MEETING MINUTES
MONDAY, APRIL 16, 2018 - 6:00 P.M.
COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE
MEETING CALLED TO ORDER
Council President Kevin D. Rider; Council Members: Laura Campbell, Anthony Green, Jeff Worrell, Sue
Finkam, H. Bruce Kimball and Deputy Clerk Jacob Quinn were present.
Councilor Ronald E. Carter was not present.
Council President Rider called the meeting to order at 6:00 p.m.
INVOCATION
Pastor Sam Howard, The Gathering, delivered the Invocation.
Councilor Campbell led the Pledge of Allegiance.
RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS
There were none.
APPROVAL OF MINUTES
Councilor Kimball moved to approve minutes from the March 19, 2018 Regular Meeting. Councilor
Campbell seconded. There was no Council discussion. Council President Rider called for the vote.
Minutes were approved 6-0.
Councilor Campbell moved to approve minutes from the March 29, 2018 Special Meeting. Councilor
Kimball seconded. There was no Council discussion. Council President Rider called for the vote.
Minutes were approved 4-0 (Worrell and Finkam abstained).
RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL
There were none.
COUNCIL AND MAYORAL COMMENTS/OBSERVATIONS
Councilor Worrell stated that Carmel High School is recognizing their top 100 academic scholars. He also
recognized Nancy Heck for being on the cover of the Carmel Monthly Magazine for her 20 years of
service.
ACTION ON MAYORAL VETOES
There were none.

CLAIMS
Councilor Finkam moved to approve Payroll in the amount of $2,592,310.75. Councilor Campbell
seconded. There was no Council discussion. Council President Rider called for the vote. Payroll was
approved 6-0.
Councilor Green moved to approve General Claims in the amount of $2,001,613.34. Councilor Finkam
seconded. There was no Council discussion. Council President Rider called for the vote. Claims were
approved 6-0
Councilor Finkam moved to approve Retirement in the amount of $98,665.65. Councilor Worrell
seconded. There was no Council discussion. Council President Rider called for the vote. Retirement was
approved 6-0
Councilor Kimball moved to acknowledge Wire Transfers in the amount of $2,246,336.69. Councilor
Campbell seconded. There was no Council discussion. Council President Rider called for the vote. Wire
Transfers were acknowledged 6-0
COMMITTEE REPORTS
Councilor Finkam reported that the Finance, Utilities and Rules Committee had met and both items
remain in committee.
Councilor Campbell reported that the Land Use and Special Studies Committee had met and the report
would be given when the item appears on the agenda.
OTHER REPORTS
Henry Mestetsky, Executive Director of the Carmel Redevelopment Commission, gave the monthly
report.
Sam Burgess, Carmel Historic Preservation Commission staff, gave the quarterly report.
Winston Long, President of the Carmel Cable and Telecommunications Commission, gave the bi-annual
report.
Maria Murphy, CEO & Market Master of the Carmel Christkindlmarkt, gave a report to Council.
Nancy Heck, Director of Community Relations and Economic Development, gave a report to Council on
the Ice at Center Green.
Councilor Green moved to add Ordinances D-2421-18 and D-2422-18 to the agenda. Councilor Campbell
seconded. There was no Council discussion. Council President Rider called for the vote. The motion was
approved.
OLD BUSINESS
Councilor President Rider announced the Second Reading of Ordinance Z-630-18; An ordinance
Establishing The Gramercy West Planned Unit Development District. Councilor Campbell announced
that the item was returning from the Land Use and Special Studies Committee with a positive 3-0
recommendation. Jim Shinaver, Nelson and Frankenberger, addressed Council. Councilor Finkam moved

