Time: 9:00 a.m. (Approximate start times for each item are listed below) 9:00 a.m. Docket No. 18040005 SP/Replat: Replat, Newark Addition Subdivision, Lots 35 & 36. The applicant seeks administrative approval to replat 2 lots into 4, on 1.34 acres. The lots numbers will be 35A, 35B, 36A, and 36B. The site is located at 1032 Oswego Road. It is zoned R2/Residential. Filed by Brian Cross of Civil Site Group, Inc. on behalf of Dave Berman with Sigma Capital, LLC. Brian Cross with Civil Site Group, and Randy Sexton and Dave Berman with Sigma Builders presented the project. Mr. Cross said this is currently two lots occupied by one single-family home, and will be turned into four lots. When complete, there will be two lots facing Oswego and two facing Shoshone. Mr. Cross said tree preservation was a sensitive subject on this project, and the designers are doing their best to save more than 50% of the existing trees. The timeline of this project is structured in a way that the home on the north side will be built, and when the owners move in, their existing house to the south will be demolished. Greg Hoyes – Hamilton County Surveyor’s Office - Letter sent. There will be an outlet permit required for the drainage that goes north. Joanie Clark – Vectren Energy - Ms. Clark said there is gas to the existing home and it will need to be abandoned prior to the demolition. Dave McCoy – City of Carmel Addressing - Mr. McCoy said new addresses will need to be assigned. Mr. Berman said the existing homeowner would like to keep their existing address for the new house. Christina Girod – Duke Energy - Ms. Girod said Duke will need to be contacted prior to the demo as well as the new service to the new homes. Daren Mindham – City of Carmel Urban Forestry - Mr. Mindham said there are a few issues to work out once final plans are provided. Jason Stewart – City of Carmel Utilities - Mr. Stewart said he thinks all sanitary connections have been addressed. He also asked if any of the existing laterals will be reused or if they will all be new. Mr. Berman said he would prefer that all of these were new. Ms. Conn said the main concerns were a few of the easement widths were changed, and also regarding tree preservation, the Department is asking for at least four more trees to be saved somewhere on the site. Chris Ellison – City of Carmel Fire Department - No comments. Ryan Hartman – Clay Township Regional Waste District - This project is outside of CTRWD service territory. David Littlejohn – City of Carmel Alternative Transportation Coordinator - Project reviewed on Project Dox. No additional comments. Nick Mishler – City of Carmel Building & Code Services - Mr. Mishler said the timeline for the new house and demo could be tricky because both homes will have the same address, but he added that any issues can be worked through. Rachel Keesling – City of Carmel Planning & Zoning - No comments. Alexia Lopez – City of Carmel Planning & Zoning - No comments. 9:05 a.m. Docket No. 18040006 SP: Gramercy, Section 1. The applicant seeks secondary plat and construction plan approvals for 69 lots on 13.02 acres. The site is located at approximately 455 E. 126th Street, in the southwest quadrant of 126th St. and Kinzer Ave. It is zoned Gramercy West PUD. Filed by Ed Fleming of Platinum Properties Management Company, LLC. Brett Huff with Stoeppelwerth & Associates, and Ed Fleming with Platinum Properties presented the project. Mr. Huff said he believes David Weekley homes is going to build in this area with townhome products. Greg Hoyes – Hamilton County Surveyor’s Office - This project is not in a regulated drain water shed, so no comments. Joanie Clark – Vectren Energy - Ms. Clark asked if the gas will be in the way for this project. Mr. Huff said the gas will most likely need to be relocated. Ms. Clark said the developers will need to contact the Vectren 1-800 number to schedule this to be relocated. Dave McCoy – City of Carmel Addressing - Mr. McCoy said Section 1 only has about six lots that are addressing problems, and these are the southernmost lots since they don’t really have a street to address to. He added that Section 2 is filled with problem addresses, because of how the streets are set up. Mr. Huff said the main issue with addressing is the alleys are currently titled “A”, “B”, “C”, “D”, etc, and once these are given street names it should clear up much of the confusion. Daren Mindham – City of Carmel Urban Forestry - Mr. Mindham said he has stamped, approved landscape plans from the Primary Plat and said if the petitioner would like to make any changes they can let him know. Jason Stewart – City of Carmel Utilities - Mr. Stewart said the petitioner should have received a letter, but added the issues of the private sewers is still being worked out. Angie Conn – City of Carmel Planning & Zoning - Comments were issued at the beginning of the month. Department is still waiting on a response to the comments. Chris Ellison – City of Carmel Fire Department - Mr. Ellison said regarding the addressing, he would like to make sure everything is addressed with a street name. He added that he has not yet received the most recent set of drawings. Ryan Hartman – Clay Township Regional Waste District - This project is outside of CTRWD service area. David Littlejohn – City of Carmel Alternative Transportation Coordinator - Letter sent. Mr. Littlejohn said most of the comments were regarding the cycle track. He added that the City Engineer would like to go with the Copenhagen model, which is the cycle track adjacent to the sidewalk, as previously discussed. Also, the plan includes moving the landscaping out closer to the street. Mr. Littlejohn said the Department would like to see what type of buffer will separate pedestrians from cyclists. Alexia Lopez – City of Carmel Planning & Zoning - Ms. Lopez asked if the project will be called “Gramercy West”. Mr. Huff said he’s not sure if it would be called “Gramercy West” or just “Gramercy”. 