RESOLUTION OF THE CITY OF CARMEL BOARD OF PUBLIC WORKS AND SAFETY
ACKNOWLEDGING ARTS GRANT
WHEREAS, pursuant to Indiana Code 36-1-4-7, the City of Carmel, Indiana ("City"), is authorized to
enter into contracts; and
WHEREAS, pursuant to Indiana Code 36-4-5-3, the City's mayor may enter into contracts on behalf of the
City; and
WHEREAS, pursuant to his authority under Indiana law, the City's mayor, the Honorable James C.
Brainard, has caused to be signed the Arts Grant attached hereto as Exhibit A (the "Contract"); and
WHEREAS, Mayor Brainard now wishes to present the contract to the City's Board of Public Works and
Safety for it to be publicly acknowledged, filed in the Clerk -Treasurer's Office, and made available to the public for
review.

ARTS GRANT PROGRAM
AGREEMENT
This Grant Agreement (herein referred to as "Agreement") entered into by and between the City
of Carmel (the "City") and " k-0L X,N&L I&A °i f 0)%S C ki Wren'S Cko) r (the
"Grantee"), is executed pursuant to the terms and conditions set forth herein. In consideration of
those mutual undertakings and covenants, the parties agree as follows:
l . That on behalf of Grantee, a not -for -profit corporation, I, ZDy\
an authorized representative of Grantee, have applied for a City of Carmel
("Grantor") Arts Grant, said application attached hereto and made a part hereof as
Exhibit "A."
2. Grant Agreement. The City, after review and recommendation by the Mayor,
agrees to grant $ 6,500.00 to the Grantee for the eligible costs
of the project (the "Project") or services as described in Exhibits "A" and `B" of this
Agreement. The funds shall be used exclusively in accordance with the provisions
contained in this Agreement. Generally, the Grant award may not exceed one third
(1/3) of Grantee's combined contributed income, revenue of sales, and/or ticket
revenue from the previous year. The City of Carmel may, however, make exceptions
for start-up organizations that have been in existence for three (3) years or less.
3. Design and Implementation of Project. The Grantee agrees to use any and all grant
funds in accordance with the proposal contained within this agreement and any
documents attached to this Agreement, which are incorporated by reference.
4. Warranty of non-profit status. Grantee hereby represents and warrants that it is a
not -for -profit entity with a determination letter from the Internal Revenue Service
declaring that it is exempt from Federal income tax.
5. Payment of Grant Funds by the City. The payment of this Grant by the City to the
Grantee shall be made in accordance with the following conditions:
A. This Agreement must be fully executed and signed by both Grantee and Grantor.
B. Grantee has attached all the following information, which it represents and warrants
to be true and accurate, all which have been incorporated fully by reference:
An application and description of the proposed use of the grant funds (EXHIBIT
A);
2. A budget for the calendar or fiscal year for which the grant is requested
(EXHIBIT B);
3. Certified copies of incorporation as a not -for -profit corporation under state law
(EXHIBIT C);
4. A not -for -profit application or determination letter from the U.S. Internal Revenue
Service identifying that it is a not -for -profit corporation that is exempt from
Federal income tax (EXHIBIT D);
5. Any audits, reviews or compilations available describing the financial condition
of the Grantee, most recent available IRS Form 990, and the attached Affidavit
(EXHIBIT E);
6. A list of the Grantee's board of directors and officers listed (EXHIBIT F);
7. A Year End Report from the previous year if Grantee received an Arts Grant from
the City of Carmel in the previous calendar year, pursuant to paragraph 8 herein
(EXHIBIT G).
C. Any other grant conditions that City requires to be met by Grantee, specifically:
6. Grantor's right to request audit or review. Grantee shall submit to an audit or
review by an independent Certified Public Accountant of funds at the City's request,
and shall make all books, accounting records and other documents available at all
reasonable times during the term of this Grant Agreement, and for a period of three
(3) years after final payment of funds under this Agreement, for the purpose of an
audit by the City of Carmel, the State of Indiana, or their designees. Said review or
audit, if requested, shall be performed by a Certified Public Accountant ("CPA") who

