PROJECT NARRATIVE
Keeler-Webb Associates is acting as agent surveyor/engineer for Mr. David Klain with dbKlain
Construction, LLC who is the general contractor/developer of the above project. Currently, these
two building sites are vacant and are owned by Salin Bank. Park Place Center has all utilities
available on the site or in adjacent right-of-way and includes an existing Multi-tenant parking lot.
Park Place Center was originally developed and approved as a Commercial Office Condominium
project in 1999. Per the approved Master Plan, Buildings 4 and 6 were designed as 2-story Multi-
tenant Office Buildings containing 7,204 and 9,606 sq.ft. respectively. We are proposing to install
two new 2-Story Multi-tenant Office Buildings containing 7,482 and 8,370 sq.ft. respectively.
Both building sites are pad ready and only require utility lateral connections, installation of building
foundations, sidewalk, minimal finish grading, and landscaping to complete each building site.
The overall disturbed area for 708 Adams Street is 8,820 sq.ft. and 712 Adams Street is 7,015
sq.ft. Parking for employees, and customers will be provided in the spaces provided. The building
elevations have been designed to match the perimeter facades and architectural elements of the
adjacent Park Place Center buildings.
Storm water will be collected via gutters and downspouts, and sheet drain to the existing storm
sewer system in Park Place Center. Stormwater will then be conveyed by the existing street
storm sewer to existing regional detention ponds in the Carmel Science and Technology Park.
The regional detention pond in the Carmel Science and Technology Park will also function as the
BMP for these two building sites.
Construction is planned to begin immediately upon approval by all appropriate agencies with the
intention of completing the new buildings and improvements by the Fall of 2019. The design of
the facility will meet requirements set in local and state building codes and will not be a fire hazard
to the public.
There is enough capacity of all the utilities available to this site for each buildings proposed usage.
The construction of the two new buildings will enhance the tax base for the local schools and will

not be a burden to the system. Additionally, this facility will provide offices for businesses in the
community. This project is being submitted for your review and comment prior to issuing plans
for permits.

project will be heard by the Carmel TAC and the ADLS Amend will be reviewed and approved
administratively.
