MEETING MINUTES
MONDAY, FEBRUARY 19, 2018 - 6:00 P.M.
COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE
MEETING CALLED TO ORDER
Council President Kevin D. Rider; Council Members: Ronald E. Carter, Anthony Green, Jeff Worrell,
Laura Campbell, H. Bruce Kimball and Deputy Clerk Jacob Quinn were present.
Councilor Sue Finkam was not present.
Council President Rider called the meeting to order at 6:02 p.m.
INVOCATION
Pastor Luther Brunette, Cornerstone Lutheran Church, delivered the Invocation.
Councilor Carter led the Pledge of Allegiance.
RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS
There were none.
APPROVAL OF MINUTES
Councilor Campbell moved to approve minutes from the February 5, 2018 Regular Meeting. Councilor
Kimball seconded. There was no Council discussion. Council President Rider called for the vote.
Minutes were approved 6-0.
RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL
Eric Morris addressed Council concerning Home Place annexation, the Carmel Ethics Board and
commercial tax rates.
COUNCIL AND MAYORAL COMMENTS/OBSERVATIONS
There were none.
ACTION ON MAYORAL VETOES
There were none.
CLAIMS
Councilor Campbell moved to approve Payroll in the amount of $2,608,400.69. Councilor Kimball
seconded. There was no Council discussion. Council President Rider called for the vote. Payroll was
approved 6-0.
Councilor Campbell moved to approve General Claims in the amount of $2,141,129.72. Councilor
Kimball seconded. There was no Council discussion. Council President Rider called for the vote. Claims
were approved 6-0
Councilor Green moved to acknowledge Wire Transfers in the amount of $2,000,538.59. Councilor
Campbell seconded. There was no Council discussion. Council President Rider called for the vote. Wire
Transfers were acknowledged 6-0
COMMITTEE REPORTS
Councilor Worrell reported that the Finance, Utilities and Rules Committee had met and that reports
would be given when the items appear on the agenda.
Councilor Campbell reported that the Land Use and, Special Studies Committee had met and that the
report would be given when the item appears on the agenda.
OLD BUSINESS
Councilor President Rider announced the Sixth Reading of Ordinance D-2397-17; An Ordinance of the
Common Council of the City of Carmel, Indiana, Amending Ordinance D-2381-17. Councilor Worrell
announced that this item is returning from the Finance, Utilities and Rules Committee with a positive 3-0
recommendation and proposed stipulations that include the following: Expand the position to be the
Transportation, Development Coordinator, to expand the search to include a full search of all qualified
candidates, and to take into account short-term goals when measuring the position success. Councilor
Kimball moved to approve with the proposed changes from committee. Councilor Carter seconded. There
was no Council discussion. Council President Rider called for the vote. Ordinance D-2397-17 As
Amended in Committee was approved 6-0.
Councilor President Rider announced the Second Readiniz of Ordinance D-2408-18; An Ordinance of
the Common Council of the City of Carmel, Indiana, Authorizing and Approving an Additional
Appropriation of Funds from the Operating Balance of the General Fund to the 2018 Department of
Administration Budget. Councilor Worrell announced that this item is returning from the Finance,
Utilities and Rules Committee with a positive 2-0 recommendation. Councilor Worrell moved to approve
Ordinance D-2408-18. Councilor Carter seconded. There was no Council discussion. Council President
Rider called for the vote. Ordinance D-2408-18 was approved 6-0.
Councilor President Rider announced the Second Reading of Ordinance D-2409-18; An Ordinance of
the Common Council of the City of Carmel, Indiana, Adding Chapter 2, Article 2, Section 25 to the
Carmel City Code, Thereby Establishing the Carmel Public Art Advisory Committee. Councilor
Campbell announced that this item is returning from the Land Use and Special Studies Committee with a
positive 3-0 recommendation and a proposed amendment by striking on line 38 planned installation and
inserting purchase and adding permanent on line 39 after any. Doug Haney, Corporation Counsel,
addressed Council. There was brief Council discussion. Councilor Campbell moved to approve with the
proposed changes from committee. Councilor Worrell seconded. There was no Council discussion.
Council President Rider called for the vote. Ordinance D-2409-18 As Amended in Committee was
approved 5-1 (Carter opposed).

Councilor President Rider announced the Second Reading of Ordinance D-2410-18; An Ordinance of
the Common Council of the City of Carmel, Indiana, Amending Chapter 6, Article 8, Section 6-228 of the
Carmel City Code. Councilor Worrell announced that this item is returning from the Finance, Utilities and
Rules Committee with a positive 3-0 recommendation and proposed changes. On line 43, after statements
add or other financial instrument as deemed appropriate and on line 45 add, and/or a financial reference
from a financial institution, if requested by the city. Councilor Carter moved to approve with the proposed
changes from committee. Councilor Campbell seconded. There was no Council discussion. Council
President Rider called for the vote. Ordinance D-2410-18 As Amended in Committee was approved 6-
0.
Councilor President Rider announced the Second Reading of Ordinance D-2411-18; An Ordinance of
the Common Council of the City of Carmel, Indiana, Recording the Commitments of Costas Restaurant
Group, LLC Made Pursuant to Obtaining a Three -Way Alcoholic Beverage Permit; Councilor Worrell
announced that this item is returning from the Finance, Utilities and Rules Committee with a positive 3-0
recommendation. Councilor Carter moved to approve Ordinance D-2411-18. Councilor Kimball
seconded. There was no Council discussion. Council President Rider called for the vote. Ordinance D-
2408-18 was approved 6-0.
PUBLIC HEARINGS
Councilor President Rider announced the First Readina'of Ordinance D-2412-18; An Ordinance of the
Common Council of the City of Carmel, Indiana, Authorizing the Vacation of the Public Rights -of -Way
Located Within the Windemere Subdivision. Councilor Green moved to introduce the item into business.
Councilor Campbell seconded. Councilor Green presented the item to Council. Jon Oberlander, Assistant
City Attorney, addressed Council. Council President Rider opened the public hearing at 6:28:50 p.m.
Seeing no one who wished to address Council, Council President Rider closed the public hearing at
6:29:10 p.m. Council President Rider referred the item to the Land Use and Special Studies Committee.
NEW BUSINESS
Councilor President Rider announced the First Reading of Ordinance D-2413-18; An Ordinance of the
Common Council of the City of Carmel, Indiana, Amending City Code Chapter 8, Article 3, Sections 8-
19, 8-22 and 8-23. Councilor Carter moved to introduce the item into business. Councilor Green
seconded. Councilor Carter presented the item to Coimcil. Council President Rider referred the item to the
Land Use and Special Studies Committee.
Councilor President Rider announced the Resolution CC -02-19-18-01; A Resolution of the Common
Council of the City of Carmel, Indiana, Approving the Suspension of the Short Term Residential Rental
Ordinance during Certain Periods of the Year. Councilor Worrell moved to introduce the item into
business. Councilor Kimball seconded. Jim Crider, Director of the Department of administration,
presented the item to Council. Council President Rider referred the item to the Land Use and Special
Studies Committee.
OTHER BUSINESS
City Council Appointments
Carmel Ethics Board (Term Expires 1/1/18, two year term); One appointment. TABLED
Carmel Economic Development Commission (Term Expires 1/31/17, two year term); One appointment.
