HomeMy WebLinkAboutMinutes TAC 05-23-85 I, �r / TECHNICAL ADVISORY COMMITTEE MINUTES - MAY 23, 1985 COMMITTEE MEMBERS PRESENT: Chuck Kiphart, Kent Ward, Stan Puckett, Dave Rickard, Tom Schellenberger, Kurt Woerner, Boone Clark, Tom Welch SUMMERLAKES SUBDIVISION Docket No. 26-85 P.P. , Primary Plat, West of Deerfield, S-1, 2 subdivision variances Petitioners Present: Mr. Cohen, John Schneider, Bruce Nicholson, Phil Nicely . Streets are to be private per proposed variance, road built to County standards. . Need letter from Hamilton County Health Department on septic systems. . Need letter from Steve Couts, Carmel Fire Chief, on location of fire hydrants. . This project will drain into Marion County. Will request letter from Marion County Department of Public Works as to status of adequate off-site drainage facilities. SCS feels that off-site facilities are inadequate. . Will need letter from County Surveyor, Kent Ward, on on-site drainage proposed. . All letters will need to be in Dept. of Community Development file by no later than 4:00 P.M. June 3, 1985. . 20' drainage and utility easement to be provided between Lots 84 and 88 and Lots 67 and 68 to lakes. . Section 6. 3.4 (Page 32) of Carmel Subdivision Regulations requires the "continuation of existing, planned, or platted streets on adjacent tracts , unless such continuation shall be prevented to topography or other physical condition, or unless such extension is found by the Commission to be unnecessary for the coordination of development between the subdivision and such adjacent tract. " . Flood routing between lakes is provided for. . Letter needed from Charles Whitsitt on subdivision curb cut and improvements to 96th Street. . Accel/decel facilities are per County Highway Superintendent request. . Roadside drainage facility will be improved on north side of 96th Street by developer. . Developer will contribute to County road fund for improvements to 96th St. . The entire on-site drainage system will be incorporated (recorded) into County regulated drainage system. Secondary Plat. Petitioners Present: Jim Nelson, Ray Roehling, Steve Bourquein . Add flood way line on plat/setback line. . Tie down rear drainage easement. . Need letter from Indiana Dept. of Natural Resources concerning fill in flood plain of Cool Creek. Plat cannot be signed until letter is on file at Dept. of Community Development. . Variance for installation of sidewalks at a later date on 116th St. was withdrawn by petitioners at Plan Commission meeting of May 21, 1985. Developer will install sidewalks per Ordinance requirements. . Developer will dedicate (record) 45' , one-half of 116th St. right-of-way of Carmel . . Show on construction plan separation of utility and drainage easements. TAC RECOMMENDS APPROVAL OF SECONDARY PLAT PER ABOVE COMMITMENTS MULTI -TENANT OFFICE BUILDING 10015 N. Meridian Street project, B-5, 1/8 acres, Docket No. 27-85 D.P./A.D.L.S. Petitioners Present: E. Davis Coots, Leo Stenz, Steve Williams, Greg Jacobi . Clay sewer district/private well . . General office, multi-tenant. . Add inlet and swale at southeast corner of project to drain existing wet area. . Straight back concrete curbs around parking lot/used for storm water detention. . Off-site drainage to Pennsylvania Rd. via 20' recorded easement to Pennsylvania Rd. . Plans show 20' easement on north, south and east property boundaries. . Need letter from Charles Whitsitt on need for drainage improvement along frontage road by June 3, 1985. . Will need letter from Steve Couts, Carmel/Clay Fire Chief. . Need letter from Kent Ward on final drainage plan to include input from SCS. Will need revised drainage plan by May 28, 1985. . Letter from Hamilton County Health Dept. . Show loading area on plan. . Show detailed landscape plan for mechanical facilities by June 4, 1985. TAC APPROVES PROJECT PER ABOVE COMMITMENTS THE CENTRE B-3 and B-1 Zone, northwest corner Range Line Rd. and 116th St. , Shopping center, Docket No. S13-85, Site Development Plan final review. Petitioners Present: Jim Nelson, Larry Pensinger, Don Gwinnup . Project is to be phased into two parts per revised plans submitted. . Phase One - B-3 Zoned District . Status of existing building. . Phase Two - B-1 Zoned District and could be built to B-1 Zone standards. If was developed differently, would need TAC review. . Site work will be done on entire site. . Southeast corner of site will need BZA and TAC approval when developed. . Sanitary sewer will be encased. TAC APPROVED PLANS AS SUBMITTED WOODCHASE AT KEYSTONE Docket Nos . V15-85/S16-85 , Apartment project , Site development plan final review, 480 units. Petitioner Present: Stan Neal . Show perimeter easements, minimum 20' total if drainage ditch, ditch plus maintenance by May 29, 1985. . All City departments have expressed concerns concerning the project related to providing proper city services to a project of this magnitude - fire , police, street and engineering. Steve Couts approved fire hydrant location per phone call to Kurt Woerner and follow-up letter. . Separate accel/decel lanes with public easements are not proposed for project on 96th St. Once 96th St. improvements are made, five lanes at this area, 2 east, 2 west and one in center for left-hand turns. Response from traffic engineers and Carmel Board of Public Works needed. . All on-site sewer lines are private or in dedicated easements. POND PLAN REVIEW Docket No. S-21-85, private residential pond: Gary Hutton. BZA approval needed per Special Use, 49. 18 acres at 4509 W. 131st St. Petitioner Present: Gene Ross . Closest distance to any property line, 200 feet. . Minimum depth 4 feet, maximum 10-12 ft. . Overflow into existing drainage way. . Property is currently fenced. Will be new fence installed. TAC APPROVED PLANS AS PRESENTED. . . • LAKEVIEW HEALTH CENTER. Docket No. 23-85 ADLS, 6-2 Zone, 1.3 acres, addition, review of drainage plans, located at southeast corner of Keystone Ave. and 136th St. Petitioner Not Present. . Detention pond proposed. . Entrance off of frontage road to 136th St. . Facility is on city sewer. . Need revised set of plans. TAC APPROVES TECHNICAL ASPECTS OF PLAN SUBMITTED.
