The City received your submittal on April 20,2018. We offer the following comments:
CONSTRUCTION PLAN REVIEW COMMENTS
1. Please include the email address of the developer on the cover sheet.
2. Please provide the total disturbance of the site on the cover sheet.
3. Please label the alleys as private on plan view.
4. Please show the subsurface drain under the curb on the plans.There is a legend item for it on the site
development plan but it is not shown.
S. Please verify the location of all existing utilities with top of curb and invert elevations,pipe sizes,and
direction are shown.
6. Please verify all existing culverts,pipes,and bridges on existing drives under the roadway are shown
indicating size,type,and invert elevations.
7. Please verify the locations of all electrical power vaults,transformers,power lines,gas lines,television
cable,and telephone lines are shown.
8. Please include all technical information required by Section 102.02(xi)(m)of the Storm Water Technical
Standards Manual on the plans.
9. Please verify that all turning radii are adequate and appropriate for fire trucks.
10. Please verify there are no direct discharge areas.
11. We require that all lots at the intersections of streets or a street and alley have their property lines
rounded by arcs of at least 20' radii.Please revise the property corners of 44,45,50,and 51.
12. Please provide the minimum flood protection grade for all buildings on the plans as well as their
definitions.The definition for this can be found in section 104.02 in the Storm Water Technical Standards
Manual.
13. There are several lots that are missing FFE's, MLAG's,or both. Below are the list of lots and the elevations
that need to be provided with them:

b. Missing MLAG's:25-33
c. Missing both:34-41,47
14. Please provide a detail for the barrier around the pond once it is determined what product will be used.
15. Please note on the demolition plans that the existing stub from the roundabout that Kinzer Avenue
connects to will need to have the curb and street saw cut and removed.The curb will also need to be
removed from the nearest joint past the limits of removal.

19. Please verify all elevations are North American Vertical Datum of 1988(NAVD).
20. Please verify that the horizontal datum of the topographic map is Indiana State Coordinates,NAD83.
21. Will any existing easements on the site be vacated?
22. Thank you for providing the note that the storm water controls from C300 are to be used on the
demolition plans but it appears that the demolition is for the entire site.There are several sections of the
site that will need protection shown that isn't shown later on the site.Due to this,we would like for all
initial controls to be shown on C100-C102.
23. Please provide a dewatering sequence and any corresponding details for both of the existing pond
dewatering.
24. Please provide a grading plan with the next submitted showing all proposed grades on the site.If they are
currently shown on the site plan,please bold them and/or remove the existing grade lines within the
limits of construction to differentiate them.
25. There appear to be several curb inlets shown without flood routing in the 100-year clogged event.There
are several on alleys D,K,H,and J and two just east of the pond on Kinzer Avenue.Please revisit these
and verify whether or not flooding will be present when the inlets are clogged.
26. It appears that the large ponding area in Kinzer Avenue is not completely contained within the right-of-
way and extends to the property to the north.There are also sections between lots 10-21 where the
flooding extends between the lots.This area will need to be platted as a drainage easement or the flood
routing will need to be revised to be contained in the right-of-way.
27. Please provide a cross-section for the pond with the next submittal. It will need to comply with one of the
county's standard details.It will also need to show the limits of the native vegetation and the protective
signage.
28. Please add silt fence on the northwest corner of the construction entrance and the staging area.Please
also turn the fencing into the site on both sides of the entrance.
29. Please add perimeter protection on the western perimeter of the tree clearing/disturbance on C100.
30. Please wrap the stock pile with silt fence.
31. Please remove the 2'sump call outs from sheet C301.
32. Please extend the silt fence along the entire eastern perimeter of the site on C301.
33. Please show a rock check dam around the proposed pond outlet on C303.
34. Please show the hatching for all native pond perimeter vegetation limits.It appears that currently only the
5'strip is shown.
35. Please provide calculations in drainage report showing the area of the native vegetation strip is equal to
1/3 the surface area of the pond.
36. Please show erosion control measures and check dams in the temporary swale discharging into the pond.
37. The bio-swale within the limits of the existing stream is not an acceptable BMP therefore an additional
BMP will need to be provided.There appears to be an opportunity to treat a majority of the water quality
flow by placing a water quality unit downstream of structure 422. If this is installed it would be acceptable
to have the short runs of pipes leading to the pond to have a SNOUT and sump to meet our requirements.
38. Seeding is shown on the sidewalk on C304 and C305.Please remove the hatching from all sidewalks.
39. Please ensure the protection signage for the native plantings is at the limits of the plantings.
40. Please add an additional protection sign on the eastern side of the pond.
41. Please provide a sediment trap detail.
42. Please revise the post-construction SWPPP narrative once the BMPs are finalized.

