Time: 9:00 a.m. (Approximate start times for each item are listed below) 9:00 a.m. Docket No. 18010007 DP Amend/ADLS Amend: Pearson Ford Parking Expansion. The applicant seeks site plan and design approval for 2 new parking lots, on 1.44 acres. 120 new spaces are proposed. The site is located at 10650 N Michigan Rd. and is zoned B-3/Business. Filed by Rex Ramage with Faegre Baker Daniels on behalf of the owner, Nottingham, LLC. Rex Ramage with Faegre Baker Daniels and Russ Webster with Weihe Engineers presented the project. Greg Hoyes – Hamilton County Surveyor’s Office - Letter sent. This does not drain to a Hamilton County regulated drain. Joanie Clark – Vectren Energy - Email sent. Gas service is not in the way of this construction. Ryan Hartman – Clay Township Regional Waste District - Comments sent. Mr. Hartman said there are no comments, except to make sure the tree plantings are not over the top of easements. Christina Girod - Duke Energy - Email sent. Ms. Girod said she has raised concerns about the underground line and she is awaiting plans to verify there is no conflict. Mr. Webster said this may need to be re-routed and added that he will send an exhibit soon. Daren Mindham – City of Carmel Urban Forestry - Review comments sent via Project Dox. Mr. Mindham said having a perimeter buffer along 106th Street is the main concern. David Littlejohn – City of Carmel Alternative Transportation Coordinator - Comments submitted via Project Dox. Mr. Littlejohn said it looks like the path is outside of the right-of-way. The Department would want this path to be located inside a right-of-way or easement. Mr. Littlejohn said looking at the aerial view, the parcel to the west contains a path that leads directly into a lake. This parcel is in Boone County and outside Carmel’s jurisdiction but Mr. Littlejohn said the Department considers this a safety hazard. Mr. Ramage said the petitioners will look at this to see if it can be removed but if it is too costly it may not be something they would consider. Steve Cook – City of Carmel Utilities Department - Mr. Cook said he has not seen the plans but if there are no water additions at the site, the plans will not need to be reviewed. Nick Mishler – City of Carmel Building & Code Enforcement - No comments. Rachel Keesling – City of Carmel Planning & Zoning - No comments at this time. The Department has not yet seen plans for this. Alexia Lopez – City of Carmel Planning & Zoning - Ms. Lopez said there is one department that will need to issue comments before they will be visible to the petitioner. Ms. Lopez said she has the same comment as Mr. Mindham regarding labeling of the buffer yard along 106th Street. Also, she asked if the parcel 9 is the Hamilton County line and if the drainage to the west is another parcel. Mr. Ramage said the parcel is owned by the HOA if the technology park. Mr. Webster said the little ponds are all part of the drainage for the office park. 9:10 a.m. Docket No. 18020002 DP/ADLS: College & 116th Townhome Community The applicant seeks site plan and design approval for 59 townhome lots (attached dwellings) on 4 acres. The site is located at the southwest corner of 116th St. and College Ave. It is zoned College & 116th PUD/Planned Unit Development, Z-626-17. Filed by Jim Shinaver of Nelson and Frankenberger on behalf of Onyx and East, LLC. Jon Dobosiewicz with Nelson & Frankenberger, David Leazenby with Onyx & East, Matt Maple with HWC Engineering, and Todd Rottmann with Rottmann Collier Architects presented the project. Greg Hoyes – Hamilton County Surveyor’s Office - Comment letter sent. Outlet permit will be required, as well as the final plans when petitioner has received approval. Joanie Clark – Vectren Energy - Ms. Clark has been contacted regarding the project. No further comments. Ryan Hartman – Clay Township Regional Waste District - Department is still awaiting plan review fees, so the review has not yet started. Christina Girod - Duke Energy - This project is in Indianapolis Power & Light service area. Daren Mindham – City of Carmel Urban Forestry - Email sent regarding the Open Space Plan. Revisions were sent which addressed the comments. Mr. Dobosiewicz said the PUD does not specify Open Space and refers to Common Area. It also establishes a 25% requirement for common area and landscape area. Mr. Mindham said he looked up the common area definition and is not sure if the 3-foot slivers of property are located on HOA or private property. Page 3 of 6 City of Carmel Technical Advisory Committee February 21, 2018 Linda Lohmiller – Indianapolis Power & Light - Ms. Lohmiller said she has not seen any plans for this project. Asked if the project has utility easements or if these will need to be added. Ms. Lohmiller said the transformers will be front lot and accessible. Also, the meters will be clustered together and will not be spread out. Steve Cook – City of Carmel Utilities Department - Mr. Cook said he met with the petitioners and is waiting the corrections. Dave McCoy – City of Carmel Addressing Coordinator - Addresses will be provided at a later date. Mr. McCoy said if the site plan is sent, the addresses can be reviewed immediately. Nick Mishler – City of Carmel Building & Code Enforcement - Mr. Mishler said there has been one demolition permit filed for one structure on the site. This permit is subject to the 60-day waiting period for historical structures, and can be released on March 19. The other structure has not been filed yet for demolition. Mr. Leazenby said the 2nd structure on the property was intentionally left off the demolition application and will be applied for at a later time. Mr. Dobosiewicz asked how long the permit would be valid once it’s issued. Mr. Mishler said it would be valid for six months from the date the permit is issued, not when the work is actually started. However, Mr. Mishler added that if the contractor runs into issues and the demo takes longer than six months, the Department will typically work with the contractor to grant an extension. Ms. Lopez said one question concerning the primary plat was the difference between the common area and the property lines. Ms. Lopez also asked about the trees around the lift station and whether they can be saved. Mr. Maple said there is a driveway that runs right through this area so they will not be able to stay. Ms. Lopez asked if the petitioners can show this on the plans. 