is neither an employee of Grantee nor a member of the Grantee's Board of Directors,
to be provided to the City of Carmel by March 31 of the following year.
7. Quarterly financial statements. Grantee agrees to provide the City of Carmel
quarterly financial statements within 45 days after each quarter -end for Grant awards
in excess of sixty thousand dollars ($60,000).
8. Year-end review. Grantee agrees to provide the City of Carmel a year-end report
("Year End Report") for each year, describing how the grant was used and the impact
of the dollars received.
9. Funding Credit. Grantee agrees to credit the City of Carmel in the printed materials
associated with a funded program or project. The City of Carmel will supply, upon
request, Grantee with the graphics/logos necessary for compliance.
10. Statutory Authority of Grantee. The Grantee expressly represents and warrants to
the City that it is statutorily eligible to receive these monies and it expressly agrees to
repay all monies paid to it under this Grant, should a legal determination of its
ineligibility be made by any Court of competent jurisdiction.
11. Use of Grant Funds by Grantee. The funds received by the Grantee pursuant to this
Agreement shall be used only to implement the Project or provide the services in
conformance with the Budget and for no other purpose. If it is determined by the
City that misappropriation of funds have occurred, the Grantee must return all funds
received by Grantor and individuals who misuse Grant funds may also be subject to
civil and/or criminal liability under Indiana and Federal law.
12. Employment Eligibility Verification. The Grantee affirms under the penalties of
perjury that he/she/it does not knowingly employ an unauthorized alien.
The Grantee affirms under the penalties of perjury that he/she/it has enrolled and is
participating in the E-Verify program as defined in IC 22-5-1.7. The Grantee agrees
to provide documentation to the City that he/she/it has enrolled and is participating in
the E-Verify program.
The City may terminate for default if the Grantee fails to cure a breach of this
provision no later than thirty (30) days after being notified by the State.
13. Governing Law; Lawsuits. This Agreement is to be construed in accordance with
and governed by the laws of the State of Indiana, except for its conflict of laws
provisions. The parties agree that, in the event a lawsuit is filed hereunder, they
waive their right to a jury trial, agree to file any such lawsuit in an appropriate court
in Hamilton County, Indiana only, and agree that such court is the appropriate venue
for and has jurisdiction over same.

14. Relationship of Parties. The relationship of the parties hereto shall be as provided
for in this Agreement, and neither Grantee nor any of its compensated officers,
employees, contractors, subcontractors and/or agents are employees of City. The
Grant amount set forth herein shall be the full and maximum compensation and
monies required of City to be paid to Grantee under or pursuant to his Agreement.
15. Severability. If any term of this Agreement is invalid or unenforceable under any
statute, regulation, ordinance, executive order or other rule of law, such term shall be
deemed reformed or deleted, but only to the extent necessary to comply with same,
and the remaining provision of this Agreement shall remain in full force and effect.
16. Entire Agreement. This Agreement, together with any exhibits attached hereto or
referenced herein, constitutes the entire agreement between Grantee and City with
respect to the subject matter hereof, and supersedes all prior oral or written
representations and agreements regarding same. Notwithstanding any other term or
condition set forth herein, but subject to paragraph 15 hereof, to the extent any term
or condition contained in any exhibit attached to this Agreement or in any document
referenced herein conflicts with any term or condition contained in this Agreement,
the term or condition contained in this Agreement shall govern and prevail. This
Agreement may only be modified by written amendment executed by both parties
hereto, or their successors in interest.