43. We do not allow for castings to be installed pavement.Please move structures 427-435 out of the
pavement of Street C.
44. The City Engineer has requested that the cross-section of Kinzer Avenue be revised so that the street tree
area is adjacent to the curb rather than the bike lane.
45. The following are previous comment made during the primary plat stage that we did not receive a
response on:
a. The southern section of Street A is not included in the basin map.Please revise to contain this
section of roadway.
b. Is there no off-site drainage from the Auman subdivision?
c. The 12 acres from the southern apartments cannot be bypass the detention.Please revise to
include this drainage.
d. Will this section be connected to the existing sanitary sewer?If so,please investigate the sanitary
line and call for it to be upgraded if necessary.
GENERAL INFORMATION
• These comments represent the Department of Engineering's first review of the development plan for this
project.
• We request that all responses to our comments be provided in writing and be accompanied by a drawing
reflecting the requested revisions. Failure to provide written responses may result in the delay of the
review process.
• It is critical that this office be made aware of all modifications made on the plans being re-submitted,
particularly if any such changes are considered"new"or fall outside of our previous reviews. Please
provide revised plans including all revisions. Please notify us of any changes and specifically state any
changes,including changes resulting from Plan Commission, BZA or other committee meetings.
• We have engaged Crossroad Engineers,PC to review all drainage plans and drainage calculations
submitted to this office for review. If you have not already done so,please provide a set of drainage plans
and calculations to their office for review.We will share Crossroad's comments as they are received.
• Final drawings will not be approved for construction until:
o All Engineering Department and Utility Department and Hamilton County Surveyor issues have
been resolved.
o All bonds and performance guarantees are posted.
o All Board of Public Works and Safety approvals and any other governing agency approvals(if
required)are obtained.
o All off-site easements necessary to install utilities to serve the development are secured.
o SWPPP is approved.
o All fees are paid.
• The Department reserves the right to provide additional comments based upon subsequent reviews.
• An approved Stormwater Management Permit is required prior to commencing any earth disturbing
activity. Please contact Mr.John Thomas regarding Stormwater quality requirements.
• An approved right-of-way permit is required prior to commencing any work in the public right-of-way and
for construction equipment access from the City's right-of-way.
• If it will be necessary to relocate existing utilities,the costs for such relocation shall be borne solely by the
developer. Any utility poles requiring relocation shall be relocated to within one foot of the outside edge
of the proposed right-of-way.
• The Department requires that the construction drawings be developed in accordance with the City of
Carmel digital submission standards and that all required submittals for primary plat,secondary plat,and
construction drawings be made. The digital files must be submitted to the Department of Engineering

BOARD OF PUBLIC WORKS AND SAFETY
• A schedule for Board of Public Works and Safety meeting dates and agenda deadlines will be sent
electronically for your use upon request. Please use the Engineering Department deadlines for
submissions to the Board.
• Any submission to the Board requires prior approval by the Carmel Clay Plan Commission and/or the
Board of Zoning Appeals(if applicable)and completion of review by the Technical Advisory Committee.
All written requests to be placed on the Board's agenda must include the appropriate Docket Number
and the date(or dates)of approval by the Plan Commission and/or the Board of Zoning Appeals(if
applicable).
• Commercial Curb Cut Approval. Please provide 8',4 x 11 exhibits with the request for approval. Provide all
pertinent information including lane widths,overall width,radii,lane markings,location of opposing
drives or streets, relationship to the location of previous curb cut,etc.
• Temporary Construction Entrance Approval. It appears the construction entrance is planned at the
location of a permanent curb cut. Therefore Board approval is not required.

