Dear Council,
I would like to voice my concerns and possible solutions to the rezoning of the Illinois and 111th St.
I attended the planning meeting in Oct. 18th. It was stated there that when Carmel was planning the Meridian Corridor,the
commission took special interest in our neighborhood.Their recommendation was either A. leave all residential or B. the
current homes were to be bought by the company that wishes to rezone.This was a promise to the current neighborhood so
that we could remodel/upgrade our homes without fear of our homes losing their value due to a business built in our
backyards.The city should keep their promise and help their neighbors retain their neighborhood of relocate us to alike
neighborhood.
MORE CONCERNS:
1.This is a residential neighborhood that you are planning to rezone for business. We have traffic concerns and safety
concerns.
* The traffic circles along this area of Illinois( 111th and Pennsylvania, Illinois, and Springmill) are single lane.There is
already an international business building being built on the corner of Illinois and 111th.This business has a 4 story parking
garage along with a parking lot.This presents a problem with how much traffic we will get from this business, much less add
another business at this corner.
*There is a safety concern with the parking area being mostly behind the building.According to the rezoning plan, most
parking spaces will be behind the building and surrounded by the homes of the established homes.This invites suspicious and
or criminal behavior because of the hidden and thus not easily monitored area.
* As always,there is a concern of property value drop because of the added noise, lights, and congestion.
Solutions:
Please help this neighborhood retain its safety and pleasurable atmosphere.
*The hospital could still buy the property but retain the residential status by building homes they could rent to staff.
* Make the buffer 100 feet.
* To help keep with the residential area feel, put the small retention pond behind the homes vs along Illinois St.This would
help with the buffer, animals in the habitat, and help keep a "park-like" setting for the residential area.
* Moving the parking area along Illinois St would also help for the lot to be monitored by the traffic to help avoid criminal
activity.
* Moving the parking lot to along Illinois St would also help to keep the parking lot lights and car lights out of our bedrooms
and backyards.
* The area behind the residential properties is low and stands with water.This would be a great area for a retention pond.
Also, how many times do we here of a vehicle sliding off the road into a retention pond. Why invite a possible car in a pond?
