Committee members present: Sue McMullen, Sandra Long, Bob Boone,
Jim Schneider, Ila Badger. Staff member : Dave Rickard.
DOCKET NO . 16-85 D .P . , An amendment to the original Development
Plan approved for the Kiddie Kollege (Day Care Center) facility
located at 1001 S. Range Line Road, Carmel, IN. Petitioner requests
to add a 1014 sq. ft. addition to the east side of the existing
facility. Site is zoned B-7.

Mr. Meador explained that the existing building is 5200 sq. ft. , the
expansion will be 1 , 014 sq. ft.
The required green belt area of 30 feet will not be affected by
this addition.
The addition will be white painted brick with black roof which will
blend in with existing building. There will be no additional
landscaping, lighting or signage.
The east playground area will be diminished, but not eliminated.
The south play area will remain in tact. They do exceed the State
requirements for outside recreational area. ( 6, 000 sq. ft. in
south area. )
Parking was discussed and Mr. Rickard explained it was very difficult
to calculate number of spaces required by Ordinance. He was asked
to review this before the Commission meeting and be prepared to
report to us futher.
Staff said the petitioner meets all setback requirements of the
B-7 Zone .
The proposed addition does not change the technical aspect of
the original approved plan.
It was moved and seconded to approve this request as presented after
the D .O.C.D . reports on the parking spaces.

DOCKET NO. 23-85 A..D.L.S . Architectural, Design, Lighting and
Signage review for Lakeview Health Facility. Parking lot located
within 120 ' of the the 431 Overlay Corridor. B-2 Zoning. Facility
located at the southeast corner of Keystone Ave. (431) and Smokey
Row Road (136th St. ) .

This is being reviewed by the Commission because a portion of the
parking lot falls in the 431 Overlay Corridor.
The existing facility is 5200 sq. ft. with 21 beds; the proposed
addition is 7270 sq, ft, with 20 new beds.

The petitioner has State approval on building; County approval
for the retention pond and State approval for retention pond to
drain into Fall Creek. However, this item has not been reviewed
by TAC.
The new parking lot will be curbed with 6" high curbing. There
will be lights in parking lot. Landscaping will consist of six
Australian pine trees 4 to 5 feet in height at the south west
corner of the lot.
Mrs. McMullen requested a better site plan for the Commission
meeting that would more clearly show the relationship between the
parking lot and the R-O-W of Keystone.
It was moved and seconded to approve this request as presented
subject to TAC review and approval .
Dave Riakard asked for committee approval to issue a foundation
permit. , Committee members were cautious since this has not been
to TAC , but that is out of our jurisdiction and is a decision of
the D .O. C .D.