2019 CITY OF CARMEL ARTS GRANT PROGRAM APPLICATION
SUPPLEMENTARY NARRATIVE
November 30, 2018
REQUEST
The Indianapolis Children's Choir (ICC) and the City of Carmel shared vision for and commitment to the
importance of the arts and its positive impact on families and in our community. The ICC respectfully
requests a $7,500 grant from the City of Carmel 2019 Arts Grants program in support of the vital music
education programs provided by the ICC in the City of Carmel and for the children, youth, and families
who reside in Carmel. The ICC is grateful for grants received in 2018, 2017, 2016, 2015, and 2014 and
appreciates the City of Carmel's consideration of our 2019 application. This supplementary narrative is
presented in support of that application.
ABOUT THE INDIANAPOLIS CHILDREN'S CHOIR
The Indianapolis Children's Choir believes that the pursuit of artistic excellence is a vehicle for the
growth of happier, healthier, and more successful young people. The singers in the ICC are at an age
when they are discovering who they are and what they can be — and as they see the positive impact of
their music, they learn the value of discipline, forge lasting friendships, and develop a sense of civic pride
and a desire to contribute to the community.
The mission of the Indianapolis Children's Choir is to nurture and inspire student achievement
through quality music education and the pursuit of artistic excellence in choral music performance.
The ICC pursues its mission through the following core values:
• Personal and Social Growth — Foster leadership, accomplishment, self-worth, teamwork, pride,
and appreciation of music among singers, parents/guardians, and audience members
• Diversity, Accessibility and Safety — Enrich the lives of children from all religious, racial, cultural,
and economic backgrounds. Never compromise the safety and security of our singers
• Creativity and Excellence — Strive to lead locally, nationally, and internationally and to pursue
excellence in quality music education for singers and for teachers

The ICC is recognized internationally for the artistic accomplishments of its singers and celebrated locally
as an integral part of the cultural fabric of central Indiana. The ICC is one of the most established,
comprehensive, and respected children's choral programs in the world; encompassing children from 18
months to 18 years of age, and bringing singers together from a wide range of cultural and socioeconomic
backgrounds, and from more than 20 counties in Indiana.
The ICC holds a leadership role in the children's choral community, sharing resources with teachers
around the globe, taking initiative in curriculum development, and making many contributions to the body
of available children's choral music. Each year, singers participate in a full Concert Season, receive
requests to perform at nearly 100 community events, and tour nationally and internationally. They have
collaborated with premier musicians and composers, such as Celine Dion and the Moscow Chamber
Orchestra, and have performed at prestigious events like Super Bowl XLVI and the 100`h running of the
Indianapolis 500.
ICC performance choirs create a beautiful musical experience that moves and inspires audiences. In
addition, children and youth who participate in the ICC's programs gain increased cultural awareness
through opportunities to tour and perform state-wide, nationally, and globally. In these choirs, repertoire
includes dozens of languages, styles of music, and formats to expose singers to a wealth of diverse
musical genres and pieces.
The ICC Concert Season offers performances that feature inspiring musical experiences while providing
choir members with the satisfaction and of achieving their artistic goals and the thrill of performing before
a live audience. The annual ICC Concert Season includes public events attended by more than 10,000
people each year.
Beyond the artistic excellence created by its singers, the ICC has a positive impact on children and youth
where they feel accepted, respected, responsible and challenged. Young people flourish when they are
engaged in activities that are valued, meaningful, and worthwhile — they derive happiness, self-esteem,
and a sense of purpose when they see that their actions matter and contribute to the lives of others.
In the safe community of the ICC — among peers who become lifelong friends, and with the guidance of
caring adult role models — children are empowered to work through their challenges and learn to grow.
The process of cerebral and creative engagement during musical study, the satisfaction of meeting
challenging goals, and the discipline of high -quality performance create a potent mixture that improves
students' academic performance, strengthens their motivation and perseverance, and helps them to thrive
in all their pursuits.

