MEETING MINUTES
MONDAY, AUGUST 20, 2018 - 6:00 P.M.
COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE
MEETING CALLED TO ORDER
Council President Kevin D. Rider; Council Members: Laura Campbell, Ronald E. Carter, Jeff Worrell,
Sue Finkam, H. Bruce Kimball and Deputy Clerk Jacob Quinn were present.
Councilor Anthony Green was not present.
Council President Rider called the meeting to order at 6:01 p.m.
INVOCATION
Rev. Patti Napier, Carmel United Methodist Church, delivered the Invocation.
Councilor Carter led the Pledge of Allegiance.
RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS
There were none.
APPROVAL OF MINUTES
Councilor Finkam moved to approve minutes from the August 6, 2018 Regular Meeting. Councilor
Kimball seconded. There was no Council discussion. Council President Rider called for the vote. Minutes
were approved 5-0 (Worrell abstain).
RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL
There were none.
COUNCIL AND MAYORAL COMMENTS/OBSERVATIONS
Councilor Worrell stated that construction barrels would be moved for 96`h and Hazel Dell in the near
future.
Councilor Carter commented on the need for parents to speak to their children about school bus safety.
Council President Rider thanked the City employees who plan events for all the hard work they do.
ACTION ON MAYORAL VETOES
There were none.
Councilor Finkam moved to reorder the agenda for Resolution CC -08-20-18-01. Councilor Worrell
Seconded. There was no Council discussion. Council President Rider called for the vote. The motion was
approved 6-0.
NEW BUSINESS
Councilor President Rider announced Resolution CC -08-20-18-01: A Resolution of the Common
Council of the City of Carmel, Indiana, Adopting Guidelines for the City Council Legislative
Redistricting. Councilor Finkam moved to introduce the item into business. Councilor Carter seconded.
Councilor Finkam presented the item to Council. Ted Nolting, Kroger, Gardis & Regas LLP, presented
further detail to Council. Councilor Finkam moved to approve Resolution CC -08-20-18-01. Councilor
Campbell seconded. There was no Council discussion. Council President Rider called for the vote.
Resolution CC -08-20-18-01 was approved 6-0.
CLAIMS
Councilor Campbell moved to approve Payroll in the amount of $2,689,912.53. Councilor Finkam
seconded. There was no Council discussion. Council President Rider called for the vote. Payroll was
approved 6-0.
Councilor Campbell moved to approve General Claims in the amount of $2,588,576.39. Councilor
Finkam seconded. There was no Council discussion. Council President Rider called for the vote. Claims
were approved 6-0
Councilor Campbell moved to acknowledge Wire Transfers in the amount of $4,751,913.02. Councilor
Finkam seconded. There was no Council discussion. Council President Rider called for the vote. Wire
Transfers were acknowledged 6-0.
COMMITTEE REPORTS
Councilor Finkam reported that the Finance, Utilities and Rules Committee had not met.
Councilor Campbell reported that the Land Use and Special Studies Committee had met and that both
items remain in committee.

OLD BUSINESS
Councilor President Rider announced Resolution CC -03-19-18-03: A Resolution of the Common
Council of the City of Carmel, Indiana, Granting a Waiver that Certain Private Streets be Improved to
City Standards Before Being Dedicated to the City; Sponsor: Councilor Green. Item Remains in the
Finance, Utilities and Rules Committee.
Councilor President Rider announced the Second Reading of Ordinance D-2430-18; An Ordinance of
the Common Council of the City of Carmel, Indiana, Adding Section 6-83 to Chapter 6, Article 4 of the
Carmel City Code; Sponsor: Councilor Worrell. Item Remains in the Land Use and Special Studies
Committee.

Councilor President Rider announced the Second Reading of Ordinance D-2432-18; An Ordinance of
the Common Council of the City of Carmel, Indiana, Amending Chapter 6, Article 5, Division VIII,
Section 6-158 of the Carmel City Code; Sponsor: Councilor Campbell. Item Remains in the Land Use and
Special Studies Committee.
Councilor President Rider announced Resolution CC -08-06-18-02: A Resolution of the Common
Council of the City of Carmel, Indiana, Approving the Issuance of Bonds by the Carmel Clay Public
Library. TABLED. Councilor Carter moved to remove the item from the table. Councilor Worrell
seconded. There was no Council discussion. Council President Rider called for the vote. The motion was
approved 6-0. Bob Swaney, Director of Carmel Clay Public Library, presented to Council. Jason Tansell,
Umbaugh, presented on the financing to Council. Councilor Finkam moved to approve Resolution CC -08-
06-18-02. Councilor Carter seconded. There was no Council discussion. Council President Rider called
for the vote. Resolution CC -08-06-18-01 was approved 6-0.
PUBLIC HEARINGS
Councilor President Rider announced the First Reading of Ordinance D-2433-18; An Ordinance of the
Common Council of the City of Carmel, Indiana, Authorizing and Approving an Additional
Appropriation of Funds From the Operating Balance of the General Fund to the 2018 Human Resources
Department Budget. Councilor Finkam moved to introduce the item into business. Councilor Carter
seconded. Barb Lamb, Director of Human Resources, presented the item to Council. Council President
Rider opened the public hearing at 6:50:12 p.m. Seeing no one who wished to address Council, Council
President Rider closed the public hearing at 6:50:30 p.m. Councilor Carter moved to suspend the rules
and act on this tonight. Councilor Worrell seconded. There was no Council discussion. Council President
Rider called for the vote. The motion was approved 6-0. Councilor Finkam moved to approve Ordinance
D-2433-18. Councilor Carter seconded. There was no Council discussion. Council President Rider called
for the vote. Ordinance D-2433-18 was approved 6-0.
Councilor President Rider announced the First Reading of Ordinance Z-634-18; An Ordinance of the
Common Council of the City of Carmel, Indiana, Amending Owners' Association Standards and a
Variety of Definitions in the Unified Development Ordinance. Councilor Campbell moved to introduce
the item into business. Councilor Worrell seconded. Adrienne Keeling, Planning Administrator, presented
the item to Council. Council President Rider opened the public hearing at 7:08:20 p.m. Seeing no one
who wished to address Council, Council President Rider closed the public hearing at 7:08:35 p.m.
Council President Rider referred the item to the Land Use and Special Studies Committee.
