CARMEL HISTORIC PRESERVATION COMMISSION
MEETING MINUTES
MARCH 8, 2018, 6:00 P.M.
CAUCUS ROOM, CARMEL CITY HALL
In attendance:

1. Call to Order
Meeting was called to order at 6:05 P.M. by Nick Davis.
2. Roll Call
3. Approval of Minutes (2-8-2018)
Minutes for 12-14-2017: Bill S. motioned to approve the minutes and Nick D. seconded. Motion
passed 4-0. 1-16-2018 Minutes: Bill S. motioned to approve; Curtis B. seconded. Motion passed 4-0.
4. Hearing of Visitors

6. Financial Report
Staff provided an updated amount of funds available from the 2018 budget. Staff also noted that grant -
expiration notification letters had been sent to 2016 facade grant awardees who had not yet claimed
their grants and whose funds had been encumbered. As of March 8, DOCS had not responded
regarding whether the unclaimed grant funds could be reassigned to other uses in the CHPC's budget.
7. Old Business
a. Potential Local Historic Districts
i. Thornhurst
Staff have continued to communicate with residents to encourage preliminary
application.
ii. Wilkinson -Hull House
Preservation Plan draft is nearly complete. Ad hoc committee will hold official
meetings soon. Mark D. noted that the Commission is continuing to work with owners
to gain their support. Bill S. noted for public guests that the property is at the NE
corner of Keystone and Smokey Row.

iii. PUBLIC HEARING (moved to item i)
3740 W. 106th St. (Larsen -Dunwoody House Historic District application)
Consideration of whether to recommend historic district designation of given property
to City Council to be adopted with map and preservation plan/design guidelines under
city ordinance
Curtis B. arrived at 6:38 PM. Fred S. moved to approve, Bill S. seconded. Motion
passed 5-0. Fred S. left the meeting at 6:40 PM.
iv. Lynwood Farms and Plum Creek Corn Crib Historic District (HD) or Conservation
District (CD)
Staff noted that HOA members have expressed interest in pursuing local HD or CD
designation and in pursuing a $10,000 grant. Bill S. asked if Indiana Barn Foundation
(IBF) could provide support. Mark D. noted that IBF does not offer much funding.
Bill S. asked if Purdue might have any interest in helping to fund restoration work.
Staff expressed doubt that Purdue would be interested in investing in a building it no
longer owned.
8. New Business
a. Reimbursement to Indiana Landmarks for facade grant mailing ($163.56).
Bill S. motioned to approve reimbursing Indiana Landmarks for its expense of $163.56 involving
the mass mailing to invite eligible 2018 fagade grant applicants to the Feb. 28 and March 8
information sessions. Curtis B. seconded. Motion passed 4-0.
b. New URL for CHPC website
The Commission's website may now be accessed using www.SaveThisOldCarmelHouse.org.
Corresponding content regarding the demolition delay ordinance has been posted on the website.
Barn at SW corner of 116t" and College has a `Building Available for Relocation Sign" in front,
which contains the newly activated URL. Mark D. noted that the owners of the barn have not yet
come to speak to the Commission or staff regarding demolition. Mark D. mentioned uncertainty as
to how far into the 60 -day period the permit is. Bill S. asked if the barn had been documented
photographically. Emily E. mentioned that she and Katherine Dill had taken pictures recently.
Emily E. and Mark D. discussed potential to make IBF aware of the barn.
9. Other Business
Nick D. asked for more information about continuing education for Certified Local
Governments. Staff will provide exact info about requirements. Nick. D. also encouraged
Commission members to attend 2018 CAMP session at PHP in Columbus, Indiana.
