Regular Meeting Minutes

Approval of Minutes of Previous Meetings:
• On a Motion made by Brad Grabow and seconded by Leo Dierckman to approve the minutes from the September 24,
2018 meeting.(there was no scheduled regular meeting in October 2018)
Approved 5-0
Communications,Bills,and Expenditures
• Angie Conn: The 2019 Save the Dates memo has been handed out to the members.
• Angie Conn:The 2019 BZA Calendar has been distributed to the members. All meetings are on the fourth Monday,
except for the Tuesday,May 28,which is after Labor Day. There has been a request to add December BZA meeting
dates since traditionally,there are no scheduled BZA meetings in December. We can vote if would want to have a
BZA meeting in December. Brad Grabow: Can the December meeting be decided around September or October
when we have an idea if it would be needed? Angie: We could do that. This year,we scheduled a Special Hearing
Officer meeting in December to accommodate those petitioners wanted to get heard before the end of the year.
On a Motion made by Brad Grabow,and seconded by Leo Dierckman to approve the 2019 BZA Meeting
Calendar. Approved 5-0
Reports,Announcements,Legal Counsel Report,and Department Concerns
• John Molitor: A BZA Executive Session will be held immediately following the conclusion of this BZA meeting
Public Hearings:
(V) Honda Express Service Signs.
The applicant seeks the following additional development standards variance approval:
1. Docket No. 18090009 V UDO Section 5.39.H.2 Two signs allowed,Three signs requested(1 ground/2
wall). The site is located at 4146 E.96th Street(former Harley Davidson site).It is zoned B3/Business.Filed by
Matthew Hoener of TDG Architects,on behalf of Penske Automotive Group.
Petitioner: Matthew Hoener
• We are proposing two wall signs,one for Honda and one for the Express Service Building
• One proposed ground sign will be located along the street
• Two signs originally existed,but we removed them to come in compliance with the City

Public Comments: None
Department Report: Angie Conn:
• They worked with Staff to reduce the total number of signs
• There are few items for the petitioner to address. Providing a landscape plan around the base of the ground sign
and having a full masonry base for the ground sign
• Staff asked for the ground sign illumination to just the letters and logos,where the rest,the blue panel areas are
opaque. This will help to control light pollution.
• Staff can support this variance request,as long as all remaining comments are addressed
Board Comments:
Alan Potasnik: Are those comments ok with you? Matthew Hoener: The base of the sign is only a 4"concrete pad.
It's a true ground sign(shows sign). So we are not proposing plantings around the sign because it will block the sign. I
do understand about the light pollution. The blue is a semi opaque blue. It will omit some light. It's a fully lit box,and
the white stands out. Angie Conn: Staff will be ok with the illumination level they proposed. Landscaping is a
requirement of the Sign Ordinance, so they will have to amend the sign or propose a landscape plan that's low growing
plants. Matthew: We could do landscaping with low plants.
Brad Grabow: When looking at the south elevation,the two service bays to the left under the Express Service Sign, is
that facade recessed half the depth to rest of the building?Matthew Hoener: No,they are all flat and equal to the
building(referring to elevation exhibit). The service doors open and the customers drive right up. Brad: It feels like the
Express Service sign dominates over the Honda sign. We are here to talk about sign count. Matthew: We are under the
allowed amount of signs allotted per sq. ft.
Kent Broach: Is Staff satisfied with their proposed base of the ground sign? Angie Conn: If they can work with Staff
to get more concrete under the sign. What they proposed with the landscaping and sign base, it will work out. Matthew
Hoener: We will add plantings. Kent: I just wanted to confirm that.
On a Motion made by Leo Dierckman and seconded by Brad Grabow to approve Docket No. 18090009 V.