9:15 a.m. Docket No. 18020003 DP Amend/ADLS Amend: IEP Therapy, Building and Parking Addition. Requested Docket No. 18020007 V: UDO Sec. 3.14.A.1: No Parking In The Front Yd, Parking In Front Requested The applicant seeks site plan and design approval with variances for a building addition and parking lot addition on 0.126 acres. The site is located at 715 E 107th St. It is zoned R-3 with an existing Use Variance for office within the Homeplace Business District . Filed by Adam DeHart with Keeler- Webb Associates on behalf of IEP Therapy. Adam DeHart and Tim Nintrup with Keeler-Webb Associates and Joshua Marraccini with IEP Therapy presented the project. Mr. DeHart said IEP provides occupational, educational, and even physical therapy for students and employees. This therapy is typically provided as a contract service for entities all over Indiana and surrounding states. Mr. Marraccini said IEP has approximately 60 therapists as well as 6 or 7 office employees. Mr. DeHart said the company also has an RV which is used similarly to a blood drive RV. Mr. DeHart said since all of these therapists are independent contractors there is no office or therapy space in the schools. The RV is also used for testing. Page 4 of 6 City of Carmel Technical Advisory Committee February 21, 2018 Greg Hoyes – Hamilton County Surveyor’s Office - Mr. Hoyes said he will provide a comment letter but he will need drainage calculations because the impervious surface is increasing significantly and Home Place does not have good drainage. Mr. DeHart asked about the 10-inch drainage tile and whether it was considered a county drain. Mr. Hoyes said he will need to research. Mr. DeHart asked the status of the Home Place annex as of February 21. Mr. Hoyes said from his understanding it has not yet been annexed and is therefore still under county drainage jurisdiction until further notice. Joanie Clark – Vectren Energy - Ms. Clark said since gas service is being requested, the petitioner will need to submit a service request. Ryan Hartman – Clay Township Regional Waste District - Mr. Hartman said comments have been sent. Mr. Nintrup said he was able to access the crawlspace and see where the line goes down, but he does not yet know where the line exits the building. He said the details will be noted on the revised plans. Mr. Hartman said there still may be fees due for this project. Christina Girod - Duke Energy - Ms. Girod said the addition on the west side of the building appears to be on top of the line that currently feeds the building. She said she would like to meet to discuss the relocation. Daren Mindham – City of Carmel Urban Forestry - Comments sent via Project Dox. Mr. Mindham said most of the comments were based on tree preservation and addition of species. Ms. Lopez asked about the alley and if there has been discussion of improving it all the way to College Ave. Mr. DeHart said from what he understands they are only allowed to improve the area located within their property. The site is located at 9615 College Ave. and is zoned B-3/Business. Filed by Chas Duffey with Browning Day Mullins Dierdorf on behalf of the owner Justin Christian with BC Forward. Chas Duffey with Browning Day Mullins Dierdorf Architects, Bob Dugger with Cushman Wakefield and Nicholas Vergatos with JPS Consulting Engineers presented the project. Greg Hoyes – Hamilton County Surveyor’s Office - Letter sent. Mr. Hoyes said he will need some questions answers to determine the release rates required, and also an outlet permit. Joanie Clark – Vectren Energy - Ms. Clark asked if gas service would be requested. Mr. Vergatos said at the time of submittal the answer was no, but he will be meeting with the owner and will clarify. Mr. Dugger said there is a meter on site that has been retired in preparation for a demolition permit. Ryan Hartman – Clay Township Regional Waste District - Comments have been sent. Mr. Hartman said the Department would like to see the project re-use the existing lateral stub. Daren Mindham – City of Carmel Urban Forestry - Comments sent. No major issues. Linda Lohmiller – Indianapolis Power & Light - Ms. Lohmiller asked the size of service that will be required for this building, since the plans show a new transformer being installed. Mr. Dugger said right now it is a spec office building at 17,000 square feet, and the new building will be smaller. Ms. Lohmiller said the existing service will be going away, however there is a transformer that powers an adjacent building that would be the same voltage, and can be used for this project. Ms. Lohmiller added that the CT cabinet on the north end of the building is fine, however, it has plants in front of it which are not allowed. Mr. Dugger said he knows there is a commitment to a path but he is not sure about an actual road. Page 6 of 6 City of Carmel Technical Advisory Committee February 21, 2018 9:45 a.m. Docket No. 18020009 ADLS Amend: Tom Wood Jaguar Land Rover Volvo Remodel The applicant seeks site plan and design approval for a 2,600 sf building addition and remodel. The site is located at 4620 E 96th St. and is zoned B-3/Business. Filed by Roger Ward with Roger Ward Engineering on behalf of Tom Wood. Roger Ward with Roger Ward Engineering presented the project. Mr. Ward said this is a unique project in that Jaguar and Land Rover are British brands and Volvo is Scandinavian, so this project will attempt to blend all of these styles together. He added that this project will actually reduce the number of parking spaces from 594 to 577. Greg Hoyes – Hamilton County Surveyor’s Office - Letter sent. No further comments. Linda Lohmiller – Indianapolis Power & Light - Ms. Lohmiller said the plans indicate this project is Duke Energy but it should actually be IP&L. Steve Cook – City of Carmel Utilities Department - Mr. Cook said if there are no changes to the water utilities, there are no comments. Ms. Lopez said this project will not require a public hearing, as similar projects have just been filed as amendments. Ms. Lopez added that there may be variances required and these will be detailed in the comment letter. Mr. Ward said on one of the exterior walls, the corporate brands have indicated they would like a very expensive siding that is shipped from overseas. He added that the sides may stay the same material
