My opposition to such is outlined in detail below. Our opposition is in relation to our location on Lot 55 of Guilford Park here in Carmel, Indiana. (11429 Scheel Lane, Carmel, IN 46032). Since starting this AirBNB (hotel-motel) scenario in summer of 2018, there have been many, many Nuisance incidents related to this practice by the current homeowners including but not limited to: a) Our driveway being blocked preventing easy exit and entrance to our home by multiple vehicles being parked at the now "motel" location. b) Random and increased traffic from cars (Uber, Lift) dropping off individuals who are scheduled to lodge for the night(or multiple nights) at the "motel" residence, lowering the safe nature of the housing development in total. c) Numerous wrong doorbell rings, at all times of the day and night, lowering safety of our residence due to individuals looking for the Air BNB rental in error. d) Nuisance level noise at all hours of the day and night lessening the Quiet Enjoyment of our Property which is located next to the home applying for special exception. We purchased a home TO NOT LIVE IN AN APARTMENT COMMUNITY TYPE SITUATION—which this has now become. e) Parking on the street,which is already prohibited under Guilford Park Covenants, has become at Nuisance Level due to the AirBNB operation on Lot 54. The character of the Carmel community is at question on the whole, should such Special Exception be allowed approval, and then through multiplication among residents who chose the Carmel community, over numerous communities in which to reside, due to its well-known care and concern for beauty, safety, education and most importantly preservation of property values. Each and every incidence of the residence at 11441 Scheel Lane operating as an AirBNB property works to effectuate a "character change" within the neighborhood which will decrease overall property values of the homes adjacent and surrounding such homes, when they are clearly signified, under covenant to be "single-family homes" in nature, and not to be designated as motel/hotels. This practice also works a high level threat to the health, and safety of residents who work tirelessly to afford their homes, and plan for them to be a major component to their personal financial investment portfolio through their home ownership. The increased coming and going of individuals who are NOT residents, with no real 1 concern for rule of law(via covenants) will surely result in decreased property values.The result of which is a great risk to my family as current homeowners financially and not worth the "dimes"of profit to be received by the homeowner engaging such a practice. Since acquiring the property in June 2018 this practice has continued despite communications from this board to cease operations until the board could properly hear the request for Special Exception.The purposeful dereliction of duty to other homeowners has been obvious and purposeful in an attempt to squeeze a dime out of every square foot of the home at 11441 Scheel Lane, despite the Nuisance it works to other homeowners in the vicinity. Additionally, many municipalities are now requiring that upon the sale of property to new owners, transferring ownership must notify the buying party that an AirBNB (or other like property operation) is adjacent,or next to the home the new buyer is now acquiring. For a community like Carmel,this is an undue and unnecessary burden which by the Board's disapproval of such actions will not cause negative impacts on Carmel's unusually high property sales and transfer rates which are quite legendary around the state of Indiana. My wife and I chose the Carmel community, in building our home on Lot 55 in Guilford Park in 2003, out of many, many choices for residences.The well-known Carmel High School,with its ultra-high graduation, and going on to college rates,as well as the school's Project Lead the Way Program,were at the top of list for selecting this community in which to build and purchase a home. Our son, now a college junior was a State of Indiana Double Honors Diploma Graduate, due in no small part to the educational path created by Carmel High School instructors. Also well studied was Carmel's reputation for safety and welfare of its residents due to its highly ranked police and fire departments, for whom our family holds a great deal of respect and honor. Finally, Carmel's national rankings in 2018 as the#3 place to live in the U.S. (http://time.com/money/collection/2018-best-places-to-live/5361441/carmel-indiana-2/) are always indicative of Carmel's commitment to remain one of the more discerning places for residents to choose when they are interested in quality of life issues—we definitely knew the difference between Carmel and Broad Ripple when investigating where to build our future. Honorable Zoning Board, allowing Special Exceptions of this type will be the start of a very fast decline for Carmel, Indiana and work to cause an immediate decline to the very profitable property value of my current residence. Please send a message to all who intend to do so outside of the board's special scenarios situations (NCAA Tournament, Indy 500, etc.) as the nuisance factor is very much a negative to those of use subjected to the practices of homeowners who do not embrace or understand the traditions and high level reputation of a community like Carmel, Indiana.