MUSIC EDUCATION BENEFITS
The exceptional artistic product of ICC singers is only one dimension of the organization's impact; the
benefits of music education extend beyond the development of artistic skills. A growing and compelling
body of research indicates that participation in music education programs is essential for the growth and
development of children and has a profoundly positive impact on school attendance, academic
achievement, graduation rates, interpersonal relationships, and communication skills.
The National Association for Music Education reports that "students in strong music programs have better
school attendance and higher graduation rates" and that "students who were significantly involved in
music during middle and high school showed higher levels of math proficiency by their senior year
regardless of socioeconomic status."
In addition, findings from the National School Readiness Indicators Initiative demonstrate that:
• Music helps children expand vocabulary, acquire an understanding of symbols and sequence, and
improve memory and auditory function
• Early childhood curricula that integrate a structured music program can help children to develop
and understand verbal and musical language, express feelings and emotions in a creative manner,
and work well with others
• Quality music programs help children develop their gross and fine motor skills, which are
important to emotional expression, particularly in children with limited verbal/oral ability
Through the arts, children discover how to participate in their own way, to tell their own stories and find a
voice, and to learn about themselves; as a result, they find that their stories matter, that their artistic
product contributes to the greater community — and they develop confidence and a sense of purpose. In
addition, the arts fulfill a fundamental human need for beauty, and they are a pathway to express and
process emotions. Children who participate in the arts have a means to release stress in a productive way,
and they have greater happiness and mental health.

ICC COMMUNITY OUTREACH — EVERYONE COUNTS
The impact of the ICC extends beyond its choirs — the organization serves 5,000 young people each year
through a range of music education programs. Through the Everyone COUNTS (Community Outreach
Uniting and Nurturing Through Song) initiative, the ICC serves those who might otherwise not have
access to music education and ICC programs.
Everyone COUNTS outreach impacts approximately 4,000 children each year — specific programs
include:
Early Childhood Music Education, which serves children age 18 months through kindergarten
and utilizes a curriculum, based on First Steps in Music, designed to stimulate academic, social,
and developmental skills while nurturing a love for music. These programs are provided on the
campus of Butler University, as well as in multiple partner sites located throughout central
Indiana, including agencies that serve low-income and at -risk children.
• Regional Choir Programs, which make participation in ICC performance and preparatory choirs
more accessible to families residing in metropolitan and rural communities in the counties outside
of Indianapolis.
• Neighborhood Choir Academy, which offers specialized eight -week after school choral singing
experiences and instruction for students in Indianapolis area schools that culminate with
participation in an ICC Concert Season performance.
• Special Needs Programs, which engage children of all abilities by utilizing visual and tactile
experiences, tailored to individual abilities and needs, that develop singing and cognitive skills.
Activities focus on proper singing techniques and on the social skills involved in being a member
of a musical ensemble. The centerpiece of this program is the unique tuition -free Jubilate Choir,
which meets weekly throughout the school year on the campus of Butler University.
• Tuition Assistance, which provides direct monetary aid to families in order to ensure that
financial hardship is not a barrier to participation in the ICC choirs. Based on need, eligible
families may have up to 85% of tuition expenses relieved, and the ICC has a 2018-19 need of
$33,500 in order to provide scholarship assistance to 100 singers.
Innovations, which offers complimentary services and resources for music teachers and schools
through free workshops, choir clinics, guest conducting, and other requested professional
development activities. This program reaches approximately 2,500 students each year.

