Time: 9:00 a.m. (Approximate start times for each item are listed below) 9:00 a.m. Docket No. 18090008 SP: The Grove at the Legacy, Sections 3A, 3B, 3C. The applicant seeks administrative approval of three Secondary Plats & the Construction Plans, for 57 lots on 7.82 acres. The site is located northwest of Cherry Creek Blvd. and Community Dr. The site is zoned PUD/Planned Unit Development. Filed by Todd Pyatt of PM Development Holdings, LLC. Brett Huff with Stoeppelwerth & Associates, Todd Pyatt of PM Development Holdings and Tim Walter with Platinum Properties presented the project. Daren Mindham – City of Carmel Urban Forestry - Mr. Mindham said as long as the landscape plans have not changed, there are no comments. Angie Conn – City of Carmel Planning & Zoning - Department is awaiting a written response to comment letter. Alex Jordan – City of Carmel Engineering - Comments sent. There were no major issues. Dave McCoy – City of Carmel Addressing Coordinator - Mr. McCoy said he will start working up some addresses for the site. Alexia Lopez – City of Carmel Planning & Zoning - Ms. Lopez said she will defer all comments to Angie Conn. No additional comments. 9:10 a.m. Docket No. 18090010 OA: Legacy PUD OA The applicant seeks approval to amend the Legacy PUD text in order to adjust the maximum residential unit limitations and specify the location and facilities for the amenity area. The site is located south of 146th Street and west of River Road. It is zoned Legacy PUD Z-501-07. Filed by Nelson & Frankenberger, LLC on behalf of Platinum Properties. Jim Shinaver with Nelson & Frankenberger and Tim Walter with Platinum Properties presented the project. Daren Mindham – City of Carmel Urban Forestry - No comments. Angie Conn – City of Carmel Planning & Zoning - Ms. Conn said she will defer to Alexia Lopez for comments. Alexia Lopez – City of Carmel Planning & Zoning - Ms. Lopez said there are a few comments that will be sent. One comment is regarding the Amenity Area and Ms. Lopez asked what the trigger will be for the DP/ADLS application. Mr. Shinaver said the plan is to advance this project as soon as possible but understanding that there are other moving parts. Ms. Lopez asked if the Barker’s canopy is included in the plat and if not, if it would be included in the Legacy section of the plat. Mr. Walter said there is a lot of open space left to be platted so that would probably clean it up as one big open space plat at some point. Mr. Shinaver said regarding the public notices, he will provide an exhibit showing the areas which will be affected. Mr. Walter said the improvements will be a trail system, benches and possibly a shelter. 9:20 a.m. Docket No. 18090012 Z: Sherman Drive Townhomes Rezone (submitted in ProjectDox) The applicant seeks approval to rezone 0.43 acres to UR/Urban Residential in order to develop 4 townhomes. The site is located at 7 Sherman Drive. It is zoned R-2/Residential. Filed by Paul Reis with Krieg DeVault, LLP on behalf of AZR Haver LLC. Docket No. 18090013 DP/ADLS: Sherman Drive Townhomes (submitted in ProjectDox) The applicant seeks site plan and design approval for a 4 unit townhome building. The site is located at 7 Sherman Drive. It is zoned R-2/Residential (pending a UR/Urban Residential Rezone.) Filed by Paul Reis with Krieg DeVault, LLP on behalf of AZR Haver LLC. Kevin Buchheit with Krieg DeVault, Aaron Hurt with Civil & Environmental Consultants, and Dan Moriarity with Studio M Architecture presented the projects. Mr. Hurt said there will be a construction entrance near where the driveway currently sits, but the driveway and house will eventually go away. He added that the hope is to keep the existing large trees in the back if possible. Mr. Hurt said there will be underground detention and the site is less than one half of an acre. Regarding utilities, Mr. Hurt said there will be a new sewer line on the back of the building and a new water line on the front of the building. There is also an overhead electric line which will need to be accounted for. Mr. Moriarity said after discussing the drawings with the Planning Department, it was determined that it’s important for the building to remain both Mid-Century Modern in design and also to remain two stories. Daren Mindham – City of Carmel Urban Forestry - No comments regarding rezone. Mr. Mindham said the three existing trees are set back enough, but with the size of limbs that will need to be cut for construction, the middle Beech tree may not survive. Angie Conn – City of Carmel Planning & Zoning - Ms. Conn said she has three comments. The first comment is regarding guest parking and how much parking will be provided for the four-unit development. Ms. Conn said this question will most likely come up at the Plan Commission meeting so applicant should be prepared to discuss this. Also, Ms. Conn asked about the two easternmost garages and how the cars will maneuver to get out of the site. Mr. Moriarity said the expectation would be for the cars leaving the site to three point turn to get out. Finally, Ms. Conn said the last item she would like to see addressed is the ownership and whether each unit will be platted or if it will be a condominium. Mr. Moriarity said he doesn’t believe this has been addressed.