• The installation of any permanent,privately owned and/or maintained improvement(signs,decorative
street signs,walls,streetlights,etc.)within dedicated right of way or dedicated easements requires the
execution of a Consent to Encroach Agreement between the Owner and the City of Carmel.Such
agreements are executed by the Board of Public Works and Safety. The City Engineer may approve
irrigation system agreements.
• Secondary Plat approval if applicable. All performance guarantees must be posted prior to submission of
secondary plats for Board of Public Works and Safety approval.
• Dedication of right-of-way if not platted. This is based upon the City of Carmel 20-Year Thoroughfare Plan
requirements. Dedication documents are available upon request. Please be advised that all Right-of-Way
Dedications must be accompanied by a Sales Disclosure Agreement completed by the owner for the
property being dedicated to the City. The dedication document cannot be recorded without a completed
Sales Disclosure. The form is available upon request.
• Any open pavement cuts of City right-of-way will require Carmel Board of Public Works and Safety
approval.
• All existing drives need to be abandoned through the Board of Public Works and Safety.
BONDING REQUIREMENTS
• Please contact Mr.Dave Barnes to review performance guarantee requirements. Please contact Mr.John
Duffy to review water and sanitary sewer bonding requirements.
• The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for 100%of the
cost of labor and materials to construct the individual improvements,to be provided by the design
engineer. Please provide detailed Engineer's Estimates for each improvement including quantities,unit
costs, pipe sizes,and materials,etc.
• Upon completion and release of individual Performance Guarantees,a three-year Maintenance
Guarantee will be required(see Street Sign comments above). The Maintenance Guarantee amount is
based upon 15%of the Performance amount for Streets and Curbs and 10%of the Performance amount
for all other improvements.
• Performance Guarantees may be Performance or Subdivision Bonds or Irrevocable Letters of Credit.
RIGHT OF WAY PERMIT AND BONDING
• Any work in the dedicated right-of-way will require an approved Right-of-Way Permit and a License&
Permit Bond.
• The bond amount is determined by our Right-of-Way Manager. However,if the work is included in the
scope of work of a required and posted Performance Guarantee,the Performance Guarantee may be
used to satisfy the bond requirements of the Right-of-Way Permit.
• Please contact our Right-of-Way Manager,Caleb Warner,to arrange right-of-way permitting and bonding.
AVAILABILITY AND CONNECTION FEES
• We defer to Carmel Utilities regarding this issue.
• If an entryway or overall site irrigation system is planned for this development,additional Water
Connection Fees will be assessed based upon the size and usage of the system and upon the
recommendations of the Director of Carmel Utilities.
• These fees are required to be paid prior to final approval of construction plans by Engineering and prior to
issuance of building permits by Building Codes Services. Please confirm these fees and calculations with
Carmel Utilities.

The following letter represents comments for this project specifically addressing the area of
alternative transportation. I have reviewed the drawings submitted for the May 16, 2018
Technical Advisory Committee meeting and offer the following comments:
ALTERNATIVE TRANSPORTATION REVIEW COMMENTS
1) Please move the cycle track to be adjacent with the sidewalk and the landscaping strip to
be between the cycle track and the on-street parking. Please confirm this configuration of
the cycle track with the City Engineer and his department.
2) Please provide details for the cycle track including details on how the bike lane will be
buffered or protected and any signage that will be included with the lane.
3) Will there be signage identifying where pedestrians and cyclists are to travel along the
sidewalk and cycle track?
We request that all responses to our comments be provided in writing. Failure to provide written
responses may result in delay of the review process.
It is critical that this office be made aware of all modification made on the plans being re-
submitted, particularly if any such changes are considered"new"or fall outside of our previous
reviews. Please provide revised plans indicating all revisions. Please notify us of any changes
and specifically state any changes, including changes resulting from Plan Commission, Special
Studies or other committee meetings.

on April 23, 2018, for this project and have the following comments:
1. The proposed project falls in the incorporated area and MS4 jurisdiction of the City of
Cannel.
2. The proposed project DOES fall in a Cannel Wellhead Protection Zone.
3. The project falls does not fall in a Hamilton County Regulated Drain Watershed.
4. Please direct all stormwater questions to the City of Carmel Engineering Department.
5. Please submit revised construction plans and/or drainage calculations upon
satisfactorily addressing all TAC agency comments.