THE ICC IN THE CITY OF CARMEL
Based on the campus of Butler University, the Indianapolis Children's Choir has a very strong presence in
Carmel. Beginning with an Early Childhood music education program available to children as young as
18 months and culminating with the ICC's internationally acclaimed high school choirs, opportunities are
available for young people of all ages, experience, and abilities.
ICC Early Childhood Program
The ICC offers its Early Childhood Program to children ages 18 months through kindergarten.
This music education program utilizes the First Steps in Music curriculum to develop singing,
vocabulary, and movement skills, while, at the same time, nurturing a love of music and singing.
Children learn informally by playing with music through a series of carefully designed games and
activities.
The program offers unique introductory music experiences to children earlier in life than formal
education is available, and multiple studies affirm the importance of introducing musical concepts
at a very young age.
The ICC offers its Early Childhood Program on the campus of Butler University and at other
locations throughout central Indiana and in 2019 will offer it at the Carmel Campus of
Cornerstone Lutheran Church.
ICC Preparatory Choir Program
The ICC's Preparatory Choir Program is a non -auditioned experience for children in grades one
through three. Participants are introduced to choral music and singing techniques such as music
reading, breathing, posture, and movement in an atmosphere that combines learning with fun. The
program is provided in a rehearsal setting to help prepare the singers for a formal choir experience.
In addition, Preparatory Choir members participate in select ICC Concert Series performances and
at local and regional community events.
In Carmel, the ICC offers its preparatory choir program at the Carmel Campus of Cornerstone
Lutheran Church under the direction of ICC Director of Outreach and Choir Programs, Lauren
Southard. There is an additional preparatory choir program at the Fishers Campus of Cornerstone
Lutheran Church, and the program is also available on the campus of Butler University and at
other locations throughout central Indiana.

Carmel Children's Choir
In order to make the Indianapolis Children's Choir experience more conveniently accessible to
families residing in communities surrounding Indianapolis, including Carmel, the ICC has
established community based choirs. The Carmel Children's Choir continues to be one of the
ICC's strongest and most popular community choirs. Children in grades four through seven attend
weekly rehearsals, participate in select ICC Concert Season performances, and perform at local
and regional community events. The Carmel Children's Choir rehearses at the Carmel Campus of
Cornerstone Lutheran Church under the leadership of ICC Director of Outreach and Choir
Programs Lauren Southard.
Lauren Southard has been a full-time ICC staff member since 2008 and currently oversees all ICC
outreach programming. She also teaches selected early childhood classes, directs selected
preparatory choir programs, and directs the Jubilate Choir for children with special needs. She
holds a Bachelor of Music degree in Music Education from Butler University, an MA in
Educational Administration and Supervision, and an MA in Applied Behavior Analysis with an
emphasis in autism. She has presented at the Indiana Music Educators Association annual
convention and has been a member of the National Association for Music Education, American
Orff-Schulwerk Association, Indiana Music Educators Association (IMEA), Indiana Kodaly
Educators, and Indiana Orff-Schulwerk Association (IOSA).
ICC Campus Choirs
Carmel children and youth in grades four through nine may also choose to join choirs that rehearse
on the campus of Butler University (or in community choirs meeting in other off -campus
locations.) Each student is placed in a choir based on experience and where they will have the best
learning experience. Beginning level choirs include students who exhibit a strong desire to sing
and have demonstrated an intermediate proficiency in vocal technique. More advanced choirs are
comprised of students who have demonstrated a high degree of vocal and sight-reading ability.
The ICC also has two high school choirs that include students who have successfully auditioned.

Performance Highlights
Members of the Carmel Children's Choir, the Carmel Preparatory Choirs, and other ICC campus
and community choirs have multiple opportunities to perform in Carmel, in Indianapolis,
throughout Indiana, across the country, and, for singers in advanced choirs, throughout the world.
These concerts provide quality musical artistry to the audience and give singers the satisfaction
and affirmation that comes with achieving the highest level of excellence and expression and also
provide singers with opportunities for community service and exposure to a variety of cultures.
These opportunities include:
• Performances in Carmel for churches, civic organizations, and senior living communities and
at community events and festivals, as well as in collaboration with local arts organizations
such as the Carmel Symphony Orchestra and the Central Indiana Dance Ensemble. During
2019 the ICC will be working closely with the Carmel Symphony Orchestra to create
additional collaborative performances.
• Performances at choral and community events throughout Indiana, such as The Nutcracker and
other holiday celebrations.
• Participation in the Indianapolis Children's Choir Concert Season, singing alongside other ICC
choirs, sharing an experience with a larger group and meeting new people.
National and international tours that expand cultural awareness and increase appreciation for
the international arts community.