9:15 a.m. Docket No. 18030016 Z: Valley Development Co., Inc., MC Rezone. The applicant seeks approval to rezone approximately 6.16 acres to the MC/Meridian Corridor zoning district classification. The site is currently zoned S-2/Single Family Residential. It is located at the southeast corner of 111th Street and Illinois Street. Filed by Robert Hicks of Hall, Render, Killian, Heath, & Lyman, P.C. on behalf of the owner, Valley Development Co., Inc. Andrew Dick with Hall Render, and Gene Beiermann with American Structurepoint presented the project. Mr. Dick said the current site plan is preliminary and subject to change. Mr. Beiermann said the petitioners are seeking a rezone so they can put together a cohesive plan for the future. He added that the intent for this parcel is to have a medical campus anchored by a hospital and medical office building on the southern portion of the parcel and an office or retail on the northern portion. Chris Ellison – City of Carmel Fire Department - Mr. Ellison said the CFD will have comments in the construction phase. Ryan Hartman – Clay Township Regional Waste District - Mr. Hartman asked if the petitioners own the southern parcel and if the two parcels will be built as one. Mr. Beiermann said this is correct. Mr. Hartman said the reason he asked is the sanitary sewers may be a little difficult if construction were only going to occur on the northern parcel, as the sewers will probably need to extend through the southern parcel. Mr. Hartman added that the sanitary on the north side of 111th Street would be very difficult to gain access to. David Littlejohn – City of Carmel Alternative Transportation Coordinator - No comments regarding the rezone. Mr. Littlejohn said he provided preliminary comments on the site plan. Nick Mishler – City of Carmel Building & Code Services - No comments. Rachel Keesling – City of Carmel Planning & Zoning - Ms. Keesling said she had one comment on behalf of Alex Jordan from Engineering, that the right-of-way on the north side of the site should be cleaned up and dedicated. She added that she is still researching to see if any other right-of-way areas will need to be dedicated as part of this project. Ms. Keesling said the Department is generally OK with the rezone, but as she mentioned in previous meetings, the Department did not rezone this area because it would like a consistent comprehensive plan that may not include the homes in the area. Mr. Beiermann asked if the 4- story minimum for the area does or does not apply. Ms. Keesling said the reason it doesn’t apply is because it is next to the residential areas. She added that through the architectural standards, this is considered to have a moderate lot width, which would require one or two buildings to cover 75% of the lot width. Mr. Beiermann said the petitioners have been authorized to let people know that if there is an option to acquire the homes near this site, it is something the developer would be interested in Page 5 of 7 City of Carmel Technical Advisory Committee May 16, 2018 Alexia Lopez – City of Carmel Planning & Zoning - Ms. Lopez asked the approximate square footage of the buildings being proposed for both sites. Mr. Beiermann said approximately 250,000 square feet for the southern portion and another 40,000 square feet for the northern portion. He added that these numbers are not official but just estimates based on his understanding of the project. 9:25 a.m. Docket No. 18050003 Z: 503 N. Arthur Drive Rezone – R-3 to B-3. The applicant seeks approval to rezone approximately 0.38 acres from R-3/Residential to the B- 3/Business zoning district classification. The site is currently zoned R-3/Single & Two Family Residential within the Home Place Business District Overlay Zone. It is located at the southwest corner of 106th Street and Arthur Drive. Filed by Joseph A. Chrisman, owner. Owner Joseph Chrisman presented the project. He said this project would be a small warehouse which would store auto parts for race teams. The building would not be used for retail or create additional traffic. He added that there would only be shipping in and out of the site a couple times per week, and it would be by small truck. Ryan Hartman – Clay Township Regional Waste District - No comments on the rezone. Mr. Hartman asked if employees will be added to which Mr. Chrisman replied that no employees will be added. Page 6 of 7 City of Carmel Technical Advisory Committee May 16, 2018 David Littlejohn – City of Carmel Alternative Transportation Coordinator - Comment letter sent. Mr. Littlejohn said the letter was mostly regarding the thoroughfare requirements as part of the rezone. He added when a property is changed from Residential to Commercial zoning, the Department needs to verify that all of the thoroughfare requirements are being met. Mr. Littlejohn said Mr. Chrisman will need to work with the Carmel Engineering Department to dedicate right-of-way. He added that part of the Thoroughfare Plan includes bicycle pedestrian facilities, and