City of Carmel Technical Advisory Committee October 17, 2018
9:55 a.m. Docket No. 18100001 PUD: 106th and Ditch PUD Rezone
The applicant seeks approval to rezone 22.43 acres to PUD/Planned Unit Development in order to
develop approximately 36 single-family dwellings. The site is located at the NW corner of 106th Street
and Ditch Road. It is zoned S-1/Residential. Filed by Tim Ochs with Ice Miller, LLP on behalf of, JJB
Development LLC.
Jamie Browning with Browning Investment, Roger Kilmer with Ice Miller, and David Marks with V3
Companies presented the project. Mr. Browning said this has been designed in a way that will best
protect the most trees.
Daren Mindham – City of Carmel Urban Forestry
- Comments sent regarding the PUD wording. Mr. Mindham said he does not think any of the
common area will count as open space, as the open space ordinance requires two access points and
the area has to be available for the entire community to use. He added that the buffer yards are not
wide enough to be counted toward the open space.
Angie Conn – City of Carmel Planning & Zoning
- Ms. Conn said she will defer all comments to Alexia Lopez.
Alex Jordan – City of Carmel Engineering
- Mr. Jordan said he has a couple comments about changes which need to be made to the verbiage of
the PUD. Also, he added that the City Engineer Jeremy Kashman has advised that the road widths
need to be revised from 13-foot to 14-foot. Mr. Jordan said there were a couple variance requests that
were slipped into the PUD, so these will need to be removed and submitted to the Board of Public
Works for approval. Finally, Mr. Jordan asked if a Wetland delineation has been done for the
property. Mr. Marks said this has been completed.
Rodney Johnson – Indianapolis Power & Light
- Mr. Johnson asked if there is the potential to add on to this subdivision further west, as he noticed
the road dead ends. Mr. Marks said there will eventually be another entrance off of Crooked Stick
Lane, so there will need to be coordination with IP&L regarding the poles on the east side of the lane.
Mr. Johnson said the current lines run on the west side of Ditch Road, and the north side of 106th
Street.
Alexia Lopez – City of Carmel Planning & Zoning
- This project is still being reviewed. Ms. Lopez said exhibit D was mentioned in the PUD but was
not actually submitted, so the Department will need a copy of it. Also, an S-1 comparison chart will
need to be submitted to show a comparison to the current zoning. Ms. Lopez asked about the
possibility of a stub street in case the property to the east is developed. This comment will be added
to the comment list for the petitioner to address.