GRANT REPORT
November 30, 2018
INTRODUCTION
The Indianapolis Children's Choir (ICC) is proud and grateful to have been selected as the recipient of a
grant from the City of Carmel 2018 Arts Grants program in support of its music education programs in
Carmel and for the children, youth, and families that reside in Carmel. In conjunction with the
Supplementary Narrative accompanying our 2019 application, we are pleased to provide this Grant Report
summarizing the activities, accomplishments, and impact of ICC music education programs in Carmel, for
children, youth, and families residing in Carmel, and in the Carmel community.
PROGRAMS PROVIDED
During the 2017-18 program year, the ICC successfully provided the programs listed below, which are also
described in the Supplementary Narrative accompanying our 2019 application. These programs were offered
at locations throughout central Indiana, including the Carmel Campus of Cornerstone Lutheran Church.
ICC Early Childhood Program
The ICC provided its Early Childhood Program to children ages 18 months through kindergarten. The
goal of the Early Childhood Program is to help children develop singing, vocabulary, and movement
skills, while at the same time nurturing a love of music and singing. Children learned informally by
playing with music through a series of carefully designed games and activities.
ICC Preparatory Choir Program
The ICC's Preparatory Choir Program was provided for children in grades one through three. The
program introduced participants to choral music and singing techniques such as music reading,
breathing, posture, and movement in an atmosphere that combined learning with fun and that
prepared them for a formal choir experience. To better prepare singers for ICC performance choirs,
the Carmel Preparatory Choir participated in selected community festivals and events.

Carmel Children's Choir
One of the ICC's affiliate community choirs, the Carmel Children's Choir was provided for students
in grades four through seven. Weekly rehearsals were held at the Carmel Campus of Cornerstone
Lutheran Church. The Carmel Children's Choir participated in local concerts and community events
as well as in selected ICC Concert Season performances. The Carmel Children's Choir was directed
by ICC Director of Outreach and Choir Programs Lauren Southard.
Carmel children and youth also joined choirs and participated in music education programs located on the
campus of Butler and in other locations in Hamilton County and throughout central Indiana. In 2017-18, 112
Carmel residents were registered in Indianapolis Children's Choir choirs and in preparatory choir programs —
a 20 % increase over the previous year — and 54 singers were enrolled in choirs and programs based in
Carmel.
PERFORMANCE HIGHLIGHTS
Members of the ICC's Carmel Children's Choir, the Carmel Preparatory Choir, and other performance and
preparatory choirs had multiple opportunities to perform in Carmel, Indianapolis and, for singers in advanced
choirs, across the United States and throughout the world. These concerts provided quality musical artistry to
the audience and give singers the satisfaction and affirmation that comes with achieving the highest level of
excellence and expression and also provided singers with opportunities for community service and exposure
to variety of cultures.
These opportunities included:
• Participation in the Indianapolis Children's Choir Concert Season, singing alongside other ICC
choirs, sharing an experience with a larger group and meeting new people. These concerts
included:

• Performances in Carmel for local community groups, including multiple retirement and senior
living communities, and in collaboration with Carmel and Hamilton County organizations at
events such as the Central Indiana Dance Ensemble's production of The Nutcracker. Highlight

• National and international tours that expanded cultural awareness and increased appreciation for
the global arts community. ICC tours in 2018 included national trips to St. Louis, Missouri;
Memphis, Tennessee and Dallas, Texas; and a Canada tour that included, Montreal, Niagara
Falls, Ottawa, and Toronto. Tours planned for 2019 are highlighted by a major Danube River
Cruise that includes Budapest, Hungary; Bratislava, Slovakia; Vienna, Austria; Melk and
Salzburg, Austria; and Munich, Germany.
