(V) Noah's Event Venue.
The applicant seeks the following development standards variance approval:
1. Docket No. 18090011 V UDO Section 5.07.D.2 Building needs to cover at least 75% of lot's
width; 34% proposed. The site is located at approximately 13315 N. Illinois Street. It is zoned
MC/Meridian Corridor. Filed by Chris Winkle of Noah's Event Venue.
General Info&Analysis:
The petitioner seeks approval to construct a special events venue in the northwest quadrant of 131St Street and
Meridian Street,within the CMC Business Park.North of this site will be the Goodman-Campbell medical
office building. South/southeast of this site is an office building and retention pond. West of this site is a dental
office. While the site has visibility from US 31/Meridian Street, it will be accessed from Illinois Street. The
Plan Commission Commercial Committee approved the DP Amend/ADLS petition(Docket No. 18080015 DP
Amend/ADLS) for architecture, design, lighting, landscaping, signage, etc. at their Nov. 8 meeting. Please see
the Petitioner's informational packet for more detail on the BZA variance request.
Only one variance is needed and requested, and it relates to the Meridian Corridor Architectural Standards -
specifically regarding Massing. Unified Development Ordinance(UDO) Section 5.07.D.2 states the following
requirement for Wide Width Lots: "Lots that are 300 feet wide or greater shall have at least two principal
buildings, cumulatively covering at least 75%of the lot's width. Two or more principal buildings may be joined
by a single-to two-story, enclosed or un-enclosed structure, setback from the principal building's front facade,
and designed to be complementary to the principal building's facades.'
CMC Business Park was laid out,platted, and developed in the early 2000s. The layout lends itself toward a
campus like setting, with a cluster of buildings and a shared large parking lot. The prior-approved layout for the
lots resulted in this proposed building only taking up 35%of the lot's width, rather than 75%. (The building
footprint dimensions are 56-ft by 89-ft. The overall parcel dimension are around 164-ft by 355-ft.)
The Planning Dept. supports this variance request.

Recommendation:
After all comments and concerns are addressed, the Dept. of Community Services recommends positive
consideration of Docket No. 18090011 V.
