MEETING MINUTES

The applicant seeks use variance approval to operate a personal fitness training business out of a
residentially zoned site:
Docket No. 18020012 UV UDO Sections 2.11 & 3.56 – Permitted uses, Business use requested.
The site is located at 120 1st St NE in Carey Addition, Lot 9 (part). It is zoned R3/Residence and falls
within the Old Town Overlay Zone, Character Subarea. Filed by Kevin Buchheit of Krieg DeVault,
on behalf of John Karesh of Paradise Personal Training.

9:10 a.m. Docket No. 18020014 DP Amend/ADLS: The Play School at Legacy – Building Addition.
The applicant seeks site plan and design approval for a 2,500 sq. ft. building addition for two new
classrooms. The site is 2.01 acres in size. It is located at 14454 Community Drive and is zoned PUD
(The Legacy Z-501-07). Filed by Brian Cross of Civil Site Group, Inc. on behalf of the owner, The
Play School at Legacy.

Brian Cross with Civil Site Group presented the project. Mr. Cross said the owners would like to add
two classrooms to the eastern wing of the building and extending the wing further south. Mr. Cross
said the fire protection, HVAC, gas service, and water will be extended internally. The only service
to be extended externally is the sanitary sewer. The style of the addition will match the existing
building.

9:20 a.m. Docket No. 18020015 DP Amend/ADLS: IU Health North Campus – Cancer Center.
Docket No. 18020016 ZW (Z-409-03): Section 2, IV, A, 2, ii – Minimum Building Height in Area
1-A: 38’ and 3 occupiable stories required, 45’4” and only 2 occupiable stories requested
The applicant seeks site plan & design approval to add a cancer center building with 2 stories (45’4”)
totaling 88,000 sq. ft. to the existing hospital campus. The site is located at 11700 N. Meridian St.
(within the existing parking lot to the south of the hospital). It is zoned PUD within the Clarian North
Hospital Campus PUD. Filed by Timothy E. Ochs of Ice Miller on behalf of Indiana University
Health.
Brian Moll with IU Health, Tim Ochs with Ice Miller, Kyle Hardie with MSKTD, and David Lach
with Cripe Engineering presented the project. Mr. Moll said the building has been designed so it can
be expanded upward in the future if necessary.

Rodney Johnson – Indianapolis Power & Light
- Mr. Johnson said as long as the new building does not extend past the south end of the existing
parking lot, there should not be any problems.
Rachel Keesling – City of Carmel Planning & Zoning
- Comments will be issued on Project Dox. Ms. Keesling said overall the site is great, but the
main issue will be the third story piece and how it is integrated into the rest of the building
design. Ms. Keesling said she also has some questions on the brick work.

9:35 a.m. Docket No. 18020019 Z: 96th & Spring Mill, MC Rezone.
The applicant seeks approval to rezone approximately 30.15 acres to the MC/Meridian Corridor
zoning district, with the intent to develop the site into a campus like setting with multiple buildings
and parking garages. The site is currently zoned S-2/Single Family Residential & PUD (Parkwood
West PUD – Z-359-01). It is located at the northwest & northeast corner of 96th St. and Springmill
Rd. Filed by Jim Shinaver and Jon Dobosiewicz of Nelson & Frankenberger on behalf of the owner,
Ambrose Parkwood West II, LLC.
Bryan Sheward with Kimley Horn and Associates, Kevin Knue with Bremner Real Estate, Grant
Goldman with Ambrose Property Group, and Jon Dobosiewicz with Nelson & Frankenberger
presented the project.

Rachel Keesling – City of Carmel Planning & Zoning
- Ms. Keesling said based on the concept plan there should not be many comments. She added it
appears this development has taken into account all buffer yards and zoning requirements for this
area. Ms. Keesling said the Department would like this site to be a dynamic area as 96th Street is
considered a front door to this site. She added that parking garages lining 96th Street would not
engage the street and would not be a good front door to the neighbors. Ms. Keesling said David
Littlejohn could not be at the meeting, but his comments have been sent. Mr. Littlejohn had
asked for 10-foot asphalt paths required along all frontages. Also, short term bike parking will be
required for this development, and the Department strongly encourages long term bike parking.

The applicant seeks approval to rezone approximately 0.7 acres to the B-1/Business zoning district.
The site is currently zoned R-3/Residential within the Home Place Overlay, Business Sub-Area. It is
located on College Ave near 107th St. Filed by Simon Gao on behalf of the owner, Xiaoli Zhang.
Simon Gao presented the project. Mr. Gao said this property is being rezoned for an office building.
The adjacent address 10662 N. College has been vacant for 5 years.
