Sherman Drive Beech Grove, IN 46107 RE: Copperleaf PUD Rezone Docket No. 17110014 Z Mr. Hall, Please find enclosed 1 set of revised Primary Plat and Drainage Report for Copperleaf. The plans have been revised per your comment letter dated December 19, 2017. I have addressed each of your items individually with a numbering system consistent to your comment letter. 1. Per Section 102.05.ii.a of the manual, the Pre-Developed Drainage Report shall include a watershed map including any off-site drainage areas that need to be accommodated, including the fully developed right-of-way per the City of Carmel 20-year Thoroughfare Plan. Reviewing the existing basin map in the report, it appears the area of basin PRE-SE is undersized, as a significant portion of the southwest corner of the site discharges directly to Boone Creek. Please review and revise. Drainage Report revised. The PRE-SE basin was updated. The full 131st Street ROW was added to the PRE-W basin. 2. Per Section 102.05.iii.c of the manual, the Post-Developed Drainage Report shall include detention calculations. a. Per Section 302.12 of the manual, design and construction of the stormwater facility shall provide for the discharge of the stormwater runoff from off-site land areas as well as the stormwater from the area being developed to an acceptable outlet as determined by the City of Carmel having capacity to receive upstream (off-site) and on-site drainage. Per the Hamilton County Surveyor’s Office, the dry basin in Austin Oaks is not an acceptable outlet to receive on-site drainage. Approval of the outlet from this development will be required from both the Boone County Surveyor’s Office, Hamilton County Surveyor’s Office, and the City of Carmel. Drainage Report and Primary Plat revised. The drainage outfall has been revised per a meeting with Boone County Surveyor’s Office and Hamilton County Surveyors Office to route the primary storm sewer outfall within the existing Austin Oaks Dry Detention “Bank” to the existing Dry Detention Outlet and discharge directly to Boone Creek. Thus Onsite drainage is now entirely routed directly to Boone Creek and not discharged into the Austin Oaks Dry Detention basin. Austin Oaks Dry Detention Basin will only receive water from Lake #2 spillway for storm events in excess of the 10-year event due to offsite runoff (which mimics the pre-development runoff routing). b. It appears that the allowable release rate from Lake #1 is the combined allowable release rates for the entire 22.1 Acre site. Per Section 302.03 of the manual, for sites where the pre- developed area has more than one (1) outlet, the release rate should be computed based on pre-developed discharge to each outlet point. The computed release rate for each outlet point shall not be exceeded at the respective outlet point even if the post developed conditions would involve a different arrangement of outlet points. The allowable release rate to the dry basin in Austin Oaks should not exceed the rate computed based on pre-developed discharge to the east line of Austin Oaks. This rate is dependent on comments #1 and #2.a above. Drainage Report revised. Per revisions to outfall based on comment 2a, both existing basins are tributary to Boone Creek. The onsite release rate to Austin Oaks Dry Detention basin is 0.00 cfs. 3. Per Section 102.05.iv of the manual, the summary report should provide the following: a. A statement as to the flooding potential, if any, of the proposed subdivision. See sheet C1.1, Drainage Summary lower right corner. b. The expected impact of the proposed subdivision’s storm water runoff on any receiving stream or downstream property. See sheet C1.1, Drainage Summary lower right corner. c. A general statement and supporting documentation demonstrating that detention of the fully developed right-of-way per the City of Carmel 20-year Thoroughfare Plan has been accommodated in the detention facility per Section 302 of the manual, and piping has been sized to convey runoff from the right-of-way to interior ponds. The proposed project falls in the incorporated area and MS4 jurisdiction of the City of Carmel. Noted. 2. The proposed project DOES NOT fall in a Carmel Wellhead Protection Zone. Noted. 3. The proposed project drains to Little Eagle Creek via Boone Creek in Boone County. Noted. 4. The preliminary drainage calculations comply with the allowable release rates for this project. 5. The site’s on-site primary outlet will need to discharge to Boone Creek downstream of the Austin Oaks outlet, and no through the Austin Oak dry detention basin, as required by Boone County Surveyor’s Office. The emergency overflow and the off-site bypass can continue through the Austin Oaks dry detention basin, as in the existing condition. Primary Plat and Drainage Report revised per HCSO/BCSO meeting per this direction. Revised documents are submitted to BCSO, Carmel, Crossroad Engineers as well. 6. The storm sewer system will be added to the Hamilton County Regulated Drains system. Noted. 7. The Hamilton County Surveyor’s Office has no comments or concerns with the PUD or primary plat. Noted. 8. Please submit construction plans and drainage calculations for the project when they become available. Noted. These needed corrections have been listed and are attached. In addition, you will find the some of the standard specifications required by the City Utility listed below. Please send them to: 3450 W. l3lsl Street Carmel, In 46074. • At project completion, as-builts must have all corrections made and submitted in the following digital and paper formats: • Files must be submitted on a CD-ROM in a jewel case labeled with Engineering Company Name, Project Name, & date CD was burned w/o using file compression in AutoCAD Version 2004 or earlier format. There should be one drawing labeled as Water Features with only water pertinent information. • Certified as-builts shall accurately reflect all field design. As-build must be stamped “Field Verified” and signed by the developer’s registered professional engineer or land surveyor. • Disc file names shall be clearly labeled and easily identifiable to all users. • Projection shall be referenced to NAD83, Indiana State Plane Coordinate System, East Zone, using U.S. Survey Feet and per the Hamilton County datum. • All pertinent drawing elements will reside in the primary drawing file. There shall be no cells, nodes, blocks, or reference files attached to the drawing. • Tie into section corners in the Indiana State Plane Coordinate System to insure proper orientation. • All underground fittings shall be marked with lath or PVC and identification for GPS capturing. • Must show measurements between all fittings and from centerlines with each fitting identified, water mains identified by size and material, services from lot line and centerline, and location of any taps. • The as-built, both paper and digital, must be revised to show the exact location of all water mains, laterals constructed, hydrants, valves, service lines & fittings as installed with measurements from a permanent structure (e.g. fire hydrant) • After installation, actual point coordinate locations for all hydrants, valves, fittings, etc. shall be captured using a Survey Grade GPS unit.
