I have read the message from Aaskash Patel regarding the proposed Old Meridian
Street development. What I see from him is mush.
From the meeting held last week he seems to have discerned nothing about our
situation and needs.
Please use your most capable power to have him address our needs with actual
proposals. Proposals that show a desire to impress us with many benefits to us.
Written declarations of plans to actually improve our future existence with a
building in front of us. And with penalties for non-compliance.
For example we need an impressive monument sign attracting people to our
building. Something impressive. Certainly with appropriate and patriotic
presentations of the US Flag, Indiana State Flag and the MIA/POW flag.
Necessarily an improvement over the existing arrangement with trees blocking the
view.
It is ridiculous to suggest that our 100lb bartenders can haul a 50 gallon trash bags
across the parking lot to a consolidated dumpster!
For Holidays and special functions what is his suggestion to make a workable
plan? We have expressed our needs, what is his actual plan? Can he address our
needs with actual details?
We need a written agreement to enable the VFW to use the drive and parking area
completely uninterrupted during construction avoiding disruption from
construction and construction workers and equipment. He lacks an understanding
about the "VFW lot". There is no VFW lot, only the common area lot.
There cannot be any sign of an attempt to squeeze through with unenforceable
promises and at the least cost and nuisance to the developer.
We want to see a proposal that makes us stand up and cheer about the prospect of
improving our situation. As we did when Ersal Azdemir 10 years ago presented us
with the outstanding and still impressive building that we occupy. Which we so
much appreciate today. Ersal and Keystone gave us more than we needed. He
exceeded our expectations. He didn't skimp, he made sure that we were more than
just satisfied. We're the little guy here and we are looking to the big guy to treat us
with respect and appreciation for our service to our country.
We'd like to address the City of Carmel appropriate commissions with our whole-
hearted enthusiastic approval of this development, Unfortunately, that is
impossible at this time.

My name is Marla Ailor and I have been asked to speak to you under the authority of
Commander Steven McDanield, on behalf of the veterans and the entire membership who
serve the Carmel, Veterans of Foreign War, Post 10003 located at 12863 Old Meridian Street. I
am an active and lifetime Auxiliary member in Carmel, though I am a 19-year resident of
Westfield. We thank you in advance for the opportunity to address our concerns regarding the
development and variance requests of the Home2 Suites Hotel that wishes to build directly in
front of our Post. (Docket No. 17110016 DP/ADLS: Home2 Suites Hotel)
Our membership proudly serves Carmel and its surrounding communities by supporting
veterans and their families through a variety of available services. Our Post offers camaraderie
and fosters a sense of community to all who enter; no one does more for veterans.
Our primary request is to encourage a developer meeting between Witness Investments and
the VFW to address our Post's concerns prior to sending this development to committee for
approval. We ask that you consider the following:
Currently,the only street-side sign identifying our Post is a "Directory Ground Sign" or
"monument-style sign." It is located on the southwest corner of the property boundary,
obscured by trees and adjacent to the drive. It is dated in style, size and color by today's
architectural standards in Carmel; moreover, as a directory sign, it allows for up to nine tenants.
Since the construction of our building,though the zoning allowed for mixed-use development,
the sign denotes nothing more than the address and three simple letters approximately 8" tall,
V-F-W. We implore you to support Witness Investments in becoming a steward of this
community by ensuring our continued survival by sharing and bearing the cost of an illuminated
ground sign at the street level. We have no issue regarding the variance request made for the
attached projecting sign on their building, but would be remiss if we did not request a shared
sign to promote our existence.
Also, we would like to point out that Home 2 Suites-Hilton offers several layouts that include
four-story properties, rather than five stories requiring a variance, including their locations in
Lafayette, IN and Dayton, OH. While it is unknown if the design and the parapet exceed the
maximum height requirements of the UDO, we would be amenable to a design plan lower in
height that simply does not bury the VFW Post in a sea of brick and glass regardless of its
splendor.
Next, some of our members who have been injured during their military service or are elderly,
require handicapped parking. While we have had only two designated spaces for many years, it
is understood by our membership,to forfeit those spaces during busier hours and events. In a
shared parking lot as required by this development plan,this accommodation may not be
understood by out-of-town guests of Home2 Suites. We welcome your suggestions and look
forward to a reasonable compromise.
Finally, for your convenience, I have provided a copy of a picture taken from Witness
Investment's own website during the construction of its Dayton, OH Home2 Suites property. I
ask you to persuade them to be thoughtful in consideration of us,their neighbors, before
embarking on this beautiful hotel to make certain that we work together to create a safe, clean
and reasonable working environment during any construction period, with respect to sharing
the same drive and parking lot.
We appreciate and value our established rapport with the administration of this local
government. In closing, we are simply asking that you consider our importance today not just
for one day in May,July and November;that you remember the sacrifices made by these great
men and women who have served our country and community and that you stay vigilant in
your endeavors to truly build a partnership for tomorrow! Thank you for your time and
consideration.

Dear Mr. Kilmer,
We have reviewed the DP/ADLS submitted to the Hamilton County Surveyor's Office on
November 17,2017, for this project and have the following comments:
1. The proposed project falls in the incorporated area and MS4 jurisdiction of the City of
Cannel.
2. The proposed project DOES NOT fall in a Cannel Wellhead Protection Zone.
3. The proposed project does partially fall in the W. R. Fertig Regulated Drain
Watershed,but the proposed drainage outlet is not to a Hamilton County Regulated
Drain.
4. We have no comments or concerns with the proposed DP/ADLS.
5. No permits will be required from HCSO.
6. Please direct all storm sewer questions to the City of Carmel Engineering
Department.
