All installations shall be inspected by TriCo personnel during "open trench" phase and before backfilling with stone to twelve inches above the pipe. The property owner will need to schedule a follow up inspection. If a certificate of compliance is not issued within 30 days of the change in ownership, a sewer surcharge of $20 per month will be assessed and added to the sewer bill.