President Rider called for the vote. Ordinance Z-630-18 was approved 6-0.
Councilor President Rider announced Resolution CC -03-19-18-01: A Resolution of the Common
Council of the City of Carmel, Indiana, Approving Certain Matters in Connection with the Legacy Project
Economic Development Area and Plan; Sponsor: Councilor Worrell. The Item remains in the Finance,
Utilities and Rules Committee
Councilor President Rider announced Resolution CC -03-19-18-03: A Resolution of the Common
Council of the City of Carmel, Indiana, Granting a Waiver that Certain Private Streets be Improved to
City Standards Before Being Dedicated to the City; Sponsor: Councilor Green. The Item remains in the
Finance, Utilities and Rules Committee
PUBLIC HEARINGS
Councilor President Rider announced the First Reading of Ordinance D-2415-18; An Ordinance of the
Common Council of the City of Carmel, Indiana, Authorizing and Approving an Additional
Appropriation of Funds from the Operating Balance of the General Fund to the 2018 Carmel Fire
Department Budget. Councilor Finkam moved to introduce the item into business. Councilor Campbell
seconded. Chief Dave Haboush, Carmel Fire Department, presented to Council. Council President Rider
opened the public hearing at 7:33:25 p.m. Seeing no one who wished to address Council, Council
President Rider closed the public hearing at 7:33:45 p.m. Councilor Finkam moved to suspend the rules
and act on this tonight. Councilor Campbell seconded. There was no Council discussion. Council
President Rider called for the vote. The motion was approved 6-0. Councilor Finkam moved to approve
Ordinance D-2415-18. Councilor Green seconded. There was no Council discussion. Council President
Rider called for the vote. Ordinance D-2415-18 was approved 6-0.
NEW BUSINESS
Councilor President Rider announced Resolution CC -04-16-18-01: A Resolution of the Common
Council of the City of Carmel, Indiana, Approving a Transfer of Funds Between the Grant Fund (CFD)
(#900) and the General Fund (#101). Councilor Finkam moved to introduce the item into business.
Councilor Worrell seconded. Chief Haboush presented the item to Council. Councilor Finkam moved to
approve Resolution CC -04-16-18-01. Councilor Worrell seconded. There was no Council discussion.
Council President Rider called for the vote. Resolution CC -04-16-18-01 was approved 6-0.
Councilor President Rider announced Resolution CC -04-16-18-02: A Resolution of the Common
Council of the City of Carmel, Indiana, Adopting the City of Carmel Fire Department Strategic Plan.
Councilor Campbell moved to introduce the item into business. Councilor Green seconded. Chief
Haboush presented the item to Council. Councilor Worrell moved to approve Resolution CC -04-16-18-
02. Councilor Finkam seconded. There was no Council discussion. Council President Rider called for the
vote. Resolution CC -04-16-18-02 was approved 6-0.
Councilor President Rider announced the First Reading of Ordinance S-74-18; An Ordinance of the
Common Council of the City of Carmel, Indiana, Repealing and Replacing Chapter 9, Article 3 of the
Carmel City Code. Councilor Campbell moved to introduce the item into business. Councilor Finkam
seconded. John Duffy, Director of the Department of Utilities, introduced the item to Council. Council
President Rider referred the item to the Finance, Utilities and Rules Committee
Councilor President Rider announced the First Reading of Ordinance D-2419-18; An Ordinance of the
Common Council of the City of Carmel, Indiana, Adding Subsections (61), (62), (63) and (64) to Chapter
8, Article 5, Section 8-47(a) of the Carmel City Code. Councilor Finkam moved to introduce the item into
business. Councilor Campbell seconded. Jon Oberlander, Assistant City Attorney, presented the item to
Council. Councilor Finkam moved to suspend the rules and act on this tonight. Councilor Campbell
seconded. There was no Council discussion. Council President Rider called for the vote. The motion was
approved 6-0. Councilor Finkam moved to approve Ordinance D-2419-18. Councilor Worrell seconded.

approved 6-0.
Councilor President Rider announced the First Readine of Ordinance D-2418-18; An Ordinance of the
Common Council of the City of Carmel, Indiana, Amending Chapter 2, Article 4, Section 2-114 of the
Carmel City Code. Councilor Campbell moved to introduce the item into business. Councilor Finkam
seconded. Jon Oberlander presented the item to Council. Councilor Finkam moved to suspend the rules
and act on this tonight. Councilor Campbell seconded. There was no Council discussion. Council
President Rider called for the vote. The motion was approved 6-0. Councilor Finkam moved to approve
Ordinance D-2418-18. Councilor Worrell seconded. There was no Council discussion. Council President
Rider called for the vote. Ordinance D-2418-18 was approved 6-0.
Councilor President Rider announced the First Readine of Ordinance D-2420-18; An Ordinance of the
Common Council of the City of Carmel, Indiana, Adding Chapter 2, Article 4, Section 2-150 to the
Carmel City Code. Councilor Campbell moved to introduce the item into business. Councilor Finkam
seconded. Jon Oberlander presented the item to Council. Councilor Finkam moved to suspend the rules
and act on this tonight. Councilor Campbell seconded. There was no Council discussion. Council
President Rider called for the vote. The motion was approved 6-0. Councilor Finkam moved to approve
Ordinance D-2420-18. Councilor Campbell seconded. There was no Council discussion. Council
President Rider called for the vote. Ordinance D-2420-18 was approved 6-0.

Councilor President Rider announced the First Readine of Ordinance D-2421-18; An Ordinance of the
Common Council of the City of Carmel, Indiana, Amending Chapter 8, Article 4, Section 8-43 of the
Carmel City Code. Councilor Green moved to introduce the item into business. Councilor Campbell
seconded. Jon Oberlander presented the item to Council. Councilor Green moved to suspend the rules and
act on this tonight. Councilor Finkam seconded. There was no Council discussion. Council President
Rider called for the vote. The motion was approved 6-0. Councilor Green moved to approve Ordinance D-
2421-18. Councilor Campbell seconded. There was no Council discussion. Council President Rider called
for the vote. Ordinance D-2421-18 was approved 6-0.

Common Council of the City of Carmel, Indiana, Amending Chapter 3, Article 2, Section 3-58 of the
Carmel City Code. Councilor Green moved to introduce the item into business. Councilor Campbell
seconded. Jon Oberlander presented the item to Council. Councilor Finkam moved to suspend the rules
and act on this tonight. Councilor Green seconded. There was no Council discussion. Council President
Rider called for the vote. The motion was approved 6-0. Councilor Finkam moved to approve Ordinance
