HomeMy WebLinkAbout3-19-18 CC MeetingCOMMON COUNCIL MEETING MINUTES MONDAY, MARCH 19, 2018 - 6:00 P.M. COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE MEETING CALLED TO ORDER Council President Kevin D. Rider; Council Members: Ronald E. Carter, Anthony Green, Jeff Worrell, Sue Finkam, H. Bruce Kimball and Deputy Clerk Jacob Quinn were present. Councilor Laura Campbell was not present. Council President Rider called the meeting to order at 6:02 p.m. INVOCATION Pastor Tim Ayers, Grace Church, delivered the Invocation. Councilor Carter led the Pledge of Allegiance. RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS Council President Rider recognized the Boy Scouts and members of the Carmel Mayor's Youth Council who were in attendance. APPROVAL OF MINUTES Councilor Kimball moved to approve minutes from the March 5, 2018 Regular Meeting. Councilor Finkam seconded. There was no Council discussion. Council President Rider called for the vote. Minutes were approved 5-0 (Carter abstain). RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL There were none. COUNCIL AND MAYORAL COMMENTS/OBSERVATIONS Councilor Worrell announced that the Carmel Marathon would be on March 31. ACTION ON MAYORAL VETOES There were none. CLAIMS Councilor Green moved to approve Payroll in the amount of $2,636,676.55. Councilor Kimball seconded. There was no Council discussion. Council President Rider called for the vote. Payroll was approved 6-0. Councilor Finkam moved to approve General Claims in the amount of $1,733,399.51. Councilor Kimball seconded. There was no Council discussion. Council President Rider called for the vote. Claims were approved 6-0 Councilor Finkam moved to approve Retirement in the amount of $98,665.65. Councilor Worrell seconded. There was no Council discussion. Council President Rider called for the vote. Claims were approved 6-0 Councilor Green moved to acknowledge Wire Transfers in the amount of $1,827,366.12. Councilor Finkam seconded. There was no Council discussion. Council President Rider called for the vote. Wire Transfers were acknowledged 6-0 COMMITTEE REPORTS Councilor Finkam reported that the Finance, Utilities and Rules Committee had not met. Councilor Kimball reported that the Land Use and Special Studies Committee had not met. OTHER REPORTS Doug Haney, Corporation Counsel, gave the annual report for the Ethics Board. PUBLIC HEARINGS Councilor President Rider announced the First Reading of Ordinance Z-630-18; An ordinance Establishing The Gramercy West Planned Unit Development District. Councilor Kimball moved to introduce the item into business. Councilor Finkam seconded. Jim Shinaver, Nelson and Frankenberger, presented the item to Council. Council President Rider opened the public hearing at 6:17 p.m. Seeing no one who wished to address Council, Council President Rider closed the public hearing at 6:18 p.m. Council President Rider referred the item to the Land Use and Special Studies Committee. NEW BUSINESS Councilor President Rider announced the First Reading of Ordinance D-2425-18: An ordinance of the Common Council of the City of Carmel, Indiana, Amending Carmel City Code Chapter 8, Article 4, Section 8-43(a)(5). Councilor Green moved to introduce the item into business. Councilor Finkam seconded. Councilor Green presented the item to Council. Councilor Carter moved to amend Ordinance D-2425-18 by amending line 47 to read as follows: Proof of payment to the Carmel Street Department for street signs and/or embedded pavement markers installed or caused to be installed pursuant to this Ordinance; and. Councilor Green seconded. There was no Council discussion. Council President Rider called for the vote. The motion to amend was approved 6-0. Councilor Green moved to suspend the rules and act on this tonight. Councilor Finkam seconded. There was no Council discussion. Council President Rider called for the vote. The motion was approved 6-0. Councilor Finkam moved to approve Ordinance D-2425-18 As Amended. Councilor Carter seconded. There was no Council discussion. Council President Rider called for the vote. Ordinance D-2425-18 As Amended was approved 6-0. Councilor President Rider announced Resolution CC -03-19-18-01: A Resolution of the Common Council of the City of Carmel, Indiana, Approving Certain Matters in Connection with the Legacy Project Economic Development Area and Plan. Councilor Worrell moved to introduce the item into business. Councilor Carter seconded. Bruce Donaldson, Barnes and Thornburg, presented the item to Council. 2 Loren Matthes, Umbaugh, presented to Council. Council President Rider referred the item to the Finance, Utilities and Rules Committee Councilor President Rider announced Resolution CC -03-19-18-02: A Resolution of the Common Council of the City of Carmel, Indiana, Approving a Transfer of Funds in the 2018 Carmel Redevelopment Department Budget. Councilor Worrell moved to introduce the item into business. Councilor Finkam seconded. Councilor Worrell presented the item to Council. Councilor Worrell moved to approve Resolution CC -03-19-18-02. Councilor Carter seconded. There was no Council discussion. Council President Rider called for the vote. Resolution CC -03-19-18-02 was approved 6-0. Councilor President Rider announced Resolution CC -03-19-18-03: A Resolution of the Common Council of the City of Carmel, Indiana, Granting a Waiver that Certain Private Streets be Improved to City Standards Before Being Dedicated to the City. Councilor Green moved to introduce the item into business. Councilor Finkam seconded. Councilor Green presented the item to Council. Council President Rider referred the item to the Finance, Utilities and Rules Committee OTHER BUSINESS City Council Appointments Carmel Economic Development Commission (Term Expires 1/31/17, two year term); One appointment. TABLED Carmel Cable Telecommunications Commission (Term expires 3/31/18, two year term to 3/31/2020); One appointment. TABLED ANNOUNCEMENTS There were none.
