Time: 9:00 a.m. (Approximate start times for each item are listed below) 9:00 a.m. Docket No. 18030015 DP/ADLS: MetroNet Network Shelter. The applicant seeks site plan & design approval to build a new 336 sq. ft. utility shelter. The site is located at 30 8th St. NW and it is zoned R-1/Residential within the Range Line Rd/Carmel Dr. Overlay. Filed by Brian Tuohy of Doninger, Tuohy, & Bailey LLP on behalf of MetroNet, Inc. Brian Tuohy of Doninger, Tuohy & Bailey, and Steve Biggerstaff, Dan Greenbank and Mike Taylor of MetroNet presented the project. Mr. Tuohy said this structure originally was designed with a block exterior but based on suggestions from the Planning staff this has been changed to a brick exterior. The building will also be surrounded by a wrought iron fence with brick columns. Greg Hoyes – Hamilton County Surveyor’s Office - Mr. Hoyes said this building will require less drainage than the house which will be torn down, so there are no issues. Daren Mindham – City of Carmel Urban Forestry - Revised landscape plan has been stamped. The only comment is there are no utilities on the landscape plan. Mr. Mindham said there may need to be an adjustment in the location of trees one way or another. Alex Jordan – City of Carmel Engineering Department - Mr. Jordan said as the path is widened and the right-of-way is shown, the plans should be acceptable. Mr. Jordan said the applicant can apply for a Right-of-way permit to Caleb Warner in the Engineering office. Nick Mishler – City of Carmel Building & Code Services - Mr. Mishler said the demolition of the house will require a permit. Also, the building itself will require a permit, which would first require State of Indiana approval. Mr. Mishler added that all of the commercial building permits are done online now. David Littlejohn – City of Carmel Alternative Transportation Coordinator - Letter sent. Mr. Littlejohn said it sounds as if the issue of the 10-foot path in the right-of-way is already being addressed, so no further comments. Page 2 of 2 City of Carmel Technical Advisory Committee April 18, 2018 Alexia Lopez – City of Carmel Planning & Zoning - Project is still being reviewed. Ms. Lopez said this project is located in the Rangeline Road Overlay zone. Therefore, there are many requirements such as a second story or maximum setback of 10 feet that would not really apply to this building. Ms. Lopez said she spoke with the Director to see if this building could be exempt from these requirements, and this is still under review. Mr. Tuohy said MetroNet is a public utility based on being a telecommunications company in the State of Indiana. He added that MetroNet has the same rights to be in the right-of- way as a company such as AT&T or Comcast. Mr. Tuohy said this building will only house equipment and will not be staffed by any employees. This building will be the hub for all MetroNet equipment in the City of Carmel and will be essential to getting the MetroNet high speed service up and running. Mr. Tuohy said there is already equipment and infrastructure set up in various neighborhoods around the City. Since there is no copper used there is no degradation of signal. Mr. Tuohy said there has been a special running for the last year offering 1 gigabit speed for around $70 per month, which is unheard of for that speed. He added that another benefit of the fiber service is everyone in the house can be streaming and it will not diminish the speed. Ms. Lopez asked if there is a possibility to put windows on this building. Mr. Tuohy said it’s not really possible due to security of the building, although fake windows would be a possibility.