both the path along 106th Street and the sidewalk along Arthur Drive are part of this. Mr. Chrisman said these facilities have been badly needed in this area for 30 years and for the safety of the kids in the area, it will be a very welcome addition. Mr. Littlejohn said these changes would only apply to Mr. Chrisman’s individual parcel but the Department is working on grander plans that would provide connectivity in the area. Nick Mishler – City of Carmel Building & Code Services - Mr. Mishler asked Ms. Lopez if a residential house and commercial warehouse could exist on the same parcel. Ms. Lopez said this is one of the items that will need to be examined but if B-3 zoning allows residential or if the parcel is rezoned and homeowner is still living on the site, this would be allowed. Rachel Keesling – City of Carmel Planning & Zoning - Ms. Keesling said the Department is generally supportive of the rezone, as this is part of the Home Place District overlay. Therefore changing this from residential to commercial would be in line with the plan for the area. Alexia Lopez – City of Carmel Planning & Zoning - No comments. 9:35 a.m. Docket No. 18010004 Z: West Bridge PUD Rezone. The applicant seeks approval to rezone and primary plat 13.91 acres to PUD/Planned Unit Development in order to develop 42 townhomes and 22 single-family dwellings. The site is located at 4281 W 106th Street, and is zoned S-1/Residential. Filed by Randy Green with ISBG Capital LLC. Robert Doster with Terra Site Development, Rex Ramage with Pulte Group, and Randy Green with ISBG Capital presented the project. Mr. Green said after presenting this previously, there was a pipeline discovered that they did not know about. He said because of this, the plans needed to be re- drawn. Mr. Green said the petitioners met with the neighbors to the south and these homeowners are generally supportive, with the exception of one homeowner. Mr. Green said this is an opportunity to bring some things to Carmel which are currently not being built, especially on the west side of Carmel. Mr. Green said this project would provide a housing option to a millennial buyer who would like to be in the west Carmel area for under $300,000. Greg Hoyes – Hamilton County Surveyor’s Office - Letter sent. Mr. Hoyes said he has no comments on the PUD but added that prior to construction there will be issues that will need to be worked out. Joanie Clark – Vectren Energy - No comments. Dave McCoy – City of Carmel Addressing - Mr. McCoy said he will be involved later, but has no comments at this time. Mr. Mindham said final landscaping plans should be done for this project. Rodney Johnson – Indianapolis Power & Light - No comments in regards to the rezone. Mr. Johnson added that there will be a few challenges later on in the project. Angie Conn – City of Carmel Planning & Zoning - No comments. Chris Ellison – City of Carmel Fire Department - Mr. Ellison said he has had discussions with the petitioner and received plans. He added that the main comment at this time is to make sure the hydrants are closer to the curbs, as there is one hydrant which is off the street quite a bit. Mr. Ellison said the auto-turn diagram looks much better than it did earlier. Ryan Hartman – Clay Township Regional Waste District - Mr. Hartman said he has no issues with the rezone but will have several comments prior to construction. David Littlejohn – City of Carmel Alternative Transportation Coordinator - Email sent. No further comments. Mr. Green said there was a comment brought up during the neighborhood meeting that indicated Carmel was exploring the possibility of putting a median on 106th Street. Mr. Littlejohn said in order to put a median on this street, the street would need to be widened, and he is not aware of any future plans to widen 106th Street. Mr. Littlejohn added that in the Thoroughfare Plan, this area is identified as a Conservation Corridor, which means it is only an 80-foot right-of-way and would not provide enough space for a median. Alexia Lopez – City of Carmel Planning & Zoning - Ms. Lopez said the Department has several comments on the Primary Plat but is waiting for the PUD to send all comments at once. Ms. Lopez said the Department would like to see conceptual site plans to see where things like landscaping and side yards would be on the lots. She added that May 29 is the public notice deadline for the June hearing. Mr. Green said one major change being considered is to do the PUD rezone and preliminary plat on the Section B townhomes, and then coming back through later for the detached product as a second phase. This would allow construction to begin on the townhomes while the issues such as the pipeline and drain locations are being worked out. Ms. Lopez said this can be done either way, however, part of the approval will be taking into account the project as a whole, so if there are only conceptual drawings for the second phase the Plan Commission may have additional questions about the project. Mr. Green said a concern with the adjoining properties is how the drainage will function when additional housing is built in the area. He added that the petitioners will need to reach a place where there is zero additional drainage coming off the property as opposed to what is there now. Mr. Green said his understanding is if the water is piped, there would be a 30-foot easement required. Mr. Hoyes said this is correct, adding that there would be 15-feet required on each side of the pipe.
