CARMEL TECHNICAL ADVISORY COMMITTEE
MEETING MINUTES
Date: Wednesday, January 17, 2018
Place: Dept. of Community Services Conference Room, 3rd Floor, Carmel City Hall.
Time: 9:00 a.m. (Approximate start times for each item are listed below)
9:00 a.m. (SU, V) LeafSpring School.
The applicant seeks the following special use approval for a kindergarten/preschool and private
school on 3.93 acres:
Docket No. 17120025 SU ZO Chptr 5.02: Permitted Uses, Special Use required for a
School.
Docket No. 17120026 V ZO Chptr 5.04.03.F: Max. 35% lot cover allowed; 39%
proposed.
The site is located at 14590 Cherry Tree Rd. It is zoned S-1/Residence. Filed by Jim Shinaver of
Nelson & Frankenberger, on behalf of Imagine and Discover, Inc. dba Rainbow Station.
Jim Shinaver with Nelson & Frankenberger, Foluso Alofe and Gene Beiermann with American
Structurepoint, Steven Ramos with Imagine & Discover, Inc., and Lourenzo Giple and Todd
Rottmann with Rottmann Collier Architects presented the project. Mr. Shinaver said he has received
staff comment letters.
Joanie Clark – Vectren Energy
- No objections. Ms. Clark said the 4-inch plastic main is on the west side of Cherry Creek Road
so it would be very long service.
Greg Hoyes – Hamilton County Surveyor’s Office
- Letter sent. No objection to the use variance. Mr. Hoyes added that he has received the drainage
calculations and will get them reviewed.
David Littlejohn – City of Carmel Alternative Transportation Coordinator
- Letter sent. Mr. Littlejohn said there is a 10-foot path required along Cherry Tree Road. Also
Mr. Littlejohn said he has sent the bike parking standards so the petitioner will know whether the
bike racks they propose will meet the standards.
Daren Mindham – City of Carmel Urban Forestry
- Review comments sent. Mr. Mindham said the main concern is to make sure the existing trees
which are being preserved are shown on the plans.
Jason Stewart – City of Carmel Utilities Department
- Comment letter sent January 9. No further comments.
Dave McCoy – City of Carmel Addressing Coordinator
- No comments.

Alex Jordan – City of Carmel Engineering Department
- Engineering Department has no issues with the special use amendment. Mr. Jordan said
Crossroads Engineering and John Thomas have both looked at the plans. Comments will be sent
soon.
Nick Mishler – City of Carmel Building & Code Enforcement
- No comments.
Alexia Lopez – City of Carmel Planning & Zoning
- No comments.
Angie Conn – City of Carmel Planning & Zoning
- Comments sent. Department is awaiting an official response to the comments. Mr. Shinaver said
he understands TAC review comments are due February 16. Mr. Rottmann said the 10-foot path
will be difficult to achieve with the existing utilities. He asked if the Department would be open
to providing half of this path on the owner’s property and providing easement for this. Mr.
Littlejohn said if the path cannot be facilitated in the right-of-way the Department would ask that
it be placed in an easement.
Christina Girod - Duke Energy
- Email sent on January 5th to Structurepoint indicating that Duke will be servicing this area. Ms.
Girod said when service is to be established, she will be the point of contact.
9:20 a.m. Docket No. 18010004 Z: West Bridge PUD Rezone.
The applicant seeks approval to rezone and primary plat 13.91 acres to PUD/Planned Unit
Development in order to develop 35 single-family dwellings. The site is located at 4281 W 106th
Street, and is zoned S-1/Residential. Filed by Randy Green with ISBG Capital LLC.
Randy Green with ISBG Capital LLC and Mike Reeve with Terra Site Development presented the
project.
Joanie Clark – Vectren Energy
- Ms. Clark said she does not think Vectren has received plans for this, but if the development
would like gas service, it is available on the north and south sides of 106th Street.
Greg Hoyes – Hamilton County Surveyor’s Office
- Mr. Hoyes said regarding the PUD there are no comments. However, regarding the Primary Plat,
there are several comments. The one major comment is the Petitioners missed a gas pipeline on
the property. Mr. Hoyes said there is a Shell Equilon pipeline that runs further southeast than the
other four, and he said the Petitioner should contact Equilon to find out about the easement
through the property. Also, Mr. Hoyes said the Department has concerns with the regulated drain
relocation. Other issues include pipes being shown within lots and easements not being wide
enough. Mr. Reeve asked if it was a possibility to get the easement down to 30 feet. Mr. Hoyes
said this would be a possibility if it is piped, but if it’s an open ditch, the distance would be 25
feet from top of bank on each side.
David Littlejohn – City of Carmel Alternative Transportation Coordinator
- Letter sent. Mr. Littlejohn said he would like to see the multi-use path and sidewalks on the
plans. Also, it appears there is a conflict with the trees and sidewalks being shown in the same
area. Finally, Mr. Littlejohn said the right-of-ways in the PUD do not meet the thoroughfare
plan.

Daren Mindham – City of Carmel Urban Forestry
- Letter sent on the PUD. Mr. Mindham said he will need a complete landscape plan.
Ryan Hartman – Clay Township Regional Waste District
- No issue with the rezone. Mr. Hartman said he is not ready to make comments on the primary
plat since the drawings were incomplete.
Dave McCoy – City of Carmel Addressing Coordinator
- No comment.
Rodney Johnson – Indianapolis Power & Light
- Mr. Johnson said IPL’s concern is the conduit delivered out to the site is installed per the
pipeline specs.
Alex Jordan – City of Carmel Engineering Department
- Comments sent. A majority of the comments were regarding detention, as it was not clear from
the plans where the detention is going to be. Also, it appears that the entire east side of the site is
discharging directly to the regulated drain without being detained. Mr. Reeve said the discharge
is actually going to a dry pond. Mr. Scott asked if a Hammerhead street with 50-foot turnaround
would be acceptable. Mr. Jordan said the Petitioner would need to check with the fire department
to see if this would be acceptable. He added that the Department typically prefers cul-de-sacs in
these situations.

Alexia Lopez – City of Carmel Planning & Zoning
- Department is still reviewing. Mr. Scott asked if there would be a way that some of the right-of-
ways in the PUD would be smaller than the current 56-foot requirement. Ms. Lopez said
Engineering would need to be involved and there would be other factors, such as whether parking
would be restricted on one side of the street or both.
