Docket No. 18010004 Z: West Bridge PUD Rezone The applicant seeks rezone and primary plat approvals for 13.91 acres to change to PUD/Planned Unit Development. The site is located at 4281 W. 106th Street and is zoned S-1/Residential. Filed by Randy Green with ISBG Capital LLC. Petitioner: Tim Ochs,Ice Miller: • With me are Randy Green,Dave Compton,and Rex Ramage • We really focused on drainage and the pipeline easement • We have a drainage report • We have a revised site plan that contains a water detention pond • This site has been designed to take in all the offsite water that is coming in and all the storm water created from the new impervious surfaces • This site will help the drainage situation in this area • Everything is impacted by the pipeline,in terms of location and design • We need to stay above or underneath the pipelines and this affects the drainage • The depth of the largest pipeline in the middle of the site is a problem • The location of the sanitary sewer creates a problem if we need to go over or under this pipeline • The pipeline would force a sanitary sewer design through the middle of the pipeline. This would be too costly. • We reduced the number of lots to the south east of the middle pipeline in order to have a retention drainage area • Passed out PUD Ordinance packet with their(redline)changes • The maximum number of lots have been changed from three to two • We clarified what is the front and rear sides of the townhouse buildings.The front does not face the alley and rear faces the alley. • The alley may be private or public in nature,and shall be designated as such on the Secondary Plat for the townhome Area. Residential Committee Minutes 1 1-8-18 1 • The side of a townhome buildings that is not facing the side of another townhome building that are adjacent to open space shall include two canopy or evergreen trees and a minimum of four windows. • Randy Green has been in communication with the pipeline companies • The pipeline companies will allow us to plant native grasses and place a fence perpendicular to the easement Randy Green,Developer • This development has changed several times because of the pipeline easement • Drainage will be improved for the adjacent neighbors • The entry to the site has moved 50-60' further west,to allow us to redo the common area and guest parking • The parking location and the flow of the site is much better with the new layout • We have done everything we can do that will help make this site work • We extended our buffer from 25' to 65' on the south side of the property.This is now a 25' tree preservation,plus 40' of a bufferyard. • The pollinating garden that is south of the pipeline will have additional buffers • The two barns and tennis courts will be refurbished • Our goal is to clean up the whole site Department Report: Alexia Lopez: • Many of our comments were addressed in the PUD that was submitted today • The layout is more sensitive to the neighbors now • We are glad to see they have done more with the drainage. The pond will be reviewed by the Engineering Dept. • The Engineering Dept.wants to confirm there isn't a wetland that already exists in the southwest corner because this would affect the current layout and design(primary plat) • Staff is currently comfortable with this project,but we would want this to come back to the Residential Committee next month as the petitioner has not addressed all TAC comments Committee Comments: Alexia Lopez: Does the fence run along the pipeline,or does it just block access to the pipeline? Randy Green: Referrin to the map, the fence will come perpendicular to the rear property line. The original design had the fence running along the pipeline. We can leave it either way. We will make sure the townhome units are contained. The fence will have a locked gate so the pipeline company can have access. Susan Westermeier: What type of fence is it? Randy: We can only use a metal farm fence when you cross the pipeline. We wanted to use a horse fence. We can look at our fencing options with the I pipeline company. Alexia: How it is shown, it needs to be written like that in the PUD. You will also need to show the 60' buffer on the south side of the property in the plat and PUD. Alexia Lopez: Will the drainage ditch remain open? Randy Green: Yes it will remain open as it is today. It may be relocated to 20-30' east in some areas. Tim Ochs: The ditch is a regulated drain. We have to submit our plans to the Engineering Dept.and Hamilton County Drainage Board. Alexia: Have you submitted a copy of your plan? Tim: Yes Susan Westermeier: Are there still 8 guest parking spaces? Randy Green: Yes. The ordinance requires 6. We would add more if we had more room to do so. Nick Kestner: What's distance from the northwest corner of the Townhomes to ROW? Tim Ochs: Referring to the map, here or there? Nick: Closest to 106th street. Randy: I think 40' from the ROW. Michael Casati: Is each one of the Townhome buildings 4 units? Rex Ramage: No,all except for one will be 6 units. The northeasterly building on the south side of the alley is 5 units.Tim Ochs: 41 total units Josh Kirsh: • The table of contents in the PUD is not correct • I want you work with Hamilton Co. Soil and Water for the weeds,natural landscaping,and the pollinated garden.It will save you time,effort and money in the long run. I want a sign posted,"Do Not Mow",and have an info packet for the HOA that explains these weeds do not get sprayed or mowed. You need a plan to maintain it. Residential Committee Minutes 11-8-18 2 • I'm curious what your treatment will be along the regulated drain. I suspect Hamilton County will not allow you to mow to the edge. • The guest parking should have a sign to identify it. • The hammerhead turnaround for EMS vehicles would be a natural spot for someone to park. Post"No Parking" signs there. • This is a difficult site and we will continue to go through these items next month. Get through the TAC meetings and get their approval. • I want to see the landscaping package and the details of it. Nick Kestner: Can we see it before the meeting? Tim Ochs: It will be presented well advanced before the meeting. Randy Green: When is the next opportunity we can get in front of the TAC? Alexia Lopez: Send the updated plans back to the TAC members and respond to their original responses. Josh Kirsh: Does Bruce Knott(of CFD) sit on TAC? Alexia Lopez: Chris Ellison(of CFD) usually comes to TAC. Tim Ochs: We did have communications with CFD. Auto-turn showed the hammerhead turnaround worked. Nick Kestner: I want to say I'm not for the project. They are saying transition, but transition to what?I think this is too tall for the area.
