Re: Notice of Public Hearing for Riverview Health Variance
Dear Neighbor:
Riverview Health ("Riverview") is pleased to propose its plans to redevelop the southeast comer of 146th
Street and Hazel Dell Parkway. A vacant bank branch building currently sits on the 1.9 +/- acre site
(please see the attached aerial location map). Riverview plans to demolish the vacant building and
construct a new emergency and urgent care medical facility that will be integrated into the existing
adjacent Riverview medical campus. The architecture of the new building has been designed to
complement that of the buildings in the existing medical campus. The new facility also will include two
new connections to the existing campus, providing greater integration and shared parking. This
redevelopment project represents an investment of approximately $8 Million into the community.
The 11,500 +/- square foot facility will deliver emergency and urgent care medical services under one roof
as a licensed out-patient department of Riverview Health. Patients will be able to enter without an
appointment and see a board-certified ER trained physician for all services whether an emergency or
urgent level. Core services include all emergency room and urgent care treatment. The medical facility
will serve adults and children; treating everything from sore throats and high fevers to chest pain and other
life-threatening conditions. It will have a full radiology suite with a 64 slice CT scanner, a digital x-ray,
and ultrasound along with a test-equipped laboratory. In addition to board certified ER trained physicians,
staffing will include emergency room registered nurses, radiology technologists, clinical technicians,
registration, support and managerial staff all working together to provide high-quality, round-the-clock
emergency & urgent care.
The Riverview Medical Park Planned Unit Development District Ordinance, allows a maximum of 8,000
square feet of Gross Floor Area on this parcel. Riverview is seeking a variance to allow the proposed
11,500 +/- square foot medical facility to be constructed.

The city of Beth Shemesh. Israel. 19 miles west of Jerusa-
lem. was an important Israelite town during the period of
the biblical judges. Originally named for the Canaanite sun
.,.""""• goddess and lying at the border between lsra- 1 j j1'}1j 11 elite and Philistine territories. It figured In the
history of the Ark of the Covenant.
According to 1 Samuel. just before the time of King David.
Israelite soldiers took the Ark of the Covenant. holding the
stone tablets containing the Ten Commandments. Into battle
against the Philistines, hoping its presence would bring them
victory. The plan failed. The Philistines killed 30,000 Israelites
and captured the Ark. which they took to Ashdod and dis-
played In the temple to Dagon. their national god. That turned
out to be a bad Idea. The statue of Dagon soon toppled and
broke. More important. the Philistines began suffering from
hemorrhoids, sometimes euphemistically called "tumors," and
were overrun by mice. To rid themselves of these plagues,
which they attributed to the wrath of Yahweh. the God of the
Israelites, the Philistines put the Ark on a cart yoked to two
milk cows. To appease Yahweh, they also placed on the cart

Notice is hereby given the taxpayers of Carmel aay Schools, Hamilton
county, Indiana that the proper legal officers will consider the following
additional appropriations in excess of the budget for the current year at
their regular meeting place at 5201 E. Main Street, Carmel, IN, at 7:00
pm, on the 17th day of December, 2018.

Taxpayers appearing at the meeting shall have a right to be heard.
The additional appropriations as finally made will be referred to the

make a written determination as to the sufficiency of funds to support
the appropriations made within frfteen (15) days of receipt of a Certified
Copy of the action taken.

ORDINANCE No. 2-637-18
NOTICE IS HEREBY GJVEN that the Common Council of the
City of Carmel, Indiana, meeting on the .1Z1h day of December; 2018
at 6·00 o'clock p m at their regular meeting place in the Council
Chambers, Second Floor, City Hall, One Civic Square, Carmel, Indiana
46032, will hold a Public Hearing to consider a request for approval of
the ·Legacy PUDAmendment Ordinance Number Z-637-18·.
The Legacy development is generally located south of and adja-
cent to 146th Street and west of and adjacent to River Road and the
~Legacy PUD Amendment Ordinance Number 2-637-18" pertains to
portions of the parcel of real estate identified by the Hamilton County
Auditor's Office as Tax Parcel Identification Number 17-10-23-00-00-
001.003 (the "Real Estate"). The Real Estate is zoned pursuant to
the original Legacy PUD which was approved by the City of Carmel's
Common Council on January 22, 2007 as Ordinance Z-501-07 (the
"Original Legacy PUO").
The "Legacy PUDAmendment Ordinance Number Z-637-16~
seeks 10 amend select portions of the text of the Original Legacy
PUD Ordinance Z-501-07 specifically pertaining to the localion of the
Amenity Area, the facilities for the Amenity Area, establishing new caps
for Maximum Unit Limitations and providing for Common Area irrigation
currently served by wells to be connected to City of Carmel water
service.
The proposal details are on file at the Department of Community
Services, Carmel City Hall, One Civic: Square, Carmel, IN 46032,
telephone 317/571-2417, under Docket No. 18090010 OAand may be
viewed Monday Through Friday between the hours of 8:00 a.m. to 5:00
p.m. Copies of the proposed request are also on file for examination
at the Clerk-Treasurer's Office, Carmel City Hall, One Civic Square,
Cannel, IN 46032, telephone 3171571-2414.
Interested persons appearing at the hearing for this matter shell
have the right to be heard or may file written comments prior to the
hearing. In addition, the hearing may be continued by the City Council
as it may find necessary.
