penalties shall be imposed and enforced under
such repealed or amended ordinance as if this Ordinance had not been adopted.
Section 8. If any portion of this Ordinance is for any reason declared to be unconstitutional or
invalid, such decision shall not affect the validity of the remaining portions of this Ordinance so long as
enforcement of same can be given the same effect.
Section 9. This Ordinance shall be in full force and effect from and after the date of its passage,
execution by the Mayor, and publication as required by law.
