ADDITIONAL SERVICES AMENDMENT TO
AGREEMENT FOR PROFESSIONAL SERVICES
THIS AMENDMENT TO THE AGREEMENT FOR PROFESSIONAL SERVICES ("Agreement') entered into
by and between the City of Carmel and United Consulting Engineers, Inc. (the `Professional'), as City Contract dated
June 1, 2016 shall amend the terms of the Agreement by adding the additional services to be provided by
Professional consistent with the Scope of Work attached hereto and incorporated herein as Exhibit "A". The terms
and conditions of the Agreement shall not otherwise be affected by this Additional Services Amendment and shall
remain in full force and effect.

Item 1— Construction Change — Roundabout Removal
On March 19, 2018, the City of Carmel informed UNITED that the proposed roundabout at the
north end of Rangeline Road would be removed from the project. As a cost savings measure,
the roundabout would be transferred to a future federal aid roadway project, which will connect
Rangeline Road and Keystone Parkway.
On March 22, 2018, the City of Carmel requested concurrence with a potential cutoff point for the
roundabout and the associated savings. UNITED, on March 29, 2018, provided an alternate
cutoff location based on a more natural transition from the proposed project to the existing
infrastructure along with the associated savings.
On April 12, 2018, the City of Carmel requested fees to revise the construction plans, based on
the removal of the roundabout. This required the following plan revisions: maintenance of traffic
layout, plan and profile revisions, drainage revisions, the temporary tie -down from proposed to
existing near the Carmel Woods apartments, removal of all roundabout specific plan sheets,
revisions to the lighting design, and pavement marking revisions. In addition to the construction
plan changes, revisions were required for the itemized pay item list.
In good faith, the work described above has already been completed in order to keep the project
schedule on track.
Pertinent correspondence and man-hour justifications are included for your use. The following is
a summary of the requested supplemental fees for this item:

Item 02 — Standalone Roundabout Plans
On March 19, 2018, the City of Carmel informed UNITED the proposed roundabout at the north
end of Rangeline Road would be removed from the project. As a cost savings measure, the
roundabout would be transferred to Hamilton County's Lowe's Way Phase II federal aid project,
which will connect Rangeline Road with Keystone Parkway. On June 29, 2018, the Hamilton
County Commissioners passed a resolution approving the addition of the Rangeline Road
roundabout to the Lowe's Way Phase II project.
On July 20, 2018 a coordination meeting was held with the Hamilton County Highway Department,
the City of Carmel, UNITED Consulting, and CHA to discuss combining the Rangeline Road
roundabout and the Lowe's Way Phase II project. In general, UNITED will be required to
revise/reformat/develop construction plans, design computations, submission documents, pay
items, and special provisions to a format required for submission to the Indiana Department of
Transportation. Please refer to the following meeting minutes for a detailed breakdown of the
roles and responsibilities each firm agreed to as part of the coordination process.
In good faith, UNITED has already begun work on this task in order to maintain the Lowe's Way
Phase II federal -aid schedule provided below:
