Pennsylvania, Suite 2800 Indianapolis, Indiana 46204 www.hwcengineering.com HWC Engineering (HWC) proposes to provide the City of Carmel Engineering Department with the following services for the small structure and storm sewer inventory within Home Place (Attached exhibit). HWC will prepare an inventory of all drainage structures greater than or equal to 36" diameter but less than a 20' span. HWC will obtain available existing GIS information and prepare storm sewer system inventory updates. HWC will utilize City provided GIS mapping to make an initial determination of the location of each potential structure. An initial high-level review of Home Place indicated a potential 25 structures within Home Place. An initial review of GIS shows some existing storm sewers (attached exhibit) and approximately of 10 miles of roadway to be investigated for inventory. HWC will conduct a condition investigation for structure appraisal for each individual structure. HWC will also drive each City street to ensure that all existing structures have been located. Any missed structure will be added to the inventory and inspected. HWC will provide the following: 1. HWC will provide personnel qualified to perform work pertinent to inspections and oversight by a Professional Engineer. 2. HWC will provide inspections that will be performed in accordance with the current practices and all work shall meet the guidelines as set out in the FHWA Culvert Inspection Manual, INDOT standards, and City requirements. 3. HWC will provide the City with five (5) hard copies of the final report, which shall contain the following: a. Structure inventory and appraisal (SI&A) report for each structure b. Color photographs of the existing structure alignment, elevation, and areas of deficiencies c. Individual listings of structures with recommended actions to address deficiencies. d. Applicable structure ratings shall be based on FHWA Culvert inspection manual guidelines. 4. HWC shall coordinate with the Carmel GIS management team to assemble the following data: Indianapolis I Terre Haute I Lafayette I New Albany I Muncie Exhibit www.hwcengineering.com 1W<— a. GPS coordinates for each structure inlet and outlet. Elevations will be obtained for inverts. b. GPS coordinates for each sewer casting. Elevations for each casting, pipe inverts, and pipe sizes. c. The specific inventory data for each structure will be appended into the Carmel GIS system. We propose to provide these services for an hourly, not to exceed fee of $44,000 ($17,500 culverts & $26,500 sewers). We will complete the work within 90 days from NTP.
