Thursday, January 3, 2019 Meeting Minutes

The Commercial Committee met to consider the following items:
1. Docket No. 18110005 ADLS:Riverview Health Urgent Care& ER
The applicant seeks site and building design approval for a new healthcare facility. This is the previous location of
the Fifth Third Bank. The address is 14585 Hazel Dell Parkway. It is zoned PUD/Planned Unit Development
within the Riverview Medical Park PUD(Z-410-03)and is not located within any Overlay Zone. Filed by Mark
Leach of Faegre Baker Daniels LLP on behalf of EQ Hazel Development,LLC.
Petitioners: Andrew Buroker(Faegre Baker Daniels), Stephanie Truchan(Faegre Baker Daniels),Anthony Zerrer
(Equity),Jared Stark(Intuitive Health), & Scott Tripp(Riverview Health)
• Andrew Buroker-This petition was last seen at the December 14th Commercial Committee(Committee)
meeting. There were outstanding items that needed to be addressed including bike parking,EIFS,
Engineering Department review, lighting cutsheeets, landscaping,and signage.
Department Report: Rachel Keesling
• In the packets are the new elevations with less EIFS and more brick.The petitioner has improved on
design of the façade.A green and white line is present in the other building roofs and has been added to
this petition.
• This building compliments the existing buildings while also increasing the aesthetics for the area.
• I also asked the petitioner to change the dormer vents to a circular shape rather than an octagonal shape
(to match the other buildings in the complex).
• The dumpster and generator enclosures match the building design.
• There is enough space for bicycle parking.
• The actual percent of the EIFS on the façade was requested as a point of clarification,but the petitioner's
architect is not available at this time to give us this number. The PUD requirement is met,however.
• Andrew Buroker-We believe we are above 70%with that exact calculation.
• Anthony Zerrer-We were above 70%and then added more brick.
• Hamilton County has not contacted anyone regarding the potential of a round-a-bout after initial inquiry.
With the setbacks and previously dedicated right-of-way(ROW)I am not concerned about this.The north
side of 146th St.has ROW dedicated at the corners,meaning a round-a-bout would more than likely be
further up.
• The petitioner has received a letter from American Structurepoint stating that the petitioner has addressed
their comments.
• A lot of lighting fixture sheets were provided and I am unable to decipher where the lights are being
installed.I will need assistance from the architect to determine where each light is being installed.
• The overall lighting plan meets the foot-candle requirements.

• Lastly,the signage has been reduced to two wall signs. However,there are a few new signs that have
appeared; "main entry"and"ambulance only". Both are over 3 sq. ft. and would require a variance. The
petitioner will come back to the Department of Community Services(Staff)with finalized signage.
• I gave the petitioner an illustration of where the spandrel panels should be for the signage.
• All of the Staff's concerns have been addressed save for a few questions for the architect.
• Staff recommends approval.
Committee Comments:
John Adams
• There was a conversation at some point regarding the trees along 146th St. The agreement was to remove
the majority of the trees correct?What is the final agreement?
• Rachel Keesling-In the Department Report the trees are addressed.They will be used as Christmas Trees.
• Will keeping them interfere with the construction phase?
• Anthony Zerrer-The trees will be protected during construction.The landscape plans have been approved
by the Urban Forester.
• Rachel Keesling- Staff is excited about the agreement.The evergreens at the intersection will be removed.
Staff has given the ok for the landscape plan.
• The existing driveway will remain which is a great use of what is existing. Material will not be wasted.
• Andrew Buroker-We have met with the Urban Forester and heard his concerns.
• Weren't there questions about exactly where the exterior lights will go at the entrances and exits?
• Rachel Keesling-I will need help from the petitioner's architect to understand what type of lights will be
present at these locations.
• Assuming approval occurs tonight,the Committee assumes Staff will work with the petitioner regarding
lighting.
Alan Potasnik
• Rachel,you are alright with all the other signage concerns?The petitioner will need to acquire a variance
for the"ambulance only"sign. What is the other concern?
• Rachel Keesling-There is also a"main entrance"sign,as well as,a large ground sign at the entrance that
is too large. Staff will work with them on assessing their needs.The petitioner will come back with sign
permits that can be approved administratively.

The applicant seeks site plan and design approval for a new dual branded hotel on 5.35 acres. It will be 6